we are following breaking news out of the university of north carolina chapel hill where police at the school are responding to what they are calling an armed and dangerous person on or near campus. that is according to an alert from the university. nick valencia is joining us now with more information. what can you tell us, nick, the latest? we've been checking in with you, this take da dynamic situation. >> and we are looking at video from a local affiliate, wral and wtvd. this is still an active situation and you are seeing the police officers in contact cal gear show up there on campus. alert went out to those in the area shortly after 1:00 p.m. eastern. we've been told that this incident centered around the bell tower part of campus, which is central part of the unc campus and we've been looking at video from local affiliates of police in tactical gear escorting students out of buildings with their hands up. in the last 30 minutes, some students have been emerging, they no longer have their hands up and it seems as though they are no longer running out from the buildings. but still very much so active. college campus is very busy right now. this is the second week of classes. so start of the second week of school. and anxiety is very high because information is so scarce. unc chapel hill is a very open campus for those of us who have been there and the lockdown situation is still very much so active with students we understand still sheltered in place in some of those buildings. they are calling this an active assailant situation with reports of shots fired coming in shortly after the 1:00 p.m. eastern hour. there hasn't really been an update from police since then. we've been standing by. but shortly -- just a short time ago our producers in the control room sent me this statement from governor cooper who tweeted out i have spoken with orange county sheriff blackwood and department of public safety secretary buffalo and pledged all state resources needed to capture the shooter and protect the unc campus. so that coming from democratic governor of north carolina roy cooper, a statement a short time ago. so this active assailant is still on the loose. you are looking at video again and you see some students with backpacks walking on campus with a heavy police presence as well as ambulances in the area. we're keeping a close eye on this and we'll update you when we have more information. >> and to look at this video, we're seeing police there clearly in tactical gear including one we can see there in the frame wearing a helmet. we even see some of these students where they have their hands up, a lot of them i think, taking video of what is going on. obviously this is a situation that is all-too familiar on college campuses. although probably these students have not been through this before themselves, nick. and certainly this is something extremely out of the ordinary. i think one of the things that will raise a big question is the governor referring to a shooter. right? we don't have details about that, but he is referring to a shooter there. >> that's right. and there is a difference in the language that is being used from the authorities and the governor. they are calling this an active assailant. those alerts that we've been getting from the university and police, the governor calling this a shooter and he is trying to proebttect the campus. so again very fluid situation. think about it, when you started college, the anxious it i that goes in with starting your freshman year, even just coming back to school, these students are dealing with all of that -- >> hey, nick, i'm going to stop you. >> go ahead. >> we actually i believe are getting in -- are we getting in a picture, is that correct? okay. not yet. we're trying to turn that around here. but nick, sorry to interrupt you there. to follow on what you said, there is a second tweet from the governor who doesn't just refer to a shooter, refers to a shooting. okay? so let's be clear about this. my office is in communication with law enforcement and officials at unc chapel hill who are taking precautions to protect campus safety following today's shooting. this is a tragic way to start a new semester and the state will provide any assistance necessary to support the unc community. you mentioned it, i mean, these are students who have only been on campus for about a week at this point. they started last week. so he is saying here that there is a shooting. as you pointed out, that is obviously more detail than we are getting from law enforcement at this time. but when we look at the response, right, from law enforcement here and all of these emergency vehicles, it gives us an idea of why we're seeing that. >> yeah, and to be clear, there was initially reports of shots fired just around the 1:00 p.m. eastern hour, but we haven't got an update since then. and now the language coming from police and the university officials is that this is an active assailant, not calling him a shooter. but the governor is. so still very much so a fluid situation. and the scene has changed. there was about around the 2:00 eastern hour we saw people running from these campuses -- from these buildings on campus with their hands up and now you see a lot of officers just sort of standing around talking to one another. you see crowds of students walking in the background that just walked off camera there. and we talked about this being the start of the second week of classes. you remember i'm sure what it was like to start college and the anxiety that goes in with going back to school and being a freshman on campus. but this is an all-too familiar scene in america. we just had what happened in jacksonville, the nation still reeling over that tragedy only for us to start this week on a monday with reports of an active shooting on campus. and that active assailant as they are calling them still very much so at large at this hour. >> and this should be an exciting time for so many of those students who are beginning their college careers and here we are monitoring something that the governor is referring to as a shooting there. nick, if you could stand by for us. i want to bring in senior national security analyst jeuli kiam. so a little different wording from law enforcement. i think that we'll be getting some updates. obviously they are incredibly busy dealing with the situation which is under way at this point in time. we see people on phones in the video. but the governor is talking about a shooter and a shooting here. and protecting the unc campus in what is unclear -- or what appears to be clear is that whoever is responsible for this, we don't fully at this point know who it is, but they not in custody it appears. >> that's right. so generally in these cases just follow the law enforcement and not the political leadership. governor cooper is terrific, i'm not blaming him, but the language is clearly being -- the language is different that we're hearing from law enforcement. and we don't know why that is. were they talking about weaponry or assault, that is scary enough to lead to a lockdown. so we don't know what that is, but one can assume it is a gun, but we'll wait to see if there are victims or others that we should be concerned about. i think the bigger thing right now is just within the last hour, looking at unc, their twitter feed, you have a massive lockdown within the last hour and now you have a person of at least -- and i want to make sure i get this right. the unc police are now showing a picture of an individual that any are looking for who appears to be a student. so you may have a very -- you might have a very confined incident. i did want to go back to something nick was saying. generation lockdown has gone to college. this is the same group of kids who were sandy hook, who got raised through sandy hook. so sandy hook kids would be nearing or in college at this stage who are now in college. and this generation that we call unfortunately generation lockdown is now -- has all the training that nation that has not addressed the gun problem has to give them to protect them. and many colleges and universities thousand require before the student can get into classes or get into the dorm room emergency contacts. so what you are seeing is the deployment of these emergency response systems getting to students through their phones and saying stay put. and so this is -- why like it, just the sophistication of an apparatus that has grown out of the tragedy of school shootings in america right now. >> and what do you see when you are looking at these pictures? hopefully you can see them juliet sdlt te. we see students clearly getting to safety, some seem to be bringing food. i don't know if they have been in a dining area or something. but they appear to have been in class, they have got their backpacks and their book bags with them. what are you seeing here and what do you make of all the emergency vehicles? >> and i'll be careful here because we certainly don't know he what is meant or what might have happened before that is now contained. but these are images that you like in the sense that these students are not getting to any unification system, they are just being told to stay outside the parameter. they may have been told something that we don't know yet that is just getting them -- you know, they are more curious than scared. if this was a true lockdown still in place that there is a concern of an ongoing threat, those students