identifying the suspect who held four people hostage at a texas synagogue for nearly 11 hours saturday. president biden calling it an act of terror. now chilling new audio released of the gunman ranting during that standoff. also this morning, voting rights legislation stalled on capitol hill, but republican senator mitt romney says there is growing bipartisan support for some changes, those to the electoral count act. we'll have more on that and what it means in a moment. let's begin with our wondwinter storm coverage. polo sand volume live in pittsburgh. dianne gallagher, it's the ice, the heavy snow wreaking travel havoc there this morning. what are you seeing? >> reporter: you mentioned travel havoc, jim, look, yesterday out of charlotte's international airport, 90% of the flights were canceled. a little bit better today with just over a third canceled but significant travel issues threw the carolinas. this is why. you see this slick ice on the ground, you can hear it, a little bit of snow on top but throughout the state, ice, freezing rain, sleet, fell all day on sunday. there was snow afterward and the western part of the state in the mountains they were completely dumped on with snow but that ice has caused traffic snarls all throughout the state. the roads here in charlotte the main thorough fares have been cleared off. we saw the plows out this morning, resalting the roads. the concern of course is a refreeze. they had more than 400 traffic collisions that they had to across the state respond to yesterday. they're asking people still to kind of stay off the roads especially those neighborhood roads, the secondary roads because jim, due to staffing issues across the state, they've said it may take longer to clear some of those roads, just because they don't have enough people to respond. they've activated the national guard to help out and the power outage station is improving but more than 30,000 people without power in north carolina alone. >> it snows, it melts and freezes over again. you have sort of a second wave. polo sandoval is in pittsburgh. tell us what you're seeing there, polo. >> reporter: it's that wind-whipped snow we're seeing in pittsburgh. meteorologists say we've gotten about five or six inches in and around downtown pittsburgh, expect another inch to go and it will scale back. the issue diane mentioned of refreezing. the city of pittsburgh received some criticism which the mayor has called valid and justified in the way it handled its last snow situation snowstorm about a week and a half ago so they pledged to increase their response and make sure the roads are as clear as possible. that's an uphill battle. the big concern is the refreezing, later this week the forecast calling for overnight low of one degree. the concern is in the coming days if a lot of the snow isn't removed you could see side streets basically become the frozen mess that we saw about a week and a half ago. and the big -- >> we lost polo there, but we did hear pittsburgh many cities seeing winter trouble. diane and polo, thanks very much. as often happens, the winter storm hit the east coast causing major travel disruptions this morning. u.s. airlines canceled more than 1, 00 flights today according to flight aware, the tracking site. pete muntean is live at reagan national airport. improving at all this morning? >> reporter: a little bit, jim. the numbers are a bit down than what we saw yesterday. 1,350 cancellations today so far, although yesterday we saw more than 3,000 flight cancellations nationwide. the storm really some of the biggest hubs down the east coast, atlanta, charlotte, like diana mentioned 90% flights canceled yesterday. the airport posted an update in charlotte. the airport is open and anticipates being at full operational status by later on this afternoon but a lot of frustrated passengers there who have been stuck for days. listen to what they're saying. >> i tried to get a few extra flights. i had one more tomorrow morning. that one was canceled, too, so i switched to tomorrow afternoon. hopefully that one isn't canceled. >> a bit of good news, american, united, southwest, delta have posted travel waivers, meaning that those who were stuck can change their flights if they have been impacted by the storm free of charge. also a bit of good news, even though this is the end of a long holiday weekend, a federal holiday today and typically a lot of people are coming home after the long holiday weekend, air travel numbers are down a little bit, about 1.3 million people flying yesterday, those numbers way down than what we saw over the holiday travel season. a bit of silver lining for folks, jim. >> when you look at the flight screens and see the blinking red "canceled" signs, that makes for some serious headaches. pete muntean, thanks very much. the winter olympics will begin in beijing just under three weeks from now. china just announced it will not sell tickets to the general public because of a new outbreak of covid there. the government says it will distribute the tickets instead in an effort to "protect the health and safety of olympic athletes and personnel." selina wang joins us from tokyo. selina, another olympics bothered by, impaired by the covid outbreak. what's it going to look like there when it starts? >> yes, jim, for any fans aloud inside strict covid restrictions before, during and after the games. we already knew that overseas fans were banned. we were expecting domestic spectators allowed to buy tickets. now they're changing that decision, they will not be sold to the general public. authorities will be distributing some to specific groups of people. we don't know to who or how many allowed but expected to be limited. these games are going to be far more strict than the tokyo summer olympics. i'll be traveling in two weeks' time but already i have to log in daily stats in this health app every day. when i go in, pcr tested every day, me and the other thousands of participants will be completely separate from the rest of the population the entire time. anyone arriving unvaccinated has to quarantine for 21 days and get this, jim, for all the local staff and volunteers in china, they have to quarantine for 21 days in the country before they can return and go see their fa families. this comes after the host city reported its first case of omicron, the timing could not be worse in china, even one covid case is one too many and in response to just a few cases we've seen time and time again china going to lockdown, mass testing, extensive contact tracing and quarantining. that strategy has worked so far but the fear is that with omicron and how transmissible it is, and widespread fears from experts that the chinese developed vaccines are not as effective against the omicron variant. the zero covid kohl trance approach will not be as successful. and this is not what china wanted. they wanted massive amounts of fans, domestic fans in the stands to show the world its zero covid approach works and fans are something that the tokyo olympic s did not have. >> looks so similar. thanks so much. novak djokovic arrived back in serbia this morning after being deported from australia. the unvaccinated tennis star lost his appeal this weekend to