equality. let's go to david spunt, live at the white house, with more on the president's week ahead. hi, david. >> reporter: hi, arthel. hi, eric. when talks about immigration and the biden white house, we are talking about several executive orders not just one. after all, immigration in 2021 is clearly a complicated issue. one of the big priorities for the biden administration is reversing as eric said many of those trump era immigration policies. on tuesday, when president biden unveiled the plan, he'll sign what would establish a task force that would reunify families separated at the border under the trump administration. then candidate biden for almost two years talked about this issue on the campaign trail. >> the president is planning to announce his task force or plans to announce his launch of his task force on reunifying families and children, something that he is personally committed to. his wife, dr. biden, is personally committed to and invested in and he will plan to make that announcement next tuesday. the task force will be led by secretary of homeland security, once he's confirmed,. >> reporter: the white house planned for the president to sign the orders two days ago, but because of the filibuster, the nomination to homeland security has delayed things a little bit. the president wants his homeland security secretary there. she is expected to be confirmed tomorrow night. president biden is expected to increase refugee admissions. he said he wants to boost the number from 15,000 to 125,000 a year. quite a difference there. that plan alone has republicans from border states quite concerned. listen. >> another executive order that will have a profound effect on new mexico, a border state, it's unbelievable we would compromise the safety and health and really the national security of our nation by virtue of these executive orders. >> reporter: since taking office the president's already signed an order halting construction of president trump's border wall, a campaign promise from the former president in 2016. biden reversed a muslim focused travel ban. executive orders can do many things but it doesn't substitute the importance of legislation. that's what the white house wants to work on, bipartisan. lindsey graham said he would be interested in taking a look at some proposals about daca, getting them to be full citizens. president biden talked about an eight year path to full citizenship. we'll see what he does in the coming days. arthel: we will see. i know a lot of snow can be problematic on some levels but it surely makes for a gorgeous backdrop you've got there. thank you. eric. eric: brian york will be on in a minute, talking about the issue of immigration. then also in washington, there is the coronavirus relief, republicans in congress not likely to get behind boca presit biden's nearly $2 trillion covid relief bill. some republican senators are proposing an alternative. they plan to roll out the details tomorrow. the top democrat on the senate budget committee, senator bernie sanders, saying lawmakers do need to move forward to get help for the american people. >> we cannot have children in america going hungry. people being evicted. schools not open. we need to open our schools in a safe way. that's what we have to do. so the question is not bipartisanship. the question is addressing the unprecedent cries sigh. >> reporter: there is a letter sent to president jon. they write our proposal reflects many of your stated priorities. with your support, we believe the plan could be you approved quickly by congress with bipartisan support. congress as democrats say they're preparing to move forward on the biden administration's $1.9 trillion plan without republican support. republicans have objected to the overall price of the white house bill and some of the proposal specifics like raising the minimum wage to $15 an hour and funding to state and local costs. the 10 senate republicans say their plan costs about $600 billion. >> we're targeted to the needs of the american people. treating our tax dollars as if they're our tax dollars, not just money to spend and putting it where we need to come out the pandemic. we think there's a lot to work with. >> reporter: the early reaction from white house officials, they say that president biden is willing to negotiate. though he wants congress to pass a robust plan quickly. >> we need to learn a lot more about it. right now, we're in a position where delay and inaction are the enemy of moving forward. >> reporter: republicans say their proposal like the white house plan spends $160 billion for vaccine deployment, testing, tracing, treatment, and supplies. the republican senators say they would offer more targeted relief checks, more targeted than the $1,400 payments to many americans, that's what the white house is calling for. if the 10 republicans join all 50 democrats in supporting a covid bill it would clear any procedural hurdle in the senate. democrats say they're planning to move forward with a procedure known as budget reconciliation to pull their larger $1.9 trillion version through congress. that would require all 50 senate democrats to support that maneuver. eric. eric: and they very likely could. rich edson in washington. thank you. arthel: there is a teacher strike looming in chicago as the school district pushes to reopen some schools tomorrow with no deals reached on safely returning to the classrooms. some parents are considering legal action against the teachers' union as in worry their children are being left behind and the worries are shared by parents ayou cross the union tri. let's -- across the country. let's go to christina coleman, live in los angeles with more. >> reporter: right now, a bunch of