would not be walking near this perimeter quite like that. there are still students under lockdown, it may be because there was a certain building contained and the police either believe that the suspect has left or that the threat is contained. i'm sorry for reading while i'm on air, but i'm looking at the information coming out from unc which you have to remind people this is our second -- a shooting near a university or on a university in the last two days. school only in session about a week. that unc police are saying keep your distance and put your safety first and call 911. so don't approach this individual who may very well be a student who might know the area well. in these cases so many people are looking. we've seen before that this will -- this will resolve itself shortly because they know who the individual is. likely couldn't get that far. they have a car type. so these -- in terms of the information available to law enforcement, this is good in the sense of ending this -- you know, this terror today at unc chapel hill. >> and we're looking at more pictures of police in tactical gear. but they are calm, that is important to note alws did you. all right. stand by. i want to get back to nick valencia. new information being released from the school, being released from law enforcement. though we're still trying to get some clear details because this is a situation that is not resolved yet. >> reporter: yeah, that the point it is so fluid we're trying to verify details on so as not to alarm the public any further than we have to. but clearly a situation that was terrifying enough to authorities that they responded with such a huge presence which is what we've been seeing the last two plus hours. but at this point information is just so scarce. we know that students would he main in lockdown. we have been hearing students who witnessed sirens going off earlier today, to notify them that an emergency situation on campus, some of them calling into the local news station and you can hear the trepidation and anxiety in their voices. as we look at on the screen there what appears to be a student and their parent you would assume putting their arm around them. >> and just to be clear, she is crying as her mother is kissing her. obviously very emotional. >> reporter: this is so emotional for anyone who is a parent or for anyone who has a child to know that you send your child off and they have been of course trained or, you know, my daughter is five years old, she goes through fire drills which are really active shooter drills and you know these children are getting training from their teaches. but we hear that they never think that it won't happen to them until it does. and here we are talking about yet another shooting potentially in america here. it is just terrible to see those images because they really resonate with you when you are looking at the emotion on those individuals' faces who are clearly in fear because they don't know what happened. we're trying to figure out what is going on. so a lot of anxiety clearly there on the campus in chap i will chap i el hill as the pers remains at large. >> all right. we'll get in a short break here. just to let our viewers know what we're monitoring, on the campus at unc chapel hill, police responding to what they are calling an armed and dangerous person on or near campus. the governor referring to a shooter, referring to a shooting. we're getting more information and we'll bring this to you as soon as we are back from a short break. cut! another health insurance commercial, another aqua-aerobics scene. yup. most health insurance companies see us all the same: smiley seniors golfing, hiking... don't forget antiquing. that's why i chose humana. they see me, not a stereotypical senior. i'm pre-diabetic, so i talked one-on-one with a humana health educator who really helped me. now i'm taking free cooking and meditation classes. not aqua-aerobics? andy, do we have you with us? >> can you hear me? >> yes, we got you. take it away. >> no worries. so at this point that sort of language discrepancy could be based on what the police actually know from witnesses who led to this realization that they have a threat. so if you have witnesses telling you for instance you have someone walking around campus who is heavily armed, they would refer to that as an armed and dangerous individual. so you may not have witnesses who have actually seen a shooting take place, it may also mean that police have not identified a victim of a shooting yet. these are all facts that will, you know, we'll see more light shed on these as we go further into this, you know, latest tragic example of, you know, shootings in public places and particularly at schools. it is really remarkable. >> juliette kayyem, i imagine that tvs might be tuned there to this broadcast. if you are watching it and you are in the local area you including the possibility of being a a student on the unc campus right now, what would you recommend that they do? >> and i have children in college. so, obviously what unc is sending out the police department are sending out abide by. on if you are still under lockdown, you can wait. don't be in a hurry, don't be a hero. the lockdown protects but also first responders because they are not going to be -- they don't know where the suspect is, so they don't know what kind of interactions might still unfold. and look, jim, as you said, these are sophisticated systems now. i think that we sort of don't realize how bizarre if not sad that is as a nation, but the systems of notification to students, what we call reverse 911, a lot of schools don't allow students to register or attend classes or get in on their dorm room until they have emergency information, cellphone number, next of kin, your parents' numbers just in case anything happens in particular an active shooter. i've been following it all afternoon, and there is a sophisticated emergency alert system out of the university. it stopped being active in the last 25 minutes, that could simply mean that they will have an announcement hopefully about the end of this, they do have a picture up online of who the suspect is. they are not identifying who it is, although you can see some chatter on social media that there is a formal picture out by the police. so that is basically what i would say to any students who are listening. don't be curious. just wait it out and this too will end. and as i said in an earlier hour, this is generation lockdown. these kids unfortunately know exactly what this is. because we put them through elementary, junior and high school going through these processes both trainings and real. and now they are in college. >> that is the sad reality that we're awaiting details on what has happened here with this situation at unc chapel hill. our cnn affiliate wral is on scene there. they just spoke to a student moments ago. let's listen to that. >> and you were in one of the buildings in here. tell us what happened, what you heard, how this all played out. >> yeah, i was at the economics wilson library. and the person orpgiorganizing tells us after five minutes of it started hey, guys, there is an and an letter that there is an active shooter and so we'll keep you in here. and yeah, there was an active shooter in the building next to me. >> and you see all the police outside, how did they get you out there have to make sure that you were safe? >> they just had us single file out of the building. there was plenty of police presence available. >> did they keep you up-to-date, do you feel the university kept you informed of what was going on or how were you learning what was happening? >> just talking to other students and keeping up with various news sources. now is a stressful time, so they were doing their best to respond properly. but this is one of those events that you can't plan for. >> did you see anyone injured or anything as you were being led out of the buildings? >> thank god no. no. >> just what is this -- you're a week into class. and you have to shelter in place. you are going to an economics fair. this is supposed to be a good time, beginning of the year. what is this like to have something like this happen right here on your campus. >> i think it is soessobering. a really strong reminder that there are certain issues that, you know, we might think it won't happen to us, but they can and they will. it is just put in perspective how grateful i have to be for the days that, you know, i get to enjoy chapel hill for its beautiful skies and gamedays and not for the tragedy that happened today. >> we're so glad that you are safe and able to get out of here to your family. >> that student really putting it into perspective there. she is reporting what happened as she was in the wilson library on campus and then sort of breaking down a little bit as she's speaking about what it is like to go through this. she was at the library and after five minutes she got and an letter on her phone that there was an active shooter in the building next to her and there was police presence.was an acti building next to her and there was police presence. >> and there was a campus alert. chief ramsey is with us. has led police departments here in washington, d.c. and philadelphia. chief ramsey, minutes ago i was speaking to you about another shooting in another city in jacksonville. and now we are talking about this one here. but this one still an active situation. and i wonder as we watch