stay in the country, defend his title at the australian open. australia bans unvaccinated travelers who were unable to prove why they can't get the shot. cnn international correspondent scott mclean joins me from belgrade. he's out of the first grand slam of the year but we're hearing now that for the next one, the french open, he'd have to get vaccinated as well. so what does that mean, going ahead? >> reporter: well, jim, yeah, novak djokovic now back in belle gr belgrade has a lot of time to ponder his future and whether he gets vaccinated which has to be top of mind because we know that the french open as it stands right now, if he chooses not to get vaccinated, he won't be able to play in that tournament. just this morning, the french sports minister told cnn there would be no exceptions to the new vaccine pass law in france which requires proof of vaccination to get into restaurants, movie theaters, and sports venues as well and that applies to spectators and players. last year, he was able to get an exemption because he was able to play in a bubble, that is no longer the case or it will no longer be the case. so if that remains in place in may, the next major he'd be allowed to play in would be wimbledon. even then arrive in england early so he could complete the mandatory quarantine period. jim, if you're wondering if serbs hold this against novak djokovic because they want him to get on the court and play and represent his country, by and large the answer is no. most serbs say vaccination is a personal choice. this morning we were at the airport waiting for novak jock djokovic. he is vaccinated but strongly supports djokovic's right not to be. >> someone would lose freedom of speech, freedom of thought, freedom of everything, he was sentenced because he thought something, he didn't even say it. we are here to support our champion, novak. >> reporter: even the president of serbia yesterday framed this as a witch hunt for the australian authorities to show djokovic how this new world order works, new world order in which you must be vaccinated and keep in mind, jim, this is coming from a president who would very much like djokovic to be vaccinated. this country is struggling to convince people to take the shot less than 60% of adults here have it. >> australia is very high vaccination rate and also very low death rate throughout the pandemic from covid-19. scott mclean in belgrade, thanks very much. the u.s. surgeon general is warning the omicron surge has not peaked nationally in this country, though the spread does appear to be slowing in some of the early hot spots. >> there are parts of the country, new york in particular, and other parts of the northeast where we are starting to see a plateau and in some cases an early decline in cases. the challenge is the entire country is not moving at the same pace. the omicron wave started later in other parts of the country, so we shouldn't expect a national peak in the next coming days. next few weeks will be tough. >> elizabeth cohen joins me now. are we at least at the beginning of the end of this surge here, given the drop-offs in places like new york and washington, d.c.? >> in some places like the cities you just named that may be the case. the united states is huge and there are parts of the united states that are just beginning to feel the omicron pain. let's illustrate what dr. murthy just said. look at the united states. we were looking at this map last week, nearly all dark red. dark red is a dramatic increase. plenty of yellow, which is steady or green where it is going down. let's look specifically at new york. new york in january were seeing 85,000 new cases per day. yesterday was number was 52,000, a decrease of 39% just between january 9th and january 16th. in kohl they had 8,600 cases. january 16th it's more than 16,000, an increase of more than 90%. we're going to see different places in very different situations. jim? terrorism related and did target specifically the jewish community. the fbi says 44-year-old british national malik faisal akram held four people hostage saturday before a rescue team killed him and saved the hostages. we're hearing chilling audio of the hostage-taker during the standoff. natasha chen is in colleyville, texas. what can you tell us about what investigators are learning about the plans here and the motivation. >> we're hearing a possible motive may have been his desire to see aafia siddiqui released from prison. she is actually serving an 86-year sentence here in a facility in texas. she in 2010 was convicted on seven charges including attempted murder and armed assault on u.s. officers in afghanistan. law enforcement source told our colleague josh campbell during negotiations with the police out here and the suspect on the phone that he had talked about not wanting to leave the building alive and at one point had even said he wanted to see siddiqui here at the synagogue so they could both die together. very disturbing and chaotic and manic and inside one of the hostages was the rabbi of this congregation. here he is describing those terrifying moments. >> we were terrified. and when i saw an opportunity where he wasn't in a good position, i asked, made sure that the two gentlemen who were still with me, that they were ready to go. the exit wasn't too far away. i told them to go. i threw a chair at the gunman and i headed for the door. >> reporter: let's talk about what we know about the suspect right now. a 44-year-old british national, akram traveled to the u.s. five weeks ago according to law enforcement sources landing at jfk and actually went through a vetting process and not on any terror watch list. his family released a statement saying they're devastated by this, apologized to the people here. mentioned he has mental health issues. he also spent a few nights at a dallas homeless shelter here before the incident, the ceo at the shelter said that he was pretty quiet, went in and out and did not create much of an impression to the people running the shelter there. the fbi is cooperating with counterparts in the uk and tel aviv and as part of that investigation are investigation, two teenagers were detained for questioning in the uk on sunday night. this is still an active situation and active investigation to figure out how he got from new york to texas and what may have led up to this. siddiqui is known as a hero to ji jihadis. a bipartisan group of 12 senators are working to strengthen existing election laws in a limited way pushing for reforms to the electoral count act as the white house presses democrats for broader voting rights protections, senator mitt romney says president biden has failed to generate bipartisan buy-in on the broader efforts. >> sadly this election reform bill the president has been pushing, i never got a call from the white house, no negotiation bringing republicans and democrats together to try to come up with something that would meet bipartisan interest. sure, we can work together on almost every issue where there's common ground. >> joining me to discuss the path forward is derek johnson, president of the naacp. thank you for taking the time this morning. >> thank you. >> so voting rights as envisioned by the president and