country. he almost died in world war ii, he had a life of service defending this democracy and we honor him today for his entire life. senator dole began his career serving the united states on the battlefields of europe during world war ii as so many here know. 80 years ago this week, on 7 december, 1941, the japanese launched a surprise attack on what we now know as a day of infamy, an attack on our fleet at pearl harbor. senator dole was just a humble kid from russell, kansas, whose family had struggled through the depression, to the dust bowl and on that day, on 7 december, 1941, he was just a freshman in college at the university of kansas. and like many young americans, like you, like my mother, like my father, like many of our mothers and fathers, the surprise attack on the united states on that day invoked his patriotic spirit and began his journey into the hell of combat. second lieutenant dole was assigned to the famous 10th mountain division and we are blessed today to have the commanding general of the current division here with us along with his sergeant major. at the time in world war ii the mountain was in northern italy, fighting in the mountains against a fortified german defense known as the gothic line. bob dole, lieutenant dole was assigned to the 85th infantly and platoon leader for second plattine india company positioned in a small town in northern italy. in the companies mission was to attack and seize hill 913, a small hill located just to the northwest of the town and that hill covered, it was a dominating feature and covered the terrain at the mouth of the valley that the u.s. forces needed to cross. the company, including second lieutenant dole and his second platoon, commenced the attack in the early morning hours of 14, february, 1945. less than 30 days before v.e. day, celebrating the end of the war in europe in may. after only going a short distance, one of the men in front of the column in lieutenant dole's platoon stepped on a land mine triggering an explosion that shattered the stillness of the morning. the world explodes around lieutenant dole and his company and machine guns began to fire and grenades and mortars filled the air as german soldiers concealed in their defensive position opened fire an the 10th mountain. the company commander called lieutenant dole and told him to continue the attack. he gave his platoon the mission to take out the german machine gun nest. lieutenant dole assembled the assault squad and positioned the rest of his men forward to provide covering fire. he was 21 years old. he and his soldiers attacked without hesitation, led by the lieutenant, lieutenant bob dole. initially crawling on their bellies through an open field, and then rushing forward up a hill toward the machine gun. as they closed in on the german position, the german fire intensified and many of the soldiers in second platoon were wounded or killed. lieutenant dole looked around him and he looked for his radio man, his rto, private sims, and he saw him a short distance away, slumped over, not moving. still clutching his radio. lieutenant dole scrambled across the dirt where private sims lay. lieutenant dole grabbed him by the shirt and began to drag him to relative safety of an a nearby bomb crater. they hadn't moved more than a few feet whether an enemy machine gun and shrapnel tore into bob dole's back near his right shoulder. the impact throwing him to the ground. he was very badly wounded. his right arm and shoulder were comp completely mangled, his spinal cord was severely damaged and he was unable to move either his arms or his legs. another soldier, frank kerrar reached out and dragged lieutenant dole, dragged him back behind a nearby stonewall and there by saved his life. lieutenant dole lay there facing up in the dirt, knowing whether he would live or die, unable to move as the battle raged around him and he lay there for ten consecutive hours before medics were able to reach him. india company fought all through the day and into the next day and they finally took hill 913. in the end, india company, bob dole's company and the other ten mountain units fighting for hill 913 suffered 460 casualties of which 98 were killed in action. medics eventually got to lieutenant dole and they evacuated him. he left the battlefields of italy and his war was over. but his fight was really just beginning. for months he was largely con fined to a bed as tom hanks mentioned in a full body cast. he fought blood clots and life-threatening infections and he fought despair and hope. but just as he did in the dirt on hill 913, lieutenant dole refused to give in and as we know he persevered. he heeled and went on to disti distinguish himself in the service to his country many, many times over in both the house of representatives and the senate over a 35-year political career. after leaving congress in 1996, senator dole didn't slow down. he didn't stop advocating for worthy causes and in addition to practicing law and authoring several books he served as a board member for the world food program, he served as a head of the memorial foundation for this memorial and he raised millions of dollars to make this a reality. so today we're honoring a man of deep character and tremendous accomplishment, a long and impressive record of selfless service. he suffered, he endured, and he showed us all what hope can do. so why, why did bob dole do it? why did bob dole raise his right hand in 1942 and swear an oath of allegiance to the constitution of the united states of america? and after being wounded, when he couldn't raise his right hand any longer, he raised his left hand to swear his oath. why? why, knowing the danger. >> we have been watching the ceremony honoring bob dole. we're going to president biden speaking live at summit for democracy. he's taking questions. let's listen. >> i just got back, i just walked here from delivering bob dole's eulogy so i haven't seen the report. i will take a look at what the supreme court said. i don't know what it said. i don't know what it said because the last tee hours i've been involved with bob dole's eulogy and funeral. and but i will have a comment. >> -- the law remains in tact. >> i'm not going to comment on something that i don't know yet. but i will comment. thank you all so much. >> are you going to -- [ inaudible question ]. >> the president taking just a question about a cbo score that came out today. let's go go back to the memorial for late senator bob dole. >> no matter what the color of your skin, it doesn't matter where you came from or what your last name is, it doesn't matter whether your catholic or proddest an or muslim or je wef and it doesn't matter if you're rich or poor or for the city or the country, under the colors of red, white and blue, in this country, bob dole knew that we were all born free and equal. and in this country, you're going to have an opportunity, you're going to rise or fall based on your merit, your talent, your skills, your attributes and you're going to be judged by the content of your character, your integrity and your perseverance and your willingness to serve. he fought and more importantly he lived for an idea. an idea that said a kid from kansas, some small town who could make it through the depression could go to college, play sports, become an officer in the army, go to law school, run for congress, become a senator and run three times for president. he fought and lived. he fought and lived for that idea. and he built this monument to the other 16 million who fought and lived for that idea. when others would have given up, bob dole never did. when others saw obstacles, he saw opportunity. he continually raised his