parents and their kids in chicago are likely wondering what tomorrow's school day will be like. chicago public schools, the third largest district in the nation, is moving forward with opening classrooms for elementary and middle school students tomorrow even though the district hasn't reached agreements on all the covid safety protocols with the teachers union. there could be a teachers' strike. here's the school's ceo, janice jackson. >> many of our african-american students in particular are struggling in this environment. those students where this works for them, they will have a choice to continue with remote learning through the remainder of this school year. but we cannot negate the fact that there are thousands of students that aren't logging on every day and are falling behind every day and we have to recover from that. >> reporter: the chicago teachers union and public schools have been at the bargaining table this weekend. yesterday the school district said they reached tentative agreements on four key areas with the union including health and safety protocols, ventilation, contact tracing and health and safety committees. but they're still in negotiations. with just hours until tomorrow's school day, the mayor wants parents to prepare for a situation where the union directs its members not to return to class for in-person learning. >> demands from the cpu are what science says we need to do, it's the pathway to safety and so we are going to fight like you know what. >> the pattern we've seen with this mayor, no compromise is possible right up until the moment we get a compromise. >> reporter: even though the cdc said there's low risk of transmission of covid-19 in schools when appropriate mitigation efforts are taken, a number of teachers unions in different states including chicago are pushing back against that saying more educators need to be vaccinated against the virus. arthel. arthel: christina, thank you. eric. eric: arthel, meanwhile, minneapolis the call to defund the police, well, it's now turned into no fund the police. it turns out some members of the minneapolis city council noon have a new proposal -- plan to have a new proposal that would scrap the department and overhaul the city's approach to public safety. the plan would displanned ' band the police department in the current form replacing it with an agency that aims to address the root causes of crime and would keep officers on the streets. alex hogan has details of this unique plan. >> reporter: this is a different change from the other proposals that we have seen from city council. now, there's still a lot of details that need to be finalized. ultimately this would be up to voters for them to sign off on this moving forward. this was brought forward by three members of the city council. the department would be replaced by a distinguish of law enforcement -- division of law enforcement within the department of public safety. it would cut out the word police and would get rid of requirements to keep a minimum number of officers based on population. >> that doesn't mean reducing officers. it means looking at public safety in a holistic way and seeing what is going to best keep people safe and get them the help they need. >> reporter: the mayor's office telling the local fox affiliate he doesn't agree with the language of the plan that would remove him as the authority over the police department, quote, the mayor has heard community calls for safety services that go beyond policing but he hasn't heard residents say we need to dilute accountability by the head of public safety, reporting to 14 elected officials with di divergent opinions. police reform bills have passed around the country reallocating funding or creating more oversight as local governments and police departments focus on handling rising violence in cities light the year. in 57 large and medium cities, murder increased by 35.6% from 2019 to 2020. new york is among some of those cities that saw an increase in shootings and murders in 2020. however, just in the first weeks of 2021, we have so far, eric, seen those numbers go down. eric: that's encouraging. alex, thanks so much. arthel. arthel: thank you. president biden set to take unilateral action on immigration this week. but after promoting bipartisanship during the campaign, how long can the president rely on executive orders? plus, a cdc proposal that would require travelers to get a covid test before flying. it's stadium in los angeles yesterday. about 50 protesters gathered outside the entrance to the stadium, blocking the long line of cars that had been waiting there for hours. it took about 55 minutes for authorities to get the site back up and running. the mayor says despite the delay, no one had to cancel their appointment. eric: president biden will sign a new round of executive orders on tuesday in the oval office. the white house says it will, quote, mods earnize -- modernize our immigration system. he is expected to establish a task force to help reunify families separated at the border and raise the cap on refugee admissions. the plan that would overturn the trump administration approach would grant an eight year path to citizenship for undocumented people, an estimated 11 million who are here now. brian york joins us now, the chief political correspondent at the washington examiner and fox news contributor. what do you expect will change the most when the president puts pen to paper on tuesday? >> what he is basically doing here is trying to undo what president trump did on immigration, changing the numbers on asylum, refugees. those are changes president trump made to lower of those numbers during his time in office and it was pretty clear during the campaign that joe biden