democrats will not pass in its current form. democrats clearly just don't have the votes. who do you hold responsible? >> the whole system has been fraught with partisan posture around an issue that is not partisan in nature. we're talking about a similar bill passed in 2006 by, voted for by 16 sitting republicans, even when you talk about senator romney, his father supported the voting rights act when he was governor of michigan, and so people are posturing this as a partisan activity when in fact we're talking about protecting rights of voters upholding the constitution. >> you're right. these used to pass with broad bipartisan majorities, acts to expand voting rights. this is different. i wonder, though, you heard from mitt romney there saying he did not hear from the president. you even heard from some democrats, dick durbin saying the president's rhetoric criticized those who voted against voting rights went too far. do you think the president went too far and doing so alienated allies? >> people focus on what's said as opposed to what should be done. we should be ensuring that all americans' right to vote is protected. think about this, if we as certain the will of voters in the state of georgia the state legislative body can overturn the will of the voters, people standing in long lines and illegal to provide water. why do we have long lines in the first place? carrying out the safest election in our history according to a trump appoint gee in 2020. over 60 lawsuits filed, all meritless. >> with record turnout as well we should note. as you heard there, there is a bipartisan effort now for electoral count act reform. in the briefest est terms to h prevent a scenario mike pence then vice president with the perception of a power to overturn electoral slates from some states. could you get behind a limited reform like that, eca? >> it's a distraction. let's focus on what's on the table. the affirmation of the voting rights act that was passed in 1965 that opened up access to democracy, ensure that individuals will be able to cast a ballot by mail and to ensure that all of the repressive state laws adopted since january 6th we can reverse that trend. looking at political gerrymandering where just recently the federal courts reversed the decision of the state of ohio. let's not get distracted about the electoral college. the electoral college will not address the issue at hand, ensure all americans will have access to the ballot box free from voter intimidation, vote suppression. >> right. >> the state sanctions is a subversion. >> democrats don't have the votes. they tried, right? they tried for months. they don't. i wonder if the naacp if you have a particular more limited change perhaps even by executive action of the president that you want to focus attention on now because it does not appear those acts are going to make it. >> there have been many bills in the past appeared the acts wouldn't make it. how can we spend young people abroad to fight for democracy we're not willing to fight for here or compromise on. we're not asking for anything outrageous. we recognize today mlk's birthday but not upholding his legacy for a society that provides equal protection under the law, but more importantly access to the voting box for all citizens. >> you have had meetings with some of the senators involved with this, including those who have expressed opposition to broader action, kyrsten sinema among them. during those conversations, did you hear any hope about a path forward? did you discuss any potential areas of agreement? >> well we've had meetings with senator romney, had meetings with republicans. we've had meetings with all of the senators. this is not a partisan issue. individuals are trying to hide behind partisanship or who had a meeting or didn't have a meeting or the language of what was said. let's talk about what should be done. early voting by mail, guaranteed for all 50 states, ensuring that the will of the voters can be ascertained and determine the outcome of the elections. these are not outrageous things. this should be a part of our democracy, so i nor my colleagues we're going to shrink this conversation to a compromise or some ancillary conversation. >> to your point, there were election changes for the pandemic passed by both gop and democrat-controlled legislatures at the time. derek suspected drone attacks caused multiple explosions in different locations there. cnn senior international correspondent sam kiley is in abu dhabi. >> reporter: the united arab emirates officials confirmed three civilians, one pakistani and two indians killed in an attack conducted by the houthi rebels out of yemen, the first time anybody has been killed on emirates soil in an attack attributed to the houthis. this is an attack the houthis have claimed responsibility for. security officials say at least two drones or objects flying in the sky as they put it were seen in the area, one in the area above the complex behind me, an oil storage facility, somehow it was exploded in this alleged drone attack, as part of that, a chain reaction causing a fuel tanker to explode, it's believed that caused the casualties. six others injured in an attack that also focused on the area of the new airport in abu dhabi that's still under construction. in that environment, no casualties, no massive damage was caused but this has been a major blow, not least to the emirates' intent to withdraw itself from yemen over the previous year or so, they've been withdrawing troops, trying to reconstruct their foreign policy as a friend to everybody and an enemy to none. this has been a major setback. houthis are saying following increased support, perhaps covert support on the ground to a production a number of years ago and now down to 12%. china and taiwan dominate production. if the bills pass, one in the house and the senate, how quickly does that change? >> this bill would be a game changer. you pointed out the biggest problem here is that we used to have dominance in the united states over the chips which are critical to everything, from ventilators to cars to refrigerators. we need to increase domestic manufacturing, if covid taught us anything, how important it is to improve and increase what we do here at home. this would make a significant investment with helping encourage domestic production and research and development, which is what's needed, as ii d will tell you, we completely agree. we're fully behind. it's out of the senate waiting in house for action. there's no reason we can't get this done. time to sign the act and get moving. >> one of the areas where the parties are in agreement. congressman bacon, how much of this is based on fears of china's threat to taiwan, a possibility of invasion there and immediately you lose a big portion of the world that we depend on for these chips? >> jim, that's a very good point. taiwan is under threat from china. we rely quite a bit on taiwan for semiconduct yours ors we rely quite a bit on taiwan for semiconduct your and we can be dependent overseas for a big part of our economy. we see it with our automobiles as josh already mentioned, without the semiconductors, people are waiting seven, eight, nine months to get a new car. >> yep. >> but you're right. taiwan is vulnerable. a lot of our semiconductors we get from taiwan and a huge issue. >> cars basically are like computers before wheels. everything's dependent on chips. >> exactly. >> i want to get to build back better. something did not have bipartisan support but there are pieces of it that have bipartisan support. i'm curious if you two guys who worked well on the bipartisan infrastructure bill see a way forward of aagreement. first of all to you congressman gottheimer, pieces you'd be willing to take out of bbb and work with folks like congressman bacon to get passed? >> i'm always willing to work with congressman bacon and i thank him for the bipartisan work on the hard infrastructure package. he and others voted for it in a bipartisan way the historic infrastructure package, roads, bridges, tunnels, electric, water to make sure we're competitive with countries like china, which are key for our economy. there are plenty of pieces of build back better we could work on, clean air and clean water, prescription drug costs down, reinstating the local tax deduction to get taxes noun jersey and others. i'm not willing to walk away on getting build back better done. >> congressman would you support a separate provision that sought to control prescription drug prices. that's something both parties are on board for. >> absolutely. we're paying too much prescription drugs. the definite sill in the details. some proposals cut into research and development. the areas of broad support is in the medicare realm, where our seniors are having a hard time getting dental care, hearing aids, eye glasses, i think that's an area that we could build on, because i have an 81-year-old father, i have two inlaws that are in their 80s and dental care, eye glasses and hearing aids are issues. it's not want to talk big picture, congressman gottheimer, do you worry that the democratic leadership, both in the house and the senate but also the president overshot in terms of how broad they went with bbb but even voting rights? 50/50 majority in the senate, slim one in the house as well, was that a problem here? >> i think you need to set out an aggressive agenda for the country to help families and that's exactly what presidents should do. what we've always been focused on the problem solvers caucus the 29 democrats and 29 republicans is looking for places where we can get things done and cross over the finish line. we did that on the infrastructure package, as you heard there's areas we can work together, child care, making life more affordable for our seniors. there are plenty of places where i think we can come together, and i think now it's our responsibility to do that and i think i'm hoping this week we obviously get that piece of legislation out of the senate on voting rights. i think that's important and if we need to sit down and work together which i think we should, we have a responsibility, then we should do it. >> congressman bacon, quickly, we're running out of time, i wanted to give you a chance for even balance here. your former president wants to you get primaried because you voted for a bipartisan infrastructure bill. is there a future for republicans who are willing to work with democrats? >> absolutely. i'm a patriot first. i love my country, and if we don't start finding consensus areas, china's going to surpass us and we won't be the world's superpower. i need to work with people like josh who is willing to work in the middle to find consensus areas and he's done a great job with that and i appreciate his leadership on the caucus. we have lawsuit. it was brought by virginia giuffre, the woman who says prince andrew sexually assaulted her and aided jeffrey epstein in abusing her when she was under age. cnn's kara scannell has been following the story closely for us. kara, tell us the significance of this, the potential for these names to be unsealed. >> reporter: i think the significance will turn on who nies john does are. as you mentioned, this is part of this lawsuit from accuser virginia roberts giuffre against maxwell. already thousands of pages of documents have been unsealed including deposition transcripts, which name names and identify several people who roberts has accused of sexually abusing her over the years. the issue before the judge is whether these john does will be unsealed. maxwell initially objected to that. she want it to remain sealed ahead of trial saying if it was public, it could potentially bias the jury. now her lawyers say they'll leave the arguments to the attorneys of the john does who argued the privacy concerns they have about their identities being revealed. giuffre's attorney has said there's no reason to keep this unsealed, no reason to keep this sealed anymore, that it should be unsealed because she's gone to trial, she's been convicted, and she's saying a number of the john does have wanted to keep this sealed because of the potential for embarrassment because of the potential media hounding from their associations with epstein and maxwell. she did say two of the eight don't oppose the unsealing. this is something that there will continue to be legal briefs on is to decision is not expected on this for several weeks, jim. >> kara scannell, thanks so much. another story we're following this morning, praince harry says it is too dangerous for his family to visit the uk without protection from the police. he is challenging a government decision that would make him pay for such security personally. max foster joins us. harry willing to pick up the tab here, so not a cost to british taxpayers, so what's the objection? what's the issue? >> as you know, he does have his own private security team. he's comfortable with that in the united states, but in the uk he says he needs state support because of the nature of the threat his family faces here. extremists and also people sort of obsessed with the couple, you know, these particular individuals they're concerned about. harry was here last year. his car was chased by photographers. he thought his security was compromised there. as you say, he wants police support and needs that. he's willing to pay for it. but that offer has been turned down by the british authorities. what he did was go for a judicial review hoping the home office, the government, would change their minds about that, allow him to pay for it. this is a point of principle for people you speak to behind the scenes saying it would allow any celebrity to come in and effectively hire british police, which isn't an acceptable position to be in, they say. home office saying the uk's government, the uk government's protective security system is rigorous and proportionate, also some people saying harry knew what he was -- the privileges he was giving up when he left his royal role. so he's now realizing what that involves. but harry obviously very concerned about the safety of his family if he does come back, identifying the suspect who held four people hostage at a texas synagogue for nearly 11 hours saturday. president biden calling it an act of terror. now chilling new audio released of the gunman ranting during that standoff. also this morning, voting rights legislation stalled on capitol hill, but republican senator mitt romney says there is growing bipartisan support for some changes, those to the electoral count act. we'll have more on that and what it means in a moment. let's begin with our wondwinter storm coverage. polo sand volume live in pittsburgh. dianne gallagher, it's the ice, the heavy snow wreaking travel havoc there this morning. what are you seeing? >> reporter: you mentioned travel havoc, jim, look, yesterday out of charlotte's international airport, 90% of the flights were canceled. a little bit better today with just over a third canceled but significant travel issues threw the carolinas. this is why. you see this slick ice on the ground, you can hear it, a little bit of snow on top but throughout the state, ice, freezing rain, sleet, fell all day on sunday. there was snow afterward and the western part of the state in the mountains they were completely dumped on with snow but that ice has caused traffic snarls all throughout the state. the roads here in charlotte the main thorough fares have been cleared off. we saw the plows out this morning, resalting the roads. the concern of course is a refreeze. they had more than 400 traffic collisions that they had to across the state respond to yesterday. they're asking people still to kind of stay off the roads especially those neighborhood roads, the secondary roads because jim, due to staffing issues across the state, they've said it may take longer to clear some of those roads, just because they don't have enough people to respond. they've activated the national guard to help out and the power outage station is improving but more than 30,000 people without power in north carolina alone. >> it snows, it melts and freezes over again. you have sort of a second wave. polo sandoval is in pittsburgh. tell us what you're seeing there, polo. >> reporter: it's that wind-whipped snow we're seeing in pittsburgh. meteorologists say we've gotten about five or six inches in and around downtown pittsburgh, expect another inch to go and it will scale back. the issue diane mentioned of refreezing. the city of pittsburgh received some criticism which the mayor has called valid and justified in the way it handled its last snow situation snowstorm about a week and a half ago so they pledged to increase their response and make sure the roads are as clear as possible. that's an uphill battle. the big concern is the refreezing, later this week the forecast calling for overnight low of one degree. the concern is in the coming days if a lot of the snow isn't removed you could see side streets basically become the frozen mess that we saw about a week and a half ago. and the big -- >> we lost polo there, but we did hear pittsburgh many cities seeing winter trouble. diane and polo, thanks very much. as often happens, the winter storm hit the east coast causing major travel disruptions this morning. u.s. airlines canceled more than 1, 00 flights today according to flight aware, the tracking site. pete muntean is live at reagan national airport. improving at all this morning? >> reporter: a little bit, jim. the numbers are a bit down than what we saw yesterday. 1,350 cancellations today so far, although yesterday we saw more than 3,000 flight cancellations nationwide. the storm really some of the biggest hubs down the east coast, atlanta, charlotte, like diana mentioned 90% flights canceled yesterday. the airport posted an update in charlotte. the airport is open and anticipates being at full operational status by later on this afternoon but a lot of frustrated passengers there who have been stuck for days. listen to what they're saying. >> i tried to get a few extra flights. i had one more tomorrow morning. that one was canceled, too, so i switched to tomorrow afternoon. hopefully that one isn't canceled. >> a bit of good news, american, united, southwest, delta have posted travel waivers, meaning that those who were stuck can change their flights if they have been impacted by the storm free of charge. also a bit of good news, even though this is the end of a long holiday weekend, a federal holiday today and typically a lot of people are coming home after the long holiday weekend, air travel numbers are down a little bit, about 1.3 million people flying yesterday, those numbers way down than what we saw over the holiday travel season. a bit of silver lining for folks, jim. >> when you look at the flight screens and see the blinking red "canceled" signs, that makes for some serious headaches. pete muntean, thanks very much. the winter olympics will begin in beijing just under three weeks from now. china just announced it will not sell tickets to the general public because of a new outbreak of covid there. the government says it will distribute the tickets instead in an effort to "protect the health and safety of olympic athletes and personnel." selina wang joins us from tokyo. selina, another olympics bothered by, impaired by the covid outbreak. what's it going to look like there when it starts? >> yes, jim, for any fans aloud inside strict covid restrictions before, during and after the games. we already knew that overseas fans were banned. we were expecting domestic spectators allowed to buy tickets. now they're changing that decision, they will not be sold to the general public. authorities will be distributing some to specific groups of people. we don't know to who or how many allowed but expected to be limited. these games are going to be far more strict than the tokyo summer olympics. i'll be traveling in two weeks' time but already i have to log in daily stats in this health app every day. when i go in, pcr tested every day, me and the other thousands of participants will be completely separate from the rest of the population the entire time. anyone arriving unvaccinated has to quarantine for 21 days and get this, jim, for all the local staff and volunteers in china, they have to quarantine for 21 days in the country before they can return and go see their fa families. this comes after the host city reported its first case of omicron, the timing could not be worse in china, even one covid case is one too many and in response to just a few cases we've seen time and time again china going to lockdown, mass testing, extensive contact tracing and quarantining. that strategy has worked so far but the fear is that with omicron and how transmissible it is, and widespread fears from experts that the chinese developed vaccines are not as effective against the omicron variant. the zero covid kohl trance approach will not be as successful. and this is not what china wanted. they wanted massive amounts of fans, domestic fans in the stands to show the world its zero covid approach works and fans are something that the tokyo olympic s did not have. >> looks so similar. thanks so much. novak djokovic arrived back in serbia this morning after being deported from australia. the unvaccinated tennis star lost his appeal this weekend to stay in the country, defend his title at the australian open. australia bans unvaccinated travelers who were unable to prove why they can't get the shot. cnn international correspondent scott mclean joins me from belgrade. he's out of the first grand slam of the year but we're hearing now that for the next one, the french open, he'd have to get vaccinated as well. so what does that mean, going ahead? >> reporter: well, jim, yeah, novak djokovic now back in belle gr belgrade has a lot of time to ponder his future and whether he gets vaccinated which has to be top of mind because we know that the french open as it stands right now, if he chooses not to get vaccinated, he won't be able to play in that tournament. just this morning, the french sports minister told cnn there would be no exceptions to the new vaccine pass law in france which requires proof of vaccination to get into restaurants, movie theaters, and sports venues as well and that applies to spectators and players. last year, he was able to get an exemption because he was able to play in a bubble, that is no longer the case or it will no longer be the case. so if that remains in place in may, the next major he'd be allowed to play in would be wimbledon. even then arrive in england early so he could complete the mandatory quarantine period. jim, if you're wondering if serbs hold this against novak djokovic because they want him to get on the court and play and represent his country, by and large the answer is no. most serbs say vaccination is a personal choice. this morning we were at the airport waiting for novak jock djokovic. he is vaccinated but strongly supports djokovic's right not to be. >> someone would lose freedom of speech, freedom of thought, freedom of everything, he was sentenced because he thought something, he didn't even say it. we are here to support our champion, novak. >> reporter: even the president of serbia yesterday framed this as a witch hunt for the australian authorities to show djokovic how this new world order works, new world order in which you must be vaccinated and keep in mind, jim, this is coming from a president who would very much like djokovic to be vaccinated. this country is struggling to convince people to take the shot less than 60% of adults here have it. >> australia is very high vaccination rate and also very low death rate throughout the pandemic from covid-19. scott mclean in belgrade, thanks very much. the u.s. surgeon general is warning the omicron surge has not peaked nationally in this country, though the spread does appear to be slowing in some of the early hot spots. >> there are parts of the country, new york in particular, and other parts of the northeast where we are starting to see a plateau and in some cases an early decline in cases. the challenge is the entire country is not moving at the same pace. the omicron wave started later in other parts of the country, so we shouldn't expect a national peak in the next coming days. next few weeks will be tough. >> elizabeth cohen joins me now. are we at least at the beginning of the end of this surge here, given the drop-offs in places like new york and washington, d.c.? >> in some places like the cities you just named that may be the case. the united states is huge and there are parts of the united states that are just beginning to feel the omicron pain. let's illustrate what dr. murthy just said. look at the united states. we were looking at this map last week, nearly all dark red. dark red is a dramatic increase. plenty of yellow, which is steady or green where it is going down. let's look specifically at new york. new york in january were seeing 85,000 new cases per day. yesterday was number was 52,000, a decrease of 39% just between january 9th and january 16th. in kohl they had 8,600 cases. january 16th it's more than 16,000, an increase of more than 90%. we're going to see different places in very different situations. jim? terrorism related and did target specifically the jewish community. the fbi says 44-year-old british national malik faisal akram held four people hostage saturday before a rescue team killed him and saved the hostages. we're hearing chilling audio of the hostage-taker during the standoff. natasha chen is in colleyville, texas. what can you tell us about what investigators are learning about the plans here and the motivation. >> we're hearing a possible motive may have been his desire to see aafia siddiqui released from prison. she is actually serving an 86-year sentence here in a facility in texas. she in 2010 was convicted on seven charges including attempted murder and armed assault on u.s. officers in afghanistan. law enforcement source told our colleague josh campbell during negotiations with the police out here and the suspect on the phone that he had talked about not wanting to leave the building alive and at one point had even said he wanted to see siddiqui here at the synagogue so they could both die together. very disturbing and chaotic and manic and inside one of the hostages was the rabbi of this congregation. here he is describing those terrifying moments. >> we were terrified. and when i saw an opportunity where he wasn't in a good position, i asked, made sure that the two gentlemen who were still with me, that they were ready to go. the exit wasn't too far away. i told them to go. i threw a chair at the gunman and i headed for the door. >> reporter: let's talk about what we know about the suspect right now. a 44-year-old british national, akram traveled to the u.s. five weeks ago according to law enforcement sources landing at jfk and actually went through a vetting process and not on any terror watch list. his family released a statement saying they're devastated by this, apologized to the people here. mentioned he has mental health issues. he also spent a few nights at a dallas homeless shelter here before the incident, the ceo at the shelter said that he was pretty quiet, went in and out and did not create much of an impression to the people running the shelter there. the fbi is cooperating with counterparts in the uk and tel aviv and as part of that investigation are investigation, two teenagers were detained for questioning in the uk on sunday night. this is still an active situation and active investigation to figure out how he got from new york to texas and what may have led up to this. siddiqui is known as a hero to ji jihadis. a bipartisan group of 12 senators are working to strengthen existing election laws in a limited way pushing for reforms to the electoral count act as the white house presses democrats for broader voting rights protections, senator mitt romney says president biden has failed to generate bipartisan buy-in on the broader efforts. >> sadly this election reform bill the president has been pushing, i never got a call from the white house, no negotiation bringing republicans and democrats together to try to come up with something that would meet bipartisan interest. sure, we can work together on almost every issue where there's common ground. >> joining me to discuss the path forward is derek johnson, president of the naacp. thank you for taking the time this morning. >> thank you. >> so voting rights as envisioned by the president and democrats will not pass in its current form. democrats clearly just don't have the votes. who do you hold responsible? >> the whole system has been fraught with partisan posture around an issue that is not partisan in nature. we're talking about a similar bill passed in 2006 by, voted for by 16 sitting republicans, even when you talk about senator romney, his father supported the voting rights act when he was governor of michigan, and so people are posturing this as a partisan activity when in fact we're talking about protecting rights of voters upholding the constitution. >> you're right. these used to pass with broad bipartisan majorities, acts to expand voting rights. this is different. i wonder, though, you heard from mitt romney there saying he did not hear from the president. you even heard from some democrats, dick durbin saying the president's rhetoric criticized those who voted against voting rights went too far. do you think the president went too far and doing so alienated allies? >> people focus on what's said as opposed to what should be done. we should be ensuring that all americans' right to vote is protected. think about this, if we as certain the will of voters in the state of georgia the state legislative body can overturn the will of the voters, people standing in long lines and illegal to provide water. why do we have long lines in the first place? carrying out the safest election in our history according to a trump appoint gee in 2020. over 60 lawsuits filed, all meritless. >> with record turnout as well we should note. as you heard there, there is a bipartisan effort now for electoral count act reform. in the briefest est terms to h prevent a scenario mike pence then vice president with the perception of a power to overturn electoral slates from some states. could you get behind a limited reform like that, eca? >> it's a distraction. let's focus on what's on the table. the affirmation of the voting rights act that was passed in 1965 that opened up access to democracy, ensure that individuals will be able to cast a ballot by mail and to ensure that all of the repressive state laws adopted since january 6th we can reverse that trend. looking at political gerrymandering where just recently the federal courts reversed the decision of the state of ohio. let's not get distracted about the electoral college. the electoral college will not address the issue at hand, ensure all americans will have access to the ballot box free from voter intimidation, vote suppression. >> right. >> the state sanctions is a subversion. >> democrats don't have the votes. they tried, right? they tried for months. they don't. i wonder if the naacp if you have a particular more limited change perhaps even by executive action of the president that you want to focus attention on now because it does not appear those acts are going to make it. >> there have been many bills in the past appeared the acts wouldn't make it. how can we spend young people abroad to fight for democracy we're not willing to fight for here or compromise on. we're not asking for anything outrageous. we recognize today mlk's birthday but not upholding his legacy for a society that provides equal protection under the law, but more importantly access to the voting box for all citizens. >> you have had meetings with some of the senators involved with this, including those who have expressed opposition to broader action, kyrsten sinema among them. during those conversations, did you hear any hope about a path forward? did you discuss any potential areas of agreement? >> well we've had meetings with senator romney, had meetings with republicans. we've had meetings with all of the senators. this is not a partisan issue. individuals are trying to hide behind partisanship or who had a meeting or didn't have a meeting or the language of what was said. let's talk about what should be done. early voting by mail, guaranteed for all 50 states, ensuring that the will of the voters can be ascertained and determine the outcome of the elections. these are not outrageous things. this should be a part of our democracy, so i nor my colleagues we're going to shrink this conversation to a compromise or some ancillary conversation. >> to your point, there were election changes for the pandemic passed by both gop and democrat-controlled legislatures at the time. derek suspected drone attacks caused multiple explosions in different locations there. cnn senior international correspondent sam kiley is in abu dhabi. >> reporter: the united arab emirates officials confirmed three civilians, one pakistani and two indians killed in an attack conducted by the houthi rebels out of yemen, the first time anybody has been killed on emirates soil in an attack attributed to the houthis. this is an attack the houthis have claimed responsibility for. security officials say at least two drones or objects flying in the sky as they put it were seen in the area, one in the area above the complex behind me, an oil storage facility, somehow it was exploded in this alleged drone attack, as part of that, a chain reaction causing a fuel tanker to explode, it's believed that caused the casualties. six others injured in an attack that also focused on the area of the new airport in abu dhabi that's still under construction. in that environment, no casualties, no massive damage was caused but this has been a major blow, not least to the emirates' intent to withdraw itself from yemen over the previous year or so, they've been withdrawing troops, trying to reconstruct their foreign policy as a friend to everybody and an enemy to none. this has been a major setback. houthis are saying following increased support, perhaps covert support on the ground to a production a number of years ago and now down to 12%. china and taiwan dominate production. if the bills pass, one in the house and the senate, how quickly does that change? >> this bill would be a game changer. you pointed out the biggest problem here is that we used to have dominance in the united states over the chips which are critical to everything, from ventilators to cars to refrigerators. we need to increase domestic manufacturing, if covid taught us anything, how important it is to improve and increase what we do here at home. this would make a significant investment with helping encourage domestic production and research and development, which is what's needed, as ii d will tell you, we completely agree. we're fully behind. it's out of the senate waiting in house for action. there's no reason we can't get this done. time to sign the act and get moving. >> one of the areas where the parties are in agreement. congressman bacon, how much of this is based on fears of china's threat to taiwan, a possibility of invasion there and immediately you lose a big portion of the world that we depend on for these chips? >> jim, that's a very good point. taiwan is under threat from china. we rely quite a bit on taiwan for semiconduct yours ors we rely quite a bit on taiwan for semiconduct your and we can be dependent overseas for a big part of our economy. we see it with our automobiles as josh already mentioned, without the semiconductors, people are waiting seven, eight, nine months to get a new car. >> yep. >> but you're right. taiwan is vulnerable. a lot of our semiconductors we get from taiwan and a huge issue. >> cars basically are like computers before wheels. everything's dependent on chips. >> exactly. >> i want to get to build back better. something did not have bipartisan support but there