that we have to make our vital defense sflis get where they need to protect and provide the full capacity. i learned on the tour today that each of the javelins you produced includes more than 200 semiconductors. i have been a broken record as the press will tell you on our need to be able to produce more semiconductors in the united states. we invented the sucker going to the moon. we, the united states, we're the one that modernized it. we have done more than anybody else. but guess what, we stopped investing in ourselves. we stopped investing in ourselves. and so now we're back in the game. making sure that we become the primary producer of those ;t,] semiconductors. computer chips have powered much of our modern lives, phones, cars, almost anything that has an on and off switch. the semiconductors critical to defense production capacity as you all know better than i do. that's why we're making it as far as we can for russia to get ahold of these semiconductors and advanced technology to use to update the military. and why we're taking it steps to make it easier to source what we need here in the united states during the global semiconductor shortage, and just one more, there's just one more reason why congress has to act quickly to provide the emergency funding from the so called chips act by passing a broader bipartisantsl pack. there's something we have to focus on, and something i have focused on in the early stages of administration. i'm determined to make sure the united states holds the high ground in competition with the! nations, especially china as we move forward. folks, you know, we used to invest as a nation years ago. 35 years ago. we invested in research and development. we do half of that now. we used to be number one in the world, now we're number 13 in the world. my administration, we're changing that. the united states used to own the innovation field. in fact, the department of research program that established the first development of anti-tank missile with advanced infrared guidance systems that culminate in today's javelin. the bipartisan innovation act is going to help reverse decades long decline in federal research, development, and investment, and it should create and support entire families and expand u.s. manufacturing and strengthen our national security. where in god's name is it written that the united states can no longer be a leading manufacturer in thef> we have created just in the last 17 months, 465,000 permanent manufacturing jobs in america. we have the best workers, the most competent aw76employees, t best science in the world. and by funding the chips act, we're going to ensure the semiconductors that power the economy and our national security are made here in america again. today all the world's most advanced chips are made overseas but the events in the past few years have proven beyond a doubt that american security should never be held hostage to events overseas. not a pandemic, not a war. not the politics other countries. fundamentally, there's a national security issue. this is one of the reasons why the chinese communist party is lobbying folks to oppose this washington. let me start with you, general, and javelin missile. the president said that these have been such a game changer that they're ukrainians who are naming their children javelin and javelina, how important to these fights have these javelin missiles been, are they still? >> they are incredibly important and continue to be. they are making a huge difference on the battlefield. thousands of russian tanks have been knocked out. 2,500 mechanized vehicles have been knocked out, and you can bet a large majority of those have been knocked out by the javelins and artillery as well. it's wonderful to see the president down there honoring those people, those americans that are providing their sweat equity, their labor to make this system the success that it is. that kind of technology takes years and years to grow, thousands and thousands, billions of dollars have been spent and when that technology is needed like it is in the] of ukraine, it's got to be available. you can't wait a couple of years to develop it. the russians are finding this out. they're behind. we have a technological edge, we need to maintain it, and it's wonderful to see the president honoring the americans that are making this possible. >> kaitlan, the president referenced infrastructure. he talked about semiconductor legislation. but most pressing, this $33 billion request into congress for the continued support, months of support for the ukrainian military and government. >> yeah, and when you hear him talk about that semiconductor legislation, some people may say, okay, that's something they talked about before this invasion happened. how does this play a role into this. you heard president biden say there as he's speaking at this h lockheed martin facility, it takes 200 semiconductor chips. it's easier to produce those chips. obviously they were -- have been in short supply ever since the pandemic happened. and so that's been a concern, but yes, it is just $33 billion package that the president is asking congress for that is really the main push behind this trip here to this facility that is the final assembly plant we should note for these javelins. michael is right that a big concern is about the production here. you heard president biden say they have sent over 5,000 of javelins to ukraine. obviously we have heard from president zelenskyy on down to top advisers about how effective these javelins have been, antitank missiles have been. they're light weight, portable, fired by one person, and incredibly helpful for their defense. they want more of them. they have asked for 500 daily basis from the pentagon, and so at this facility here, which of course is the final assembly plant for these javelins, they make up 2,100 a year. you can do the math, if they have sent over 5,000 there, that's a big question not only about being able to send more javelins to ukraine, but also to be able to replenish