ground the jailing of its former leaders and an arrest warrant for it to abscond the president is splitting opinion. when i start another it's a joke from someone who has fled the conflict. as a matter of democracy and no longer just a matter of independence but personally i think it's bad news for a government to have political prisoners and it can affect those of us who are in favor of independence. for catalonia as ousted leadership the route to independence has taken them here a jail awaiting the next stage of their inquisition over charges of rebellion. but i just i mean they are here know and they are fine but they are worried about their families in catalonia as well as in spain they are determined to move forward and hope for our support from the outside. but i was there most of them were. not among those jailed is this man catalans former president holed up in belgium that is. it is a grave attack on democracy. imprisoning political leaders who have ample citizen are essentially facing the music today some people have gone so far as to call him a traitor and in the spanish media he's being described as the lonely man you know the one that's on his own while would happen then what kind of legal protections can he expect if any. there is a set process for cases like these if we remember for instance the case of julian is solved in great britain some years authorities and entities. so we gave them that trust. but now what we're seeing is that they didn't set up any authorities an entity. the biggest company in catalonia and its leaders say the carmaker just wants to build vehicles there defending their right to remain out of the fray in the face of new government measures works council head carneiro this firm on that. pressure from the royal family ministries politicians it needs to come from them that's what they're paid for they should let us build cars in peace that's the thing that we do well. both carneiro and ramos have high hopes. with the elections on december twenty first the businessman hopes that spain's federal government will be in a more compromising mood he hopes for more concessions even if independence is off the table you is a warning for the world this isn't bizarreness but fiji has been especially hard hit by climate change because of rising sea levels fiji was the first place in the world where an entire village had to be relocated because of climate change. the bonn meeting aims to flesh out the terms of the twenty fifteen paris climate agreement almost all countries have signed the accord only the u.s. has announced it is pulling out the deal requires that temperatures do not climb by more than two degrees it requires all countries to set their own climate goals it paves the way for billions in aid especially for poor countries but one will be a working conference without big decisions like those made in paris. that's true it's a nice at first it sounds pretty unspectacular but what we agreed on in paris in december two thousand and fifteen is like a new worldwide law and something like that needs rules of interpretation. but donald trump stated intention to withdraw from the paris accord has cast a shadow over these talks so far other countries do not share his view. of the three major storms in the caribbean combined with the u.s. backing out of the paris agreement have increased the affected the international community's efforts to fight climate change well initially there was substantial concern over the motivation for other countries but that's quickly turned into increased determination for the rest of the world to continue to move forward on climate protection given that these affects are already being felt this year for example in the form of extreme weather that has rocked the globe but experts also point out than order to prevent this two degree celsius temperature rise we have just about ten year window to not only peak greenhouse gas gas emissions but actually complete an entire transition to low or no carbon economies emission reduction commitments as they are are taking us to about three degrees so there is a sense of urgency around this issue and for some regions of the world more than for others so it's time for action but as we heard in that report this is not going to be a second paris conference what can participants actually decide here. you know it's no cop twenty one in paris it's a working conference meeting the delegates are coming together to hash out a rulebook on implementing the paris agreement and there are some really important aspects to this such as transparency and accountability so how can we be sure that countries are living up to their commitments and these commitments are measurable and comparable that we're talking oranges and oranges and not oranges and apples another big component of this conference is how businesses and local governments can already begin translating emission reductions into the real world and in fact there's a lot of potential there for quicker cuts and for of course increasing the ambition to make sure we don't overshoot two degrees so you would be talking about the big emitters the large countries but fiji as we heard in a report is one of the countries most affected by rising sea levels what are small countries expecting from the summit well yeah the literal existence of fiji is threatened by rising sea levels due to human caused climate change which is one reason that fiji was selected to hold the presidency of this conference and part of the thinking behind that is to drive home the urgency of this issue i mentioned the two degree limit how we're heading for three degrees but these small island states for example need a lower limit of one point five degrees to not have their countries drowned in the sea here at the conference there is a broad i wouldn't canoe as part of the exhibits and it was part of one of the main messages of the fijian presidency is that