the police presence there as we watch the word being distributed to students on campus and still open questions as to whether the shooter is still at large or have they made any contact with the shooter, can you tell us what police are likely to be up to right now and focusing on? >> well, i think right now they are just trying to get a handle on what exactly took place, who that they are looking for in this situation. you know, one thing that i've learned over time is that when you have a situation like that that is unfolding, information, initial information, is not usually all that accurate. so i heard a lot of discussion around whether or not, you know, using the term shooter versus shooting and so forth. but i also -- and it is hard to tell when i'm looking at this whether or not this is old footage or if this is coming in live. but there are a lot of police officers and they are standing around. i don't see the urgency that you would see if they were searching buildings because, you knee, you think that you have a shooter inside and that sort of thing. so i'm just trying to sort out exactly what it is that is going on. i'm sure that they will update us pretty soon or at least as soon as they can. but right now, it is difficult to tell whether or not this is something that occurred on campus, off campus, someone saw a gun, were shots actually fired. if someone had been struck, i think that we would be able to see something going on that would indicate that. ambulances or something like that if there were actual victims at this point in time. i don't see any of that. that is a good sign. just the police so far. >> yeah, interesting because we were just discussing the circumstances of the shooting in jacksonville and that was a case where there was a shooter on campus, someonele a alerted the security officer who responded. so you wonder what led to it here, was there an eyewitness, and that is an open question. >> yes. and one of the students there said that she got an alert that there was an active shooter in the building next to her. we had heard earlier reports from our affiliates that there was some activity in the area of the bell tower which as we understand is sort of central to campus. that is very close to the wilson library where the student was. but again, she doesnidn't see anything and we haven't spoken to anyone who has. but the governor himself at this point calling this a shooting, revving treferring to a shooter as he is pledging resources to help find a shooter and protect unc chapel hill. and chief, he is saying that, law enforcement is talking about an armed and dangerous suspect, warning people that if they see someone they believe to be the suspect, obviously to keep their distance and report to law enfor enforcement. and we have this one vantage point and oftentimes we are restricted in covering these kinds of events to a vantage point like this. so what are the realm of possibilities where you see they are bringing students off campus here. are these live pictures or from moments ago, michelle? these are live pictures, chief, just to be clear. so these are live pictures that you are looking at of all of the emergency vehicles parked there and students have been trickling out here just over the minutes. what do you make of that? >> well, i mean, you still see some level of activity on the part of police, but i still don't see the kind of urgency that i would be looking for. again, this is just a short of just one little section on campus. so difficult to see what may be going on elsewhere. if there is a specific building where there was an active shooter, that would be cordoned off. so the media would not have direct access to something like that at this point in time. so we don't know what is going on somewhere else on campus. but again, the fact that students and others that we've spoken to so far have not really given any indication that they have even heard shots being fired, and so again, this information will be unfolding, it will be coming out. obviously the governor would have information because i'm sure that he is in touch with the command post to try to, you know, get more information on what is going on. but right now i just don't know. you could have an active shooter there. you could have someone who fired a shot and then later, you know, left the campus area. we see a couple cars now starting to leave. but we just don't know at this point. it is too early. >> strikes me as we look at this law enforcement turnout there, and we often see this, just a f phafphalanx of -- >> sorry to cut you off, but you see them leaving there with their hands up. they are clearing buildings. so there is police activity taking place. you just saw those young people coming out, some of them had their hands up. they are actually clearing the building that they are coming from. so there is some activity a and i do see an ambulance now backing up on scene. >> the reason i bring it up, that you see an enormous law enforcement presence here and one thing that, well, our recent th history has taught us, this happens a lot and that law enforcement in communities around the country sadly are used to and they train to and are used to responding to this kind of thing. andrew mccabe is with us, of course served in the fbi. you ca can you see in this reaction here a measure of just how tuned in to this kind of threat and the way and how quickly perhaps and with what sort of number he is and what sort of resources that law enforcement responds to reports of an active shooter like this? >> yeah, this is a well rehearsed unfortunately response for law enforcement now. we know as you suggested, jim, that the time of response is absolutely essential to keep the victim countdown if you have an active shooter situation. so it is not surprising at all to see a massive response. you can see in the shot there, there are university police vehicles, there are also chapel hill city police vehicles there. i would expect there are probably also police from all kind of local departments probably responded. this tends to bring out a massive and very quick response. now, we haven't heard from any witnesses that saw a shooter or a shooting take place. but if there is a photograph circulating online, law enforcement are clearly still -- they have got some sort of intelligence that they are working on. and as the chief said, this sort of response is to do a very methodical clear through any building that you have any sort of witness even potentially positive identifications associated with every one of those buildings will be checked room by room, closet by closet, door by door. so you will probably see tactical officers kind of circulating in the background, you will see more folks leaving buildings with their hands up. that is not to treat them harshly, but it is to clearly identify them as bystanders and people who are not involved in the event. just to put some context on it, chapel hill is an incredibly astute university, about 20,000 undergrads, about another 10,000 or 11,000 graduate students. and set in a beautiful location right there in chapel hill. and when you are there, hard to actually delineate where the university stops and the city begins. it is also surrounded by a residential community. so my point is the places that lone shooter could hide or escape to very quickly are innumerable. so this search could be going on for quite some time. >> and what may be good news is we did hear from a student who was there and she had said that she got this alert that there was an active shooter in a building near her but she hadn't heard anything. doesn't always mean anything, but just talk to us about in this sort of preliminary phase as we're trying to figure out what the information is and obviously, you know, we've been discussing how it is difficult what you hear early on is not always correct. so we are waiting obviously to find out details that we can be sure of here. but as they are clearing these classrooms, trying to get clear information and determine exactly what happened, can you just talk a little bit about the difficulties? because we've seen in other school shootings, virginia tech comes to mind, where it took some time before we really had an idea of the scope of something. and then on the other hand, you have situations that turn out to not be much of anything. >> that is absolutely right. and law enforcement officers know that, you know, a great percentage of the intelligence, the information that you get immediately in a crisis situation like this will turn out to be incorrect. nevertheless, they have nothing -- there is nothing else they can do but to react to every single witness sighting, something somebody heard, something they maybe thought they saw out of the corner of their eye. every single report like that needs to be looked into. you will rae recall many of the horrific mass shootings that we have unfortunately had to cover in the last several years, it is very frequent to hear the initial reports are more than one shooter. and almost all the time it ends up being only one shooter. so law enforcement has to act on all of that information and the burden becomes the search. that methodical logical, careful search of every location, every structure. it is an incredibly intense thing to go through as a member of one of those tactical teams because you literally don't know what you will see around every corner, through every door, at any moment an armed