u.s. stockpiles that are being depleted by what's being sent there, and so that is all part of this bigger conversation, of course, here, and i also think president biden, part of this trip here is he's highlighting what the united states has done for ukraine, and what they have sent there, and that has been something they have wanted to make a focus and a priority, talking about that, and highlighting just what a critical role the united states has played and the defense they have seen when it comes to the ukrainians. >> let's look ahead to may 9th. i just had amanda sloet on from the national security council for the white house in which i asked if president putin declares war on may 9th or victory on may 9th, would that shift thes#wl u.s. approach? wouldn't get into that specifically, but what would that mean if putin says now this is war? i mean, we've seen atrocities for months now, what would change. >> i think u.s. officials are positioning themselves for the long haul and they expect putin to say something along those lines on may 9th. to signal to the world there's no way he is done yet and this fight is going to continue. i think that's why the biden speech today really shows us that biden has bought into this war and he wants to now make sure that he brings along the american people and the congress with him portraying this as a battle of world war ii epic proportions and significance. also pointing out that this war is good for american business, it has brought jobs, making these javelins and other weapons, and that it is something that we should prepare for for the long haul, because everyone thinks that's what putin is prepared for. >> kim dozier, kaitlan collins, general anderson, thank you. there has been swift and strong congressional reaction to the leak of supreme court draft opinion, washington state democratic congresswoman pramila jayapal joins me now. she has previously spoken about her own abortion. she wrote in 2019 a "new york times" op-ed entitled the story of my abortion. congresswoman, welcome back. thank you for your time. let's start there. in that context of your personal experience, this was your second pregnancy. how do you interpret? how do you receive this draft opinion from justice alito? >> well, victor, i think i share in the terror across the country, and i use that word very specifically. the fear that people have, the disgust, the outrage at this opinion because i spent some time this morning reading it. a few pages to go. i can tell you, this is a stunning, stunning rebuke of precedent, and of the fundamental freedom that women have to make choices about our own bodies and our own futures and our own economic security, and the thing is, victor, that these justices are acting like this is somehow something that they have the right to change. they do not have the right to change this, which has been settled law for a fee who have grown up who have gone through their 20s in the firm belief they can make these decisions about their own bodies. the only thing that changed is the make up of the supreme court, the radicalization of the supreme court. if they can do this for this issue, victor, they can ignore precedent for every other issue that we have considered settled law, so we cannot accept it, i don't think people across this country are going to accept it, and we have to work extra hard to codify roe v. wade in the united states congress. >> let's talk about that, there will be a vote to show the american people where each senator stands, you come back to the same you focused on for the voting rights discussion, and much of the legislation that did not pass that the president was pushing. we heard from senator mansion. >> is your position on the filibuster remain the same today? >> fhe calls the filibuster a protection of democracy for those who could not hear it. where do you go if you don't have the votes to even carve out for this because you don't have the 60 votes to pass anything in the senate? >> two things, senator murkowski and senator collins, she was lied to in the supreme court hearing. she seems to think that she had a commitment that settled law was settled"xlaw. that's clearly not the case. they can make an exception, and with those two senators, we could actually pass it with 51 volts and make an exception for the filibuster. that's one thing. the second thing, victor is that we are going to have to turn out in the streets but at the voting booth, and we're going to have to make it clear to everybody across the country that this right that we have taken for granted, frankly, for decades now is not at all, is hanging by a thread. it's about to be overturned and we cannot afford to let that happen. we have to elect bigger majorities that will ensure that women across the country are not forced into back room, you know, allies to get their abortions, which is what used to happen, and of course it's primarily black, brown, indigenous and poor people that are going to be stuck in a situation where they're not going to be able to access apparently illegal abortions. >> you mentioned two republican women who may side with democrats to create a carve out of the filibuster. president biden says he's not prepared to go in that direction to change the filibuster for this. and let me add this, the president said the word abortion for the first time as president today. for the first 15 months of his administration, he would use euphemisms like access to health care, protecting the rights of women. this is about more than just the use of the word abortion clearly but what do you want to see out of the white house over the next several weeks and months as this fight appears to be ramping up. >> the white house has to lean into this, we need an exception to the filibuster, half of the country is relying on these largely men in positions of power, whether it's in the white house or whether it's in the supreme court. and we need to really put everything we have into this. and i think we have to push for the filibuster, i think the president needs to get behind that push, and i think he has to be very clear and we all have to be very clear that this is a critical moment for us. i had an abortion, victor, and i am lucky to be in a state that has continued to support reproductive rights but i know how complex, and difficult that decision was, and i'll be dammed if i leave that decision to anybody other than me and my doctor and the people that choose to be a part of that. nobody else is going to be here to take care of a child i'm forced to have. my economic security is at risk, and that is what millions of people across the country are saying. it cannot stand, and we will not let it stand. >> congresswoman they go home, they communicate with their constituents, and they say, this is what this election is going to be about. you heard the president earlier in the day sort of enlarge the issue say it's not just about abortion, that it is about privacy, that this ruling, as it is written so far, and we don't know whether it's going to become the final ruling or not can affect everything, including previous rulings on guy marriage, maybe even interracial marriage. while the democrats are saying this is what they would like to do to codify it, unless they got rid of the filibuster and the president seems not willing to do that at this point, they're going to have to take it to the voters. >> doctor, tell me about the conversations that have happened in the last few hours since the draft was leaked with patients, with your colleagues. >> yeah, so here in texas for the past eight months, living under senate bill eight, which is one of the most egregious and aggressive laws we have in the country, we have essentially been living in a post rural world. for decades we have seen the law be introduced and passed and enacted and we have had patients call us being confused, and no matter what laws pass and no matter what a court decides and no matter what document is leaked, people will continue to need access to abortions, so that's our patients concerns, can i get care here, can you help me, i can't be pregnant, and we're continuing to do that work. today abortion remains legal in all 50 states throughout the country. >> dr. kumar, describes confusion after this leaked draft, it's now been confirmed by the chief justice. so for the next several weeks until the actual opinion is published, is this the space that the country lives in or should it hasten maybe sooner release, the sooner publishing of a final decision? >> i think this is just the state that we're going to have to live in as a country. i thought for a while that this was going to be one of those big cases that the court doesn't release until the last day of the term thinking end of june. and i don't think that that is going to change but what i think this does is it allows conservatives to sort of soft launch a role reversal, and to sort of figure out what the backlash is going to be and to perhaps wait for that backlash to dwindle so when the opinion, the official opinion is released in june or whenever it may be released between now and then, the country will have already gotten used to this sort of post roe world where roe is reversed and i think any idea that people are going to rise up, i question whether that's the case because as the doctor just said, texas has been living under the sb 8 regime in a post-roe world since september of last year, and there haven't been uprising, except locally. i hope there will be a national up apologizing, i'm concerned the stomach for that isn't there. >> there's a really distinct contrast between the primary focus from democrats who are hearing from and republicans, the statements that are streaming in from former president, governors, members of congress, focuses on what this would mean for abortion rights, for women's health. the republicans are starting with the leak, and that this was leaked by someone at the supreme court. just tell us what that shows us, the priorities of these two parties. >> the republicans, i think, feel that it's more to their political advantage to talk about leak itself, which john roberts said is egregious, i agree with john roberts, it is egregious and they're point is, josh hawley came out and said, although as far as i can tell there is no proof of this, that democrats leaked this. we don't know who leaked this. whoever leaked it did it for some reason, did republicans leak it to try and convince a wavering justice or so, did democrats, you know, leak it to try and get the ball rolling on this question of public reaction and outcry on roe. we don't know the answer and the fact of the leak itself lets us in to understanding that the court is political. and has been political. and the president talked about justice bork whom he defeated years ago, and since that moment i think it's hard to deny that, you know, that the court is political, that people don't tell the truth at their confirmation hearings. they don't tell how they really feel, and we know this in clip after clip that we've run today, and susan collins all but came out and said she was lied to but supreme court justices gorsuch and kavanaugh, so, you know, this is kind of open the pandora's box on the question of what the court is really like. are these people really a bunch of politicians and robes, and how divided the country is, and that's how the reaction has been. the democrats talking about roe, the republicans trying to avoid it because roe is, you know, popular in this country. and trying to talk about the democrats whom they say have leaked it, they do not know. we do not know. >> chief justice roberts says there's going to be an investigation. >> yes. >> hopefully, they will one day know. gloria borger, dr. kumar, thank you. ahead, the head of planned parenthood joins me to discuss the leaked supreme court draft opinion that would strike down roe v. wade and the next steps. i don't just play someone brainy on tv - i'm an actual neuroscientist. and i love the science behind neuriva plus. unlike ordinary memory supplements, neuriva plus fuels six key indicators of brain performance. more brain performance? >> well, victor, that depends on which side of the issue you are on. oklahoma is one of 13 states that has so-called trigger laws in place, which are effectively abortion bans that would kick in almost immediately if the supreme court decides to overturn, completely overturn its precedence. now, the republican-led legislature and the republican governor here, kevin stitt, have already signed several laws in recent months or passed laws through the legislature that severely restrict abortion, including one that is supposed to take effect this summer. now, this law would make performing abortions illegal at any stage of the pregnancy. it makes an exception to save the life of the pregnant woman, but the provider could potentially face ten years in prison or $100,000 fine or both. last week, the legislature passed two laws including one which is effectively a copycat law of the texas law. and it would make abortions illegal as early as -- and i spoke earlier to the house democratic minority leader of the state representative. she told me that women who want to get an abortion in oklahoma are already extremely limited in their options. take a listen. >> they are already severely restricted. we have very few abortion providers in oklahoma, and those that do still exist are, of course, right now overburdened by folks coming in from texas. and so we can't meet the need that we currently have in oklahoma. if abortion is no longer constitutionally protected at the federal level, then providers and patients in oklahoma are facing a complete ban. and they would have to go to other states where we know that abortion is already protected by the states themselves. >> quick context, there are only four clinics offering abortion services here in oklahoma. if they are not able to operate, women across the region will be impacted. victor. >> lucy kafanov for us in oklahoma city, thank you. protesters have been out on both sides of the abortion debate. >> joining me now, alexis mcgill johnson, the president and ceo of planned parenthood. good to have you back. let's start here. we have since the mississippi law, the texas law, you have been on several times, and we have talked about planned parenthood's warning about a rollback of roe. certainly since the election of president trump and the third trump justice to be appointed to the court. is there a strategy that is in place should the final opinion mirror what we saw published last night? >> well, victor, thank you for having me back. i mean, yes, we have been sounding the alarm along with all of our colleagues in the reproductive rights, health, and justice movement because we have seen at every turn, whether it was the gerrymandering in the state legislatures, the introduction of nearly 600 restrictions just this year alone in the state legislative session, or the slow turning of the federal judiciary including the supreme court, into conservative bastion that is anti-women's health. we have been saying the sky is falling, and i think what happened with this opinion being leaked last night, if it indeed is the close to the final opinion, was finally a demonstration that we were closing what we have been calling the believability gap. that people who, like me, who have, you know, grown up with this right under believing that we have this right to control our bodies, that no one would ever deign to take it away. and i think what the court demonstrated last night is they are willing to do so if it is in fact the opinion. and so now that that believability gap is closed, the rage is out there. as you saw in the street at the rally, the rage is out there. all across the country, and that is what we will be carrying into the midterms for all of those people who have made choices and votes to advance this kind of legislation. those folks will be held accountable because we won't go back. >> and what about the president who says that he's not prepared yet to back a filibuster change to codify roe or the protections in federal law or for those senators who say they don't support any legal change to counteract what is potentially coming from the supreme court? >> look, we will be holding everybody accountable for what is within their purview to do right now. i think that the administration, both the president and the vice president, issued strong statements today condemning what this draft opinion indicated and calling for a federal solution. i think we still, we heard from leader schumer who talked about putting the women's health protection act back on the floor. those are opportunities for us to demonstrate, you know, who is on our side around protecting access to abortion rights and who isn't. and that accountability is key because that is what we'll be using going into the '22 election. >> justice alito referenced eugenic. he wrote of abortion supporters. some supporters have been motivated by a desire to suppress the size of the african american population. it's beyond dispute roe has had that demographic effect. a highly disproportionate percentage of aborted fetuses are black. margaret singer supported eugenics by your organization's own characterization, a racist theory that race could be improved by planned traits. he says it's relevant. where do you put its relevance? >> look, i trust black women. at the end of the day, i trust them to make decisions about their own bodies and anything else is completely d ly beside point. this is one of the ways, rhetoric they use to take away decisions we are empowered to make under the constitution currently, and i find it quite frankly offensive that that made its way into a draft opinion. it is just repeating anti-right wing talking points. >> well, planned parenthood thought enough of it to issue a statement on it in 2021 about her support, which the organization now denounces. alexis mcgill johnson, thank you so much for being with us. >> and "the lead" with jake tapper starts right now. is this the end of roe v. wade?