would raise those numbers. i mean, the bigger question is, can he get something big through congress? i should really start off and say when president biden took office he said there were four big crises he had to address. one was covid and the related covid economic crisis and the next one was the climate crisis and the last one was the racial equity crisis. none of those were immigration but he made that a top priority of anyway, done a bunch of executive orders and the very first bill he introduced in congress is an immigration reform bill. eric: he does seem to be multitasking. and what do you see as the path for this immigration bill to be? he has a plan for -- that eight year path to citizenship. what are you going to do with all these people? how do they do that? as you say, can he get it through congress even though the democrats control the senate? >> well, in congress they have what they sometimes call comprehensiveitis, which they want to make a huge, big, comprehensive bill rather than a few bills that deal with specific problems. it's always been a problem with immigration. on the other hand, in 2013, remember there was a gang of eight which was the last big immigration reform push, it got 68 votes in the senate. every single democrat and a bunch of republicans too. and there are republicans who are long-time supporters of immigration reform. lindsey graham, close friend of the president, might just snap back to his old position on immigration reform and sport something there. -- support something there. it's entirely possible that there could be some measure that could passes personally since you have democrats in control of the committee system in the senate and 50/50 vote-wise but in control of the committee system and of course running the house completely. eric: and then philosophically where we are in the conservative area, he will come under criticism for the pathway to citizenship. back in 1986, president reagan signed amnesty basically that gave illegal immigrants 3 million of them complete amnesty. the president at the time, ronald reagan said this. i believe in the idea of amnesty for who's those who put down roots and lived there even though some time back they may have entered illegally. ronald reagan supports amnesty. can you imagine if joe biden did that, proposed amnesty? he would be called a complete radical and criticized even more. where have we gone on this issue? and on either side of it, so many people say there has not been appropriate or enough progress. >> well, the idea in 1986 was to pair the amnesty with increased border security so you would not have large numbers of people crossing illegally into the united states and that part wasn't done. again, -- there was a big immigration move in 2007 and remember congress actually passed a law called the secure fence act, they were supposed to build a fence over 700 miles of the u.s., mexico border. they eventually backed away from that. and then in the gang of eight that i mentioned earlier, the idea was to have a pathway to citizenship and then spend a huge amount on security to make sure that people cannot cross illegally into the united states. clearly, that is not where democrats are right now. they want the path to citizenship and they want to dismantle a number of what things president trump has done for border security. eric: talking about that last point, dismantling or stopping the wall. i've been down to the fence. i've seen it, in new mexico. what do you think the future is for the wall and what do you think the future is for trying to increase the security on immigration to better protect this country, at the same time deal with the people who are already here? >> well, as far as the trump wall is concerned, it stopped cold. i mean, it stopped cold. president trump did it on executive authority, president biden stopped it on executive authority. that's going away, not going anywhere. in 2013 they came up with a bill that republicans called amnesty and threw in billions and billions of dollars for border security that was virtual border security, a lot of democrats and some republicans said, well, we don't need to build a physical barrier. we can have all sorts of surveillance and electronic measures and that will be our border security and you throw enough money at it, they got enough republican votes and they got it done. so that's always a possible solution now. but you have to remember, the senate is a really complicated place right now with 50/50. it's very hard to do anything. we always talk about democrats control it because the vice president, kamala harris, can break a tie which is true. but a lot of times it doesn't even get to that because 50/50 is such a delicate balance. so i would be kind of surprised if anything big got done in a 50/50 sense. eric: all slow-moving winter storm heading towards the northeastern part of the country and expected to dump about a foot of snow on much of the region. our forecast is coming up next. plus, a game-changer, ♪ arthel: time for some top headlines. five of former president trump's impeachment lawyers abrupted resigning just over a week before his senate trial was set to begin. reports say the decision was due to disputes over the focus of their defense argument. we are being told it was a mutual decision. foreign troops could reportedly remain in afghanistan beyond the may deadline for a full withdrawal that's according to reuters. the date was set as part of an agreement between then president trump and the taliban. nato officials reportedly saying ongoing violence in the region complicates the plan. pope francis establishing world of day for grandparents and the elderly in the catholic church to be observed every year on the fourth