gunman who has the advantage of secrecy and has a little bit of time on you can really pop out of any corner and engage in a firefight. and that of course is what law enforcement is trying so hard to avoid. it is an incredibly intense terrifying moment for everyone. for the witnesses first and foremost, but of course law enforcement as well. >> if you are just joining us, this is what we know at this point. reports and alerts frankly have gone out to students at the university of north carolina chapel hill warning of an active shooter. that took place some time ago. you can see -- these are live pictures -- enormous law enforcement reaction presence there. but you can also see students leaving campus. our understanding classes have been closed. the level of urgency has seemed to drop off in recent minutes. but we do not know what the status is right now. we don't know if officers are r h have made contact with the shooter, we don't know if they know where the alleged shooter is. we're waiting for that update. but latest we know is active shooter on campus and an enormous law enforcement response. we'll continue to bring you updates and the latest information as we have it. please stay with us. ♪ shelves. shelves smart enough to see, sense, react, restock. so caramel swirl is always there for the taking. from big cities, to small towns, and on main streets across the us, you'll find pnc bank. helping businesses both large and small, communities and the people who live and work there grow and thrive. we're proud to call these places home too. they're where we put down roots, and where together, we work to help move everyone's financial goals forward. pnc bank. heading on a family trip? >> yes, i can hear you. thank you for having me on, unfortunate times. >> no question. and have you heard any updates on whether this is still an active shooter situation? >> yeah, so the university just released another notice that there is still a lockdown and so i think there has been some reporting that there has been -- the suspect has been captured but i don't think that has been confirmed yet. obviously everyone in town and on campus is watching and waiting to try to understand what is going on. i hope we'll have more official word from the university officials within the hour. >> no question. we see what appears to be some of the law enforcement vehicles leaving there, but again, a lot of movements in situations like this, hard to make a judgment from any one event or one movement of law enforcement. >> yeah, what are you expecting -- so you are expecting to hear from school officials. obviously we are monitoring their twitter account. we are looking at -- x account. we're looking at that of the police as well. and it is slightly different what we're hearing. shooter, shooting, versus armed and dangerous person. students getting an alert that there was an active shooter and yet so far we haven't seen reports, sirs of , of anyone sa that they actually heard a shooting. so we're in the dark here. what are you waiting to hear? >> we need a full briefing from law enforcement. i've heard from students on campus and others various reports of, you know, that there were shots overheard and at least one potential injury or fatality. i've not heard anything that is more dramatic than that, but we need confirmation from law enforcement. >> sorry, you heard that from witnesses? you heard that from witnesses yourself? >> i've heard that from students who are on campus but not anybody who said that they had a firsthand account. i mean, obviously there is a lot of rumors that fly in moments like this. >> sure. and that is very important to note because what often happens, not to say that there is not some kernel of truth or something as we look to get answers, but what often happens as you are obviously aware as well that someone says something or wonders aloud at something and it gets repeated as fact and they state something that may not be true. so we're waiting for confirmation from officials on that. >> yes, we've just gotten word that the elementary schools are finally being dismissed, so that is a good sign to a very, very difficult first day of class for students and teachers. we just started k-12 schools today. so that is a good sign that they are releasing kids to go home. >> i just dropped my daughter off for her first day and i'm sure a lot of families around the country have done the same thing. is if your understanding that they are allowing lower schools to be dismissed because they believe that it is safe enough and again, we're speaking if you are joining us now, with grey meyer, north carolina state senator representing the unc chapel hill campus area. is that your understanding that they are allowing the lower schools to be dismissed because they consider it safe to allow them, allow families to pick up and et cetera? >> i worked for our school district for 16 years and i can guarantee you they would not let the kids go unless they believed it to be safe. so they believe it safe for families to come to the school and kids to be on the buses. >> senator, i want to note law enforcement source told cnn that federal law enforcement has responded to the scene. at this point there was no information about anyone being shot. so we are still obviously waiting for some questions to be answered. do you have any sense of when there might be a news conference or an announcement with more information about what has happened? >> reporter: a person of interest has been named and university of north carolina police have put a photo out of the individual on their x account. we are not showing that photo just yet to our viewers but they have identified someone who they believe is a person of interest. this incident going on about three hours now and it is still very much active with a lockdown situation still in place at unc on this second week of crasses. classes just began last monday. this is the second monday of the semester. and students are dealk with this now. we've been looking at live images from our local affiliate wtvd and wral of a very chaotic situation with the heavy police presence and it includes ambulances there on the scene. that is become a starkly different scene now as you see students and backpacks casually walking up and down the sidewalks on campus. the initial report said this incident took place at the bell tower area of the campus which is a central part along south road which is one of the main thoroughfares there. students describing their anxiety saying they are terrified because there is scarce information coming out from police. we saw images of students rus rushing away from buildings with hands up. this scene has become very different as we're looking at a student there and a backpack which appears to be on the phone. but this incident is still very much active. we've heard governor roy cooper tweeting about this. putting it on his x account that they're dedicating any and all resources. but interesting to note here guys, unc hospital, you could see there, they have receive nod patients from the active shooter situation so far. campus police said there was some reports of shots fired around the 1:00 p.m. eastern hour calling this an active assailant situation. and again, this is still very much a fluid situation there at unc. jim and brianna. >> thank you so much. and just to take people through what has been happening here over the last few hours, at about 1:00 the report went out that there was any armed or dangerous person on or near campus. since then the shelter in place has been in effect and a notice that was the case and here about an hour ago the governor referring to a shooting, referring to a shooter. but we know from police that a suspect has been at large and we are looking to pin down details. obviously this is a situation that is shifting and there are certainly some answers that are not yet coming to us. we're hoping to find out more information. >> and if you're hearing this and you're in the area, where the shelter in place is, we recommend that you go inside and close all windows and doors and the most recent notice that a shelter in place is still in order. and andrew mccabe, formerly with the fbi, you've been involved in responses to multiple shooting events like this in your professional time. tell us what you could glean from this latest update that the shelter in place is still in place? it would seem to indicate they're not certain they have the shooter in custody or not certain they've contained this? >> yeah, jim. well most importantly, it would indicate to us very clearly that law enforcement is not sure that there is no longer a threat in the area. and so until they have completely resolved this issue, whether it is, you know, maybe a mistaken report, or something, or you have an actual shooter on the loose, until they resolve that, they're going to advise that community to stay sheltering in place. but i should say that it also seems there was some interesting images before you went to the last break. there were clearly some tactical teams, officers in heavy tactical gear and helmets and shoulder-fired weapons. but you could see them walking, you know, not with a real intensive the purpose. they have their weapons slung and clearly weren't engaged with a suspect at that moment. so it does seem to be we're in a pause where they're trying to get their hands around this thing. >> understood. we'll bring all of the information as we have it. we