hand, mangled as it was, to support and defend the constitution of the united states of america against all enemies, foreign and domestic. he served the army, he served the state of kansas, he served his political party, but above all he served his country and he served his fellow americans. bob dole always, always put his country first. he was a great example of a selfless servant of this republic for which we stand and we're all better off for the service of senator bob dole. a member of the greatest generation of statesman and a hero in every sense of word. and may god bless him, may god bless senator elizabeth dole, may god bless his entire family, robin and the extended family and may god bless the united states of america. firsthand and that is the prices are surging. a key inflation report found consumer prices rose by 6.8% over the past 12 months, the fastest pace in 39 years. and this is not just about gas prices. new cars and trucks, up 11.1%. food prices are up with meat and poultry prices rising 13.1%. that is the biggest jump since 1979. and living room kitchen and dining room furniture increased at the fastest pace on record. >> now there are plenty of signs that the u.s. economy is strong, demand is high for goods. gas and energy prices are coming down, and weekly jobless claims dropped to a 52-year low. minutes ago the president spoke about the rising costs effecting americans and how his build back better plan could help. >>in nation is up and there is a direct correlation, why is inflation, well the government is spending money. that is not the reason for the inflation. the reason for the inflation is that we have a supply chain problem that is really severe and it is causing a significant increase in prices, in things that in fact are hard to get access to. because at the bottom, the bottom of it all, is covid. >> with us now are cnn business reporter matt egan and white house correspondent phil mattingly. matt, let's start with you and put these numbers into context for us. >> well, we were bracing for an ugly report. and that is exactly what we got. inflation is hot and it is getting hotter as you mentioned. we haven't seen a price jump like this since 1982. we have a line chart that shows you how prices are going up and it is accelerating as you could see. it is getting worse. it is hard to find any good news here. if there is any, it is that month over month prices actually decelerated but there is still at elevated levels. they are higher than just a few months ago. an what is key is that inflation is hot across the board. a range of products. everything from coffee prices to eggs, to used cars and some of these price hikes are records. full service meals, tools and hardwares, new cars and trucks because of the computer chip shortage, those are record highs. gasoline up 58% from a year ago. what is important to understand is kind of why this is happening and simply put, supply can't keep up with demand. demand is very strong as the economy recovered from covid, but because of covid supply chain can't really keep up. so prices have nowhere to go but up. now the white house points out that energy prices have ticked down and that is true. but gas prices are only down 2% from the peak. that is not enough. there is forecast for them to go lower. supply chains are working to try to unwind that. as you mentioned there is positives in the economy, jobless claims 52-year low and gdp is expected to accelerate, that is great. but the economy is really what people feel and right now they're feeling sticker shock. >> phil, of course republicans will blame the biden administration for the inflation. but you heard him say this isn't about government spending. does this threaten build back better? >> it does. just to be blunt about it. we don't know exactly how much yet but i think the reality is that the president can't afford to lose a single vote in the united states senate which is split 50/50 and the president has one member if particular in senator joe manchin who has made clear that he, for one, is very, very concerned about inflation. and he said that for months on end and the fact that inflation continues to tick upward, year-over-year, down a little bit over the month, is a significant problem. kaitlan collins asked the president if he thought he would secure joe manchin's support and he was honest, he said he didn't know but he will speak to the senator at the start of next week. and those are critical conversations. as you know well, senate democrats are trying to push the build back better plan, that $1.75 trillion package through the u.s. senate before christmas, that is a pretty minimal number of days at this point and manchin has not signed on. so it will determine whether or not manchin is on board. matt makes clear not only did all economists know it was going to be bad, the white house was keenly aware of how bad it could be and the question is now how could they manage the aftermath of these numbers. the president alluded to the hope, maybe some sense that this is the peak and if it is the peak, can you make that pitch to senator manchin and get him on board. but right now it really comes down to an audience of one. are these inflation numbers enough to push senator manchin to say i can't go any further or does he see something in the numbers or what he's told by the president's economic team that gets him comfortable with things for the domestic agenda. >> phil mattingly at the white house, matt, thank you so much. the president just wrapped up his summit for democracy. he's been sounding the alarm on challenges to democracies around the world as authoritarian regimes gain ground. >> the united states is committed to strengthening our democracy at home, and to working with parties around the world, around the globe to prove that democracies can deliver for people. on issues that matter most to them. here at home, that means working to make real the full promise of america, including by enacting both the freedom to vote and the john lewising rights advancement act. because what is true around the world is also true in the united states. the sacred right to vote, to vote freely, the right to have your vote counted is the threshold liberty for democracy. >> well, voting rights advocates agree, much more work needs to be done here at home on america's own democracy. >> joining us now cnn political director david chalian and ron brownestein and jurn journalist of the run podcast. david, one would not fault the attendees to peek over the president's shoulder and look at fight for democracy in his own backyard. maybe he wants to hold this summit in atlanta next time because we know that david perdue is saying he won't have certified the 2020 election. this is the running commentary of the president saying we need to spread democracy around the country instead we have problems here too. >> i don't think biden was hiding from the problems here at all. you heard him just pointed to legislative efforts. the problem is that at the end of that and we're going to get it done, but there has been no movement to actually get those domestic protection efforts legislatively done. not with the 60-vote threshold in place, not with senators like manchin an others opposed to any filibuster reform. so he's protecting democracy here at home but without a real path to how to go about doing that. >> yeah, mara, therein lies the rub which he's put so much sweat equity into the build back better plan and infrastructure, none of that matters if we lose our democracy to autocracy. none of it matters. but i'm not sure what else the president, clearly people are calling for him to put as much energy into things likes gentlemