what else is china saying about this? >> i think it's guaranteed it will escalate tensions between the two largest economies. china, very upset. president biden signed an executive order, banning new american investment in key technology industries in china, hong kong, and makal. this was long expected. now, we know the details. semiconductors and quantum information technologies and artificial intelligence systems. this means that capital equity will not be allowed to invest, and help china to develop technologies that support its military and modernization and undermine u.s. international security. the treasury department released a statem the biden administration is dedicated to keeping americans safe. a u.s. official stressed this was a national security action, not an economic one. beijing believes the u.s. is trying to cripple its and contain its rise. the chinese ministry was gravely concerned about the order. it's a blazen act of coercion and scientific and technological bullying. rosemary, this comes as tensions between the u.s. and china are at their most strained in decades. there's been a parade of top u.s. officials to visit beijing, in an attempt to get u.s./china relations back on track. this executive order, expected to be implemented, could affect the plans. >> thank you for that report. appreciate it. still to come, residents on maui plea wildfires tearing through the island paradise. we hear from some that don't know if they have anything to go home to. we'll have the latest on the efforts to restore democracy to the west africa nation. >> there's not a lot really here. the more important mover, was the ten smaller regional banks they did downgrade. that doesn't matter if for broader economy. the u.s. has thousands of banks. what drove moody's here was people have noticed that interest rates are higher than they used to be. savers are saying, if i want to put my money in the bank, i want interest. that's great for people watching the program. but it's bad for the bottom line of the bank. >> moody's actions sent stocks tumbling, with investors nervous about more banking sector trouble ahead. what needs to happen to calm the waters? markets aren't happy about any of this. >> as you know, we had a big financial turmoil when silicon valley bank went down. a couple others went down. that allowed the feds to take a close look at things. the fed has declared the banking system overall to be stable. they're the countries looking at these closely. the regional banks are regulated differently. some of the customers are understanding that not all banks are created equal. people are looking for more security. that's bad news for the smaller banks. >> inflation in the u.s. is smalling. the job market has been strong. how do you explain the economic disconnect? >> that the economy is delivering good news. sometimes good things happen. i've been here since 2021, 2022. the terrible pandemic and awful recession, i'm thrilled that good things are happening. >> the american people, when they're being told, think think it's the worst it's ever been. somehow, that message isn't landing. >> well, they don't think it's the worst that it's ever been. there is a disconnect. that people aren't as happen pz as you expect. if you ask people, how is the american economy say? they say, and lparticularly republicans say, not well. ask them, do you feel secure in your job? if you lost your job, would you be able to find your job quickly? now, they sound a lot more optimistic. most people are doing okay. they recognize the reality that they're doing okay. they're not convinced that everyone else is doing okay. >> also, too, we know inflation is coming out. what have you expecting? it was 9% a year ago. it's down to 3% now. it will be somewhere there. i'm not expecting a lot of information. the last couple months have been really good news. we've become more confident that inflation is on the way down. >> great to have you with us. appreciate it. leaders of the west african bloc will meet in the coming hour to dits cuss the coup in niger. they have threatened military action. niger's military leaders met with two envoys from nigeria. they lashed out for violating air space and bringing in prisoners to destabilize the countries. we're following developments from the london bureau. good to see you, selma. west african leaders are set to meet soon. what is expected to come out of the talks? what are you learning about the health and the safety about the president? >> this is an extraordinary summit set to take place in one hour's time. this comes after a deadline came and passed on sunday, they set a seven-day deadline for the junta leaders to either return to their barracks and return to power. the elected president, or else. the or else was unclear. they have said the leaders have said, that they prioritize finding a diplomatic solution but they have not ruled out the possibility of a military inter intervention. that is highly unlikely. there's little insensitive to carry out a military intervention. several nations say they would side with the junta if the military intervention took place. little willingness for a military insurrection. that could destabilize nigenige that shares a border with niger. attempts for outreach has fallen on deaf ears. the sec sretary of state had discussions with the coup leaders. there was an attempt of a tribe meeting. all trying to carry out a meeting with the military leaders. hope is fading for a diplomatic solution. if you put the military intervention to one side, what other options could be discussed today? that's the question. have they extended the deadline? what can they do to push the coup leadership? it's been able to hold on to capital and shut down the air space. sending an effective message. >> joining us live from london with that report. still ahead here on cnn newsroom, it's japan versus sweden at the women's world cup quarterfinals. we'll bring you up to speed on the quarterfinal matches next. i'm sholeh, and i lost 75 pounds with golo. i went from a size 20 to a size 6. before golo, nothing seemed to work. i was exercising for over an hour every day. it was really diouraging. but golo's so easy, the weight just falls off. attention... are you sfering from hearing loss?