are following breaking news out of the university of north carolina chapel hill where police at the school are responding to what they are calling an armed and dangerous person on or near campus. that is according to an alert from the university. nick valencia is joining us now with more information. what can you tell us, nick, the latest? we've been checking in with you, this take da dynamic situation. >> and we are looking at video from a local affiliate, wral and wtvd. this is still an active situation and you are seeing the police officers in contact cal gear show up there on campus. alert went out to those in the area shortly after 1:00 p.m. eastern. we've been told that this incident centered around the bell tower part of campus, which is central part of the unc campus and we've been looking at video from local affiliates of police in tactical gear escorting students out of buildings with their hands up. in the last 30 minutes, some students have been emerging, they no longer have their hands up and it seems as though they are no longer running out from the buildings. but still very much so active. college campus is very busy right now. this is the second week of classes. so start of the second week of school. and anxiety is very high because information is so scarce. unc chapel hill is a very open campus for those of us who have been there and the lockdown situation is still very much so active with students we understand still sheltered in place in some of those buildings. they are calling this an active assailant situation with reports of shots fired coming in shortly after the 1:00 p.m. eastern hour. there hasn't really been an update from police since then. we've been standing by. but shortly -- just a short time ago our producers in the control room sent me this statement from governor cooper who tweeted out i have spoken with orange county sheriff blackwood and department of public safety secretary buffalo and pledged all state resources needed to capture the shooter and protect the unc campus. so that coming from democratic governor of north carolina roy cooper, a statement a short time ago. so this active assailant is still on the loose. you are looking at video again and you see some students with backpacks walking on campus with a heavy police presence as well as ambulances in the area. we're keeping a close eye on this and we'll update you when we have more information. >> and to look at this video, we're seeing police there clearly in tactical gear including one we can see there in the frame wearing a helmet. we even see some of these students where they have their hands up, a lot of them i think, taking video of what is going on. obviously this is a situation that is all-too familiar on college campuses. although probably these students have not been through this before themselves, nick. and certainly this is something extremely out of the ordinary. i think one of the things that will raise a big question is the governor referring to a shooter. right? we don't have details about that, but he is referring to a shooter there. >> that's right. and there is a difference in the language that is being used from the authorities and the governor. they are calling this an active assailant. those alerts that we've been getting from the university and police, the governor calling this a shooter and he is trying to proebttect the campus. so again very fluid situation. think about it, when you started college, the anxious it i that goes in with starting your freshman year, even just coming back to school, these students are dealing with all of that -- >> hey, nick, i'm going to stop you. >> go ahead. >> we actually i believe are getting in -- are we getting in a picture, is that correct? okay. not yet. we're trying to turn that around here. but nick, sorry to interrupt you there. to follow on what you said, there is a second tweet from the governor who doesn't just refer to a shooter, refers to a shooting. okay? so let's be clear about this. my office is in communication with law enforcement and officials at unc chapel hill who are taking precautions to protect campus safety following today's shooting. this is a tragic way to start a new semester and the state will provide any assistance necessary to support the unc community. you mentioned it, i mean, these are students who have only been on campus for about a week at this point. they started last week. so he is saying here that there is a shooting. as you pointed out, that is obviously more detail than we are getting from law enforcement at this time. but when we look at the response, right, from law enforcement here and all of these emergency vehicles, it gives us an idea of why we're seeing that. >> yeah, and to be clear, there was initially reports of shots fired just around the 1:00 p.m. eastern hour, but we haven't got an update since then. and now the language coming from police and the university officials is that this is an active assailant, not calling him a shooter. but the governor is. so still very much so a fluid situation. and the scene has changed. there was about around the 2:00 eastern hour we saw people running from these campuses -- from these buildings on campus with their hands up and now you see a lot of officers just sort of standing around talking to one another. you see crowds of students walking in the background that just walked off camera there. and we talked about this being the start of the second week of classes. you remember i'm sure what it was like to start college and the anxiety that goes in with going back to school and being a freshman on campus. but this is an all-too familiar scene in america. we just had what happened in jacksonville, the nation still reeling over that tragedy only for us to start this week on a monday with reports of an active shooting on campus. and that active assailant as they are calling them still very much so at large at this hour. >> and this should be an exciting time for so many of those students who are beginning their college careers and here we are monitoring something that the governor is referring to as a shooting there. nick, if you could stand by for us. i want to bring in senior national security analyst jeuli kiam. so a little different wording from law enforcement. i think that we'll be getting some updates. obviously they are incredibly busy dealing with the situation which is under way at this point in time. we see people on phones in the video. but the governor is talking about a shooter and a shooting here. and protecting the unc campus in what is unclear -- or what appears to be clear is that whoever is responsible for this, we don't fully at this point know who it is, but they not in custody it appears. >> that's right. so generally in these cases just follow the law enforcement and not the political leadership. governor cooper is terrific, i'm not blaming him, but the language is clearly being -- the language is different that we're hearing from law enforcement. and we don't know why that is. were they talking about weaponry or assault, that is scary enough to lead to a lockdown. so we don't know what that is, but one can assume it is a gun, but we'll wait to see if there are victims or others that we should be concerned about. i think the bigger thing right now is just within the last hour, looking at unc, their twitter feed, you have a massive lockdown within the last hour and now you have a person of at least -- and i want to make sure i get this right. the unc police are now showing a picture of an individual that any are looking for who appears to be a student. so you may have a very -- you might have a very confined incident. i did want to go back to something nick was saying. generation lockdown has gone to college. this is the same group of kids who were sandy hook, who got raised through sandy hook. so sandy hook kids would be nearing or in college at this stage who are now in college. and this generation that we call unfortunately generation lockdown is now -- has all the training that nation that has not addressed the gun problem has to give them to protect them. and many colleges and universities thousand require before the student can get into classes or get into the dorm room emergency contacts. so what you are seeing is the deployment of these emergency response systems getting to students through their phones and saying stay put. and so this is -- why like it, just the sophistication of an apparatus that has grown out of the tragedy of school shootings in america right now. >> and what do you see when you are looking at these pictures? hopefully you can see them juliet sdlt te. we see students clearly getting to safety, some seem to be bringing food. i don't know if they have been in a dining area or something. but they appear to have been in class, they have got their backpacks and their book bags with them. what are you seeing here and what do you make of all the emergency vehicles? >> and i'll be careful here because we certainly don't know he what is meant or what might have happened before that is now contained. but these are images that you like in the sense that these students are not getting to any unification system, they are just being told to stay outside the parameter. they may have been told something that we don't know yet that is just getting them -- you know, they are more curious than scared. if this was a true lockdown still in place that there is a concern of an ongoing threat, those students would not be walking near this perimeter quite like that. there are still students under lockdown, it may be because there was a certain building contained and the police either believe that the suspect has left or that the threat is contained. i'm sorry for reading while i'm on air, but i'm looking at the information coming out from unc which you have to remind people this is our second -- a shooting near a university or on a university in the last two days. school only in session about a week. that unc police are saying keep your distance and put your safety first and call 911. so don't approach this individual who may very well be a student who might know the area well. in these cases so many people are looking. we've seen before that this will -- this will resolve itself shortly because they know who the individual is. likely couldn't get that far. they have a car type. so these -- in terms of the information available to law enforcement, this is good in the sense of ending this -- you know, this terror today at unc chapel hill. >> and we're looking at more pictures of police in tactical gear. but they are calm, that is important to note alws did you. all right. stand by. i want to get back to nick valencia. new information being released from the school, being released from law enforcement. though we're still trying to get some clear details because this is a situation that is not resolved yet. >> reporter: yeah, that the point it is so fluid we're trying to verify details on so as not to alarm the public any further than we have to. but clearly a situation that was terrifying enough to authorities that they responded with such a huge presence which is what we've been seeing the last two plus hours. but at this point information is just so scarce. we know that students would he main in lockdown. we have been hearing students who witnessed sirens going off earlier today, to notify them that an emergency situation on campus, some of them calling into the local news station and you can hear the trepidation and anxiety in their voices. as we look at on the screen there what appears to be a student and their parent you would assume putting their arm around them. >> and just to be clear, she is crying as her mother is kissing her. obviously very emotional. >> reporter: this is so emotional for anyone who is a parent or for anyone who has a child to know that you send your child off and they have been of course trained or, you know, my daughter is five years old, she goes through fire drills which are really active shooter drills and you know these children are getting training from their teaches. but we hear that they never think that it won't happen to them until it does. and here we are talking about yet another shooting potentially in america here. it is just terrible to see those images because they really resonate with you when you are looking at the emotion on those individuals' faces who are clearly in fear because they don't know what happened. we're trying to figure out what is going on. so a lot of anxiety clearly there on the campus in chap i will chap i el hill as the pers remains at large. >> all right. we'll get in a short break here. just to let our viewers know what we're monitoring, on the campus at unc chapel hill, police responding to what they are calling an armed and dangerous person on or near campus. the governor referring to a shooter, referring to a shooting. we're getting more information and we'll bring this to you as soon as we are back from a short break. cut! another health insurance commercial, another aqua-aerobics scene. yup. most health insurance companies see us all the same: smiley seniors golfing, hiking... don't forget antiquing. that's why i chose humana. they see me, not a stereotypical senior. i'm pre-diabetic, so i talked one-on-one with a humana health educator who really helped me. now i'm taking free cooking and meditation classes. not aqua-aerobics? andy, do we have you with us? >> can you hear me? >> yes, we got you. take it away. >> no worries. so at this point that sort of language discrepancy could be based on what the police actually know from witnesses who led to this realization that they have a threat. so if you have witnesses telling you for instance you have someone walking around campus who is heavily armed, they would refer to that as an armed and dangerous individual. so you may not have witnesses who have actually seen a shooting take place, it may also mean that police have not identified a victim of a shooting yet. these are all facts that will, you know, we'll see more light shed on these as we go further into this, you know, latest tragic example of, you know, shootings in public places and particularly at schools. it is really remarkable. >> juliette kayyem, i imagine that tvs might be tuned there to this broadcast. if you are watching it and you are in the local area you including the possibility of being a a student on the unc campus right now, what would you recommend that they do? >> and i have children in college. so, obviously what unc is sending out the police department are sending out abide by. on if you are still under lockdown, you can wait. don't be in a hurry, don't be a hero. the lockdown protects but also first responders because they are not going to be -- they don't know where the suspect is, so they don't know what kind of interactions might still unfold. and look, jim, as you said, these are sophisticated systems now. i think that we sort of don't realize how bizarre if not sad that is as a nation, but the systems of notification to students, what we call reverse 911, a lot of schools don't allow students to register or attend classes or get in on their dorm room until they have emergency information, cellphone number, next of kin, your parents' numbers just in case anything happens in particular an active shooter. i've been following it all afternoon, and there is a sophisticated emergency alert system out of the university. it stopped being active in the last 25 minutes, that could simply mean that they will have an announcement hopefully about the end of this, they do have a picture up online of who the suspect is. they are not identifying who it is, although you can see some chatter on social media that there is a formal picture out by the police. so that is basically what i would say to any students who are listening. don't be curious. just wait it out and this too will end. and as i said in an earlier hour, this is generation lockdown. these kids unfortunately know exactly what this is. because we put them through elementary, junior and high school going through these processes both trainings and real. and now they are in college. >> that is the sad reality that we're awaiting details on what has happened here with this situation at unc chapel hill. our cnn affiliate wral is on scene there. they just spoke to a student moments ago. let's listen to that. >> and you were in one of the buildings in here. tell us what happened, what you heard, how this all played out. >> yeah, i was at the economics wilson library. and the person orpgiorganizing tells us after five minutes of it started hey, guys, there is an and an letter that there is an active shooter and so we'll keep you in here. and yeah, there was an active shooter in the building next to me. >> and you see all the police outside, how did they get you out there have to make sure that you were safe? >> they just had us single file out of the building. there was plenty of police presence available. >> did they keep you up-to-date, do you feel the university kept you informed of what was going on or how were you learning what was happening? >> just talking to other students and keeping up with various news sources. now is a stressful time, so they were doing their best to respond properly. but this is one of those events that you can't plan for. >> did you see anyone injured or anything as you were being led out of the buildings? >> thank god no. no. >> just what is this -- you're a week into class. and you have to shelter in place. you are going to an economics fair. this is supposed to be a good time, beginning of the year. what is this like to have something like this happen right here on your campus. >> i think it is soessobering. a really strong reminder that there are certain issues that, you know, we might think it won't happen to us, but they can and they will. it is just put in perspective how grateful i have to be for the days that, you know, i get to enjoy chapel hill for its beautiful skies and gamedays and not for the tragedy that happened today. >> we're so glad that you are safe and able to get out of here to your family. >> that student really putting it into perspective there. she is reporting what happened as she was in the wilson library on campus and then sort of breaking down a little bit as she's speaking about what it is like to go through this. she was at the library and after five minutes she got and an letter on her phone that there was an active shooter in the building next to her and there was police presence.was an acti building next to her and there was police presence. >> and there was a campus alert. chief ramsey is with us. has led police departments here in washington, d.c. and philadelphia. chief ramsey, minutes ago i was speaking to you about another shooting in another city in jacksonville. and now we are talking about this one here. but this one still an active situation. and i wonder as we watch