sunday of july. the pope saying the elderly are often forgotten and need to be recognized for their importance to society. eric: that is absolutely wonderful. well, some airline and travel industry groups are pushing back against a cdc proposal, the agency wants to require covid-19 testing before passengers can board domestic flights. already, american, delta, united, southwest among those airlines that require that passengers wear masks. but getting a test, charles watson, live in atlanta which is the head quarter for the cdc on what could be the next step when you get on a plane. hi, charles. >> reporter: hey, eric. executives at some of the top airlines in the country say covid-19 testing requirements for all domestic travelers would essentially do more harm than good. the major carriers are arguing that the possible move by the biden administration would further weaken the already low demand for domestic travel and would strip tests away from those who need it for medical reasons. earlier this week an official at the cdc confirmed the biden administration was thinking about requiring covid-19 testing for people traveling within the united states which would build upon the administration's new mask mandate at airports and testing requirements for folks traveling from overseas. the white house says this is about keeping americans safe. >> our of health and medical team takes a close look at what restrictions we need to put in place in order to keep the american people safe. and that's how 0:we review it. -- how we review it. >> reporter: the travel industry is among the hardest hit businesses as the pandemic rages on. this week u.s. air carriers reported a $34 billion loss last year as global restrictions focusing on stopping the supposed the virus devastated the industry. airlines say domestic testing would be expensive and impractical. southwest's ceo asked why air travel was being picked on, saying if you want to test people, test them. but test them before they go to the grocery store. test them before they go to a restaurant. test them before they go to a sporting event. eric, we are standing at one of the nation's busiest airports, hartsfield-jackson atlanta international airport and it has been like a ghost town in here. not many travelers in here today. over here at the international side. so this is certainly what the executives at the airlines want to avoid on the domestic side and they're willing to work with the biden administration to make sure they can keep business running smoothly. eric: and safely. you can see that behind you. charles, at the airport in atlanta. thank you. arthel. arthel. johnson & johnson saying its single dose covid vaccine is 66% effective and plans to file for fda emergency use authorization early next month. making the shot available to ship immediately. health experts say with the third vaccine we may finally be turning a corner. >> i think this is an amazing developments to have a third vaccine that is highly effective against this virus. so i think it's very welcome news for the world and for if u.s. we see in mild to moderate disease the j&j was 72%. further out in time, we see that with after 28 days it's 85% protective against all strains. and there were no cases of severe disease or death after 49 days after vaccination. arthel: dr. tom freeman is the former director at the centers for disease control and prevention, also president and ceo of resolve to save lives and joining us now, thank you for being here, dr. freeden. with potentially three vaccines on the market within weeks, i want to focus on the overall picture. we recently learned of the u.k. variant. the strain from south africa. now the california strain. do you feel 100% confident that we can conquer covid-19? >> well, arthel, the first thing to say is the vaccines are coming along faster than we could have hoped and with better results than we could have hoped. so we've got two stunningly effective mrna vaccines, the pfizer and moderna product. we're still learning more about the j&j product. it's a single dose. if you look at a single dose of the j&j vaccine and compare it with a single dose of the two mrna vaccines they're not very different. there's an interesting hint in earlier data that johnson & johnson published which was that the immune response continued to get better for two months after the vaccination and they've only provided the data of one month. so really we don't know what further protection will look like. we don't know what a two dose series with the j&j vaccine would look like. really, this is good news. unfortunately, the big picture, big picture is this virus is still way out of control in the u.s. get your vaccine the moment it's your turn. but it's going to be many months before it's safe to go out of and that's why it's so important to double down on those protection protocols. mask up. and avoid indoor air with people who are not in your household. arthel: if covid-19 and its mutations are here to stay, how do we co-exist, reopen businesses, get people back to work, students back to school at a consistent pace, not the current start and stop? >> well, what we're going to see over the next two months is a steady ramping up of vaccination. and that should allow a big decrease in deaths in nursing homes and deaths in the elderly. we're going to make progress over the next few months. we've got to keep discipline up and patience up and understand that we're all together. otherwise, we're going to have the same kind of yo-yo where it goes down, comes back up, goes down, comes back up and we won't get our jobs back, won't get our economy back. that's why it's so important that we stick to the program and it's so important that congress passes another