are pieces of it that have bipartisan support. i'm curious if you two guys who worked well on the bipartisan infrastructure bill see a way forward of aagreement. first of all to you congressman gottheimer, pieces you'd be willing to take out of bbb and work with folks like congressman bacon to get passed? >> i'm always willing to work with congressman bacon and i thank him for the bipartisan work on the hard infrastructure package. he and others voted for it in a bipartisan way the historic infrastructure package, roads, bridges, tunnels, electric, water to make sure we're competitive with countries like china, which are key for our economy. there are plenty of pieces of build back better we could work on, clean air and clean water, prescription drug costs down, reinstating the local tax deduction to get taxes noun jersey and others. i'm not willing to walk away on getting build back better done. >> congressman would you support a separate provision that sought to control prescription drug prices. that's something both parties are on board for. >> absolutely. we're paying too much prescription drugs. the definite sill in the details. some proposals cut into research and development. the areas of broad support is in the medicare realm, where our seniors are having a hard time getting dental care, hearing aids, eye glasses, i think that's an area that we could build on, because i have an 81-year-old father, i have two inlaws that are in their 80s and dental care, eye glasses and hearing aids are issues. it's not just my family, it's all over america. that is an area we could work on and make a big difference to our senior citizens. >> it's a point bernie sanders has made about the expanding that coverage. i want to talk big picture, congressman gottheimer, do you worry that the democratic leadership, both in the house and the senate but also the president overshot in terms of how broad they went with bbb but even voting rights? 50/50 majority in the senate, slim one in the house as well, was that a problem here? >> i think you need to set out an aggressive agenda for the country to help families and that's exactly what presidents should do. what we've always been focused on the problem solvers caucus the 29 democrats and 29 republicans is looking for places where we can get things done and cross over the finish line. we did that on the infrastructure package, as you heard there's areas we can work together, child care, making life more affordable for our seniors. there are plenty of places where i think we can come together, and i think now it's our responsibility to do that and i think i'm hoping this week we obviously get that piece of legislation out of the senate on voting rights. i think that's important and if we need to sit down and work together which i think we should, we have a responsibility, then we should do it. >> congressman bacon, quickly, we're running out of time, i wanted to give you a chance for even balance here. your former president wants to you get primaried because you voted for a bipartisan infrastructure bill. is there a future for republicans who are willing to work with democrats? >> absolutely. i'm a patriot first. i love my country, and if we don't start finding consensus areas, china's going to surpass us and we won't be the world's superpower. i need to work with people like josh who is willing to work in the middle to find consensus areas and he's done a great job with that and i appreciate his leadership on the caucus. we have to find consensus areas if our country wants to move forward and compete with china. it's going to take working across the aisle to get that done. >> from your lips to god's ears. >> to add to that, jim, that's why don's a great patriot and great american because he's willing to put country ahead of party and making sure that we win as the united states. that's to me what the kind of leadership lawsuit. it was brought by virginia giuffre, the woman who says prince andrew sexually assaulted her and aided jeffrey epstein in abusing her when she was under age. cnn's kara scannell has been following the story closely for us. kara, tell us the significance of this, the potential for these names to be unsealed. >> reporter: i think the significance will turn on who nies john does are. as you mentioned, this is part of this lawsuit from accuser virginia roberts giuffre against maxwell. already thousands of pages of documents have been unsealed including deposition transcripts, which name names and identify several people who roberts has accused of sexually abusing her over the years. the issue before the judge is whether these john does will be unsealed. maxwell initially objected to that. she want it to remain sealed ahead of trial saying if it was public, it could potentially bias the jury. now her lawyers say they'll leave the arguments to the attorneys of the john does who argued the privacy concerns they have about their identities being revealed. giuffre's attorney has said there's no reason to keep this unsealed, no reason to keep this sealed anymore, that it should be unsealed because she's gone to trial, she's been convicted, and she's saying a number of the john does have wanted to keep this sealed because of the potential for embarrassment because of the potential media hounding from their associations with epstein and maxwell. she did say two of the eight don't oppose the unsealing. this is something that there will continue to be legal briefs on is to decision is not expected on this for several weeks, jim. >> kara scannell, thanks so much. another story we're following this morning, praince harry says it is too dangerous for his family to visit the uk without protection from the police. he is challenging a government decision that would make him pay for such security personally. max foster joins us. harry willing to pick up the tab here, so not a cost to british taxpayers, so what's the objection? what's the issue? >> as you know, he does have his own private security team. he's comfortable with that in the united states, but in the uk he says he needs state support because of the nature of the threat his family faces here. extremists and also people sort of obsessed with the couple, you know, these particular individuals they're concerned about. harry was here last year. his car was chased by photographers. he thought his security was compromised there. as you say, he wants police support and needs that. he's willing to pay for it. but that offer has been turned down by the british authorities. what he did was go for a judicial review hoping the home office, the government, would change their minds about that, allow him to pay for it. this is a point of principle for people you speak to behind the scenes saying it would allow any celebrity to come in and effectively hire british police, which isn't an acceptable position to be in, they say. home office saying the uk's government, the uk government's protective security system is rigorous and proportionate, also some people saying harry knew what he was -- the privileges he was giving up when he left his royal role. so he's now realizing what that involves. but harry obviously very concerned about the safety of his family if he does come back,