the police presence there as we watch the word being distributed to students on campus and still open questions as to whether the shooter is still at large or have they made any contact with the shooter, can you tell us what police are likely to be up to right now and focusing on? >> well, i think right now they are just trying to get a handle on what exactly took place, who that they are looking for in this situation. you know, one thing that i've learned over time is that when you have a situation like that that is unfolding, information, initial information, is not usually all that accurate. so i heard a lot of discussion around whether or not, you know, using the term shooter versus shooting and so forth. but i also -- and it is hard to tell when i'm looking at this whether or not this is old footage or if this is coming in live. but there are a lot of police officers and they are standing around. i don't see the urgency that you would see if they were searching buildings because, you knee, you think that you have a shooter inside and that sort of thing. so i'm just trying to sort out exactly what it is that is going on. i'm sure that they will update us pretty soon or at least as soon as they can. but right now, it is difficult to tell whether or not this is something that occurred on campus, off campus, someone saw a gun, were shots actually fired. if someone had been struck, i think that we would be able to see something going on that would indicate that. ambulances or something like that if there were actual victims at this point in time. i don't see any of that. that is a good sign. just the police so far. >> yeah, interesting because we were just discussing the circumstances of the shooting in jacksonville and that was a case where there was a shooter on campus, someonele a alerted the security officer who responded. so you wonder what led to it here, was there an eyewitness, and that is an open question. >> yes. and one of the students there said that she got an alert that there was an active shooter in the building next to her. we had heard earlier reports from our affiliates that there was some activity in the area of the bell tower which as we understand is sort of central to campus. that is very close to the wilson library where the student was. but again, she doesnidn't see anything and we haven't spoken to anyone who has. but the governor himself at this point calling this a shooting, revving treferring to a shooter as he is pledging resources to help find a shooter and protect unc chapel hill. and chief, he is saying that, law enforcement is talking about an armed and dangerous suspect, warning people that if they see someone they believe to be the suspect, obviously to keep their distance and report to law enfor enforcement. and we have this one vantage point and oftentimes we are restricted in covering these kinds of events to a vantage point like this. so what are the realm of possibilities where you see they are bringing students off campus here. are these live pictures or from moments ago, michelle? these are live pictures, chief, just to be clear. so these are live pictures that you are looking at of all of the emergency vehicles parked there and students have been trickling out here just over the minutes. what do you make of that? >> well, i mean, you still see some level of activity on the part of police, but i still don't see the kind of urgency that i would be looking for. again, this is just a short of just one little section on campus. so difficult to see what may be going on elsewhere. if there is a specific building where there was an active shooter, that would be cordoned off. so the media would not have direct access to something like that at this point in time. so we don't know what is going on somewhere else on campus. but again, the fact that students and others that we've spoken to so far have not really given any indication that they have even heard shots being fired, and so again, this information will be unfolding, it will be coming out. obviously the governor would have information because i'm sure that he is in touch with the command post to try to, you know, get more information on what is going on. but right now i just don't know. you could have an active shooter there. you could have someone who fired a shot and then later, you know, left the campus area. we see a couple cars now starting to leave. but we just don't know at this point. it is too early. >> strikes me as we look at this law enforcement turnout there, and we often see this, just a f phafphalanx of -- >> sorry to cut you off, but you see them leaving there with their hands up. they are clearing buildings. so there is police activity taking place. you just saw those young people coming out, some of them had their hands up. they are actually clearing the building that they are coming from. so there is some activity a and i do see an ambulance now backing up on scene. >> the reason i bring it up, that you see an enormous law enforcement presence here and one thing that, well, our recent th history has taught us, this happens a lot and that law enforcement in communities around the country sadly are used to and they train to and are used to responding to this kind of thing. andrew mccabe is with us, of course served in the fbi. you ca can you see in this reaction here a measure of just how tuned in to this kind of threat and the way and how quickly perhaps and with what sort of number he is and what sort of resources that law enforcement responds to reports of an active shooter like this? >> yeah, this is a well rehearsed unfortunately response for law enforcement now. we know as you suggested, jim, that the time of response is absolutely essential to keep the victim countdown if you have an active shooter situation. so it is not surprising at all to see a massive response. you can see in the shot there, there are university police vehicles, there are also chapel hill city police vehicles there. i would expect there are probably also police from all kind of local departments probably responded. this tends to bring out a massive and very quick response. now, we haven't heard from any witnesses that saw a shooter or a shooting take place. but if there is a photograph circulating online, law enforcement are clearly still -- they have got some sort of intelligence that they are working on. and as the chief said, this sort of response is to do a very methodical clear through any building that you have any sort of witness even potentially positive identifications associated with every one of those buildings will be checked room by room, closet by closet, door by door. so you will probably see tactical officers kind of circulating in the background, you will see more folks leaving buildings with their hands up. that is not to treat them harshly, but it is to clearly identify them as bystanders and people who are not involved in the event. just to put some context on it, chapel hill is an incredibly astute university, about 20,000 undergrads, about another 10,000 or 11,000 graduate students. and set in a beautiful location right there in chapel hill. and when you are there, hard to actually delineate where the university stops and the city begins. it is also surrounded by a residential community. so my point is the places that lone shooter could hide or escape to very quickly are innumerable. so this search could be going on for quite some time. >> and what may be good news is we did hear from a student who was there and she had said that she got this alert that there was an active shooter in a building near her but she hadn't heard anything. doesn't always mean anything, but just talk to us about in this sort of preliminary phase as we're trying to figure out what the information is and obviously, you know, we've been discussing how it is difficult what you hear early on is not always correct. so we are waiting obviously to find out details that we can be sure of here. but as they are clearing these classrooms, trying to get clear information and determine exactly what happened, can you just talk a little bit about the difficulties? because we've seen in other school shootings, virginia tech comes to mind, where it took some time before we really had an idea of the scope of something. and then on the other hand, you have situations that turn out to not be much of anything. >> that is absolutely right. and law enforcement officers know that, you know, a great percentage of the intelligence, the information that you get immediately in a crisis situation like this will turn out to be incorrect. nevertheless, they have nothing -- there is nothing else they can do but to react to every single witness sighting, something somebody heard, something they maybe thought they saw out of the corner of their eye. every single report like that needs to be looked into. you will rae recall many of the horrific mass shootings that we have unfortunately had to cover in the last several years, it is very frequent to hear the initial reports are more than one shooter. and almost all the time it ends up being only one shooter. so law enforcement has to act on all of that information and the burden becomes the search. that methodical logical, careful search of every location, every structure. it is an incredibly intense thing to go through as a member of one of those tactical teams because you literally don't know what you will see around every corner, through every door, at any moment an armed