relief bill because it's going to be many months before we're back to a normal, if everything goes well, summer, fall, things will be looking much better. but the variants are a wild card. the variants appear to be able to escape the vaccine, maybe escape natural immunity as well. so we're going to have to work hard, think hard, work together. fundamentally, arthel, the virus outnumbers us. we've got to outsmart it. arthel: meanwhile, if inequities persist where countries, states, cities, communities with the least amount of money and resources yet the greatest health risks, what's the impact on our societal existence including the richer end of the spectrum? >> it's a big problem. first off, we are really all connected. if there's uncontrolled spread of this virus in any part of the country, in any part of the world, the likelihood that resistant or more dangerous mutants will arise and spread increases. so it's in all of our of self-interest to make sure that everyone is protected. within the u.s., we're seeing very low uptake of vaccinations among black and latino people, globally there's the terrible possibility that doctors, nurses, frontline health workers, elderly will not get the vaccine in poorer countries while young, healthy people get the vaccine in rich countries and really that's a problem eticly and -- ethically and practically. the only way through it is to ramp up production, to figure out more way toss produce vaccines. that's why the j&j news is good. another company released encouraging news. they plan to make a billion or more doses in the coming months. so we have progress but we need to get really serious about keeping the virus at bay until we're all protected with vaccines. arthel: finally, i'm normally very optimistic but i'm telling you, it feels like we'll never return to our way of life before coronavirus. when do we return to our new existence and what will be the lasting covid effect? >> well, some things i don't think are going to change any time soon. people have discovered that a lot of people can work from home, that you can do a lot with less travel. that's probably not going to change a lot. also of, it's possible that with this vaccine as with other vaccines there may be a -- what's called a multi-valian or poly-valiant vaccine. there may be a covid vaccine that protects you with three or four variants. it's adapting, we have to adapt. if we stick with it, we should be able to see getting toward a new normal in the fall. but that requires all of us working together, masking up, staying physically separated, avoiding indoor air with people who are not in our household to the greatest extent we can. arthel: and masks will probably linger even once we go back to -- or get to this new normal. >> i think so. i think masks are here to stay for a while because even if you've been vaccinated we don't know if you might not be able to spread it to others. so mask up. arthel: you always come when i ask you to join me heavy snow still slamming parts of the midwest including the chicago area. it affected roadways and visibility and as you saw you in david spunt's live shot, washington, d.c. already getting an inch and-a-half or more of snow in some spots. some may juror -- major cities may get buried up in up to a foot of snow. adam klotz is tracking the storm from our fox news weather center. >> big winter storm that will be lingering the next couple days, real slow mover, that's part of the story, why we see so much snowfall piling up. still snow falling across the midwest, stretching to the mid atlantic. it will work its way up to the east coast, hitting every major city as it does so. we have winter storm watches and warnings from chicago to the mid-atlantic, up to new england, for a storm that will last until at least tuesday. here's the future forecast. this is timing it out. over the course of today we begin to see some of the snow working its way up to new york city but really think -- this is monday, 6:00 a.m. monday morning, mostly the storm on the east coast is going to be hanging around through the day on monday during the day. so philadelphia, new york, seeing plenty of snow during that time. you finally get into tuesday, and you start to get on the backside of this, late tuesday, tuesday night. clearing off. but that's still a lot of time for snow to fall and we're going to see it really add up. some of these numbers are shifting really quickly. philadelphia currently forecasting somewhere between 11 to 19 inches of snow. new york city, 8 to 15 inches of snow. there's a really big difference there. still, widespread snow, though. even if you're outside of where this piles up, at least half a foot in d.c. and the boston area. why is it so different depending where you are? you're seeing some of these dark colors, the dark blues, dark purples. those are going to be areas where you get up to a foot and-a-half of snow, maybe two feet of snow. those are such small areas and the storm still a little ways away. those could shift and you could see six inches of snow in new york, you could see two feet of snow in new york. this is something we'll be paying close attention to and this is something that lasts until tuesday evening and then we'll be talking about clearing out. arthel: okay. thanks, adam. eric. eric: if you're snowed in, you can go to fox nation man who was sitting at the table, the most prominent hoffa expert in the nation, don moldea who worked with us on this program and the investigation. what do you think the chances are jimmy hoffa is burieded in the barrel? >> when frank first gave me the tour of the landfill back in september of 2019, he showed me an area which i videotaped. i had a body camera on, i had a camera in my hand. and