gunman who has the advantage of secrecy and has a little bit of time on you can really pop out of any corner and engage in a firefight. and that of course is what law enforcement is trying so hard to avoid. it is an incredibly intense terrifying moment for everyone. for the witnesses first and foremost, but of course law enforcement as well. >> if you are just joining us, this is what we know at this point. reports and alerts frankly have gone out to students at the university of north carolina chapel hill warning of an active shooter. that took place some time ago. you can see -- these are live pictures -- enormous law enforcement reaction presence there. but you can also see students leaving campus. our understanding classes have been closed. the level of urgency has seemed to drop off in recent minutes. but we do not know what the status is right now. we don't know if officers are r h have made contact with the shooter, we don't know if they know where the alleged shooter is. we're waiting for that update. but latest we know is active shooter on campus and an enormous law enforcement response. we'll continue to bring you updates and the latest information as we have it. please stay with us. ♪ shelves. shelves smart enough to see, sense, react, restock. so caramel swirl is always there for the taking. from big cities, to small towns, and on main streets across the us, you'll find pnc bank. helping businesses both large and small, communities and the people who live and work there grow and thrive. we're proud to call these places home too. they're where we put down roots, and where together, we work to help move everyone's financial goals forward. pnc bank. heading on a family trip? >> yes, i can hear you. thank you for having me on, unfortunate times. >> no question. and have you heard any updates on whether this is still an active shooter situation? >> yeah, so the university just released another notice that there is still a lockdown and so i think there has been some reporting that there has been -- the suspect has been captured but i don't think that has been confirmed yet. obviously everyone in town and on campus is watching and waiting to try to understand what is going on. i hope we'll have more official word from the university officials within the hour. >> no question. we see what appears to be some of the law enforcement vehicles leaving there, but again, a lot of movements in situations like this, hard to make a judgment from any one event or one movement of law enforcement. >> yeah, what are you expecting -- so you are expecting to hear from school officials. obviously we are monitoring their twitter account. we are looking at -- x account. we're looking at that of the police as well. and it is slightly different what we're hearing. shooter, shooting, versus armed and dangerous person. students getting an alert that there was an active shooter and yet so far we haven't seen reports, sirs of , of anyone sa that they actually heard a shooting. so we're in the dark here. what are you waiting to hear? >> we need a full briefing from law enforcement. i've heard from students on campus and others various reports of, you know, that there were shots overheard and at least one potential injury or fatality. i've not heard anything that is more dramatic than that, but we need confirmation from law enforcement. >> sorry, you heard that from witnesses? you heard that from witnesses yourself? >> i've heard that from students who are on campus but not anybody who said that they had a firsthand account. i mean, obviously there is a lot of rumors that fly in moments like this. >> sure. and that is very important to note because what often happens, not to say that there is not some kernel of truth or something as we look to get answers, but what often happens as you are obviously aware as well that someone says something or wonders aloud at something and it gets repeated as fact and they state something that may not be true. so we're waiting for confirmation from officials on that. >> yes, we've just gotten word that the elementary schools are finally being dismissed, so that is a good sign to a very, very difficult first day of class for students and teachers. we just started k-12 schools today. so that is a good sign that they are releasing kids to go home. >> i just dropped my daughter off for her first day and i'm sure a lot of families around the country have done the same thing. is if your understanding that they are allowing lower schools to be dismissed because they believe that it is safe enough and again, we're speaking if you are joining us now, with grey meyer, north carolina state senator representing the unc chapel hill campus area. is that your understanding that they are allowing the lower schools to be dismissed because they consider it safe to allow them, allow families to pick up and et cetera? >> i worked for our school district for 16 years and i can guarantee you they would not let the kids go unless they believed it to be safe. so they believe it safe for families to come to the school and kids to be on the buses. >> senator, i want to note law enforcement source told cnn that federal law enforcement has responded to the scene. at this point there was no information about anyone being shot. so we are still obviously waiting for some questions to be answered. do you have any sense of when there might be a news conference or an announcement with more information about what has happened? >> reporter: a person of interest has been named and university of north carolina police have put a photo out of the individual on their x account. we are not showing that photo just yet to our viewers but they have identified someone who they believe is a person of interest. this incident going on about three hours now and it is still very much active with a lockdown situation still in place at unc on this second week of crasses. classes just began last monday. this is the second monday of the semester. and students are dealk with this now. we've been looking at live images from our local affiliate wtvd and wral of a very chaotic situation with the heavy police presence and it includes ambulances there on the scene. that is become a starkly different scene now as you see students and backpacks casually walking up and down the sidewalks on campus. the initial report said this incident took place at the bell tower area of the campus which is a central part along south road which is one of the main thoroughfares there. students describing their anxiety saying they are terrified because there is scarce information coming out from police. we saw images of students rus rushing away from buildings with hands up. this scene has become very different as we're looking at a student there and a backpack which appears to be on the phone. but this incident is still very much active. we've heard governor roy cooper tweeting about this. putting it on his x account that they're dedicating any and all resources. but interesting to note here guys, unc hospital, you could see there, they have receive nod patients from the active shooter situation so far. campus police said there was some reports of shots fired around the 1:00 p.m. eastern hour calling this an active assailant situation. and again, this is still very much a fluid situation there at unc. jim and brianna. >> thank you so much. and just to take people through what has been happening here over the last few hours, at about 1:00 the report went out that there was any armed or dangerous person on or near campus. since then the shelter in place has been in effect and a notice that was the case and here about an hour ago the governor referring to a shooting, referring to a shooter. but we know from police that a suspect has been at large and we are looking to pin down details. obviously this is a situation that is shifting and there are certainly some answers that are not yet coming to us. we're hoping to find out more information. >> and if you're hearing this and you're in the area, where the shelter in place is, we recommend that you go inside and close all windows and doors and the most recent notice that a shelter in place is still in order. and andrew mccabe, formerly with the fbi, you've been involved in responses to multiple shooting events like this in your professional time. tell us what you could glean from this latest update that the shelter in place is still in place? it would seem to indicate they're not certain they have the shooter in custody or not certain they've contained this? >> yeah, jim. well most importantly, it would indicate to us very clearly that law enforcement is not sure that there is no longer a threat in the area. and so until they have completely resolved this issue, whether it is, you know, maybe a mistaken report, or something, or you have an actual shooter on the loose, until they resolve that, they're going to advise that community to stay sheltering in place. but i should say that it also seems there was some interesting images before you went to the last break. there were clearly some tactical teams, officers in heavy tactical gear and helmets and shoulder-fired weapons. but you could see them walking, you know, not with a real intensive the purpose. they have their weapons slung and clearly weren't engaged with a suspect at that moment. so it does seem to be we're in a pause where they're trying to get their hands around this thing. >> understood. we'll bring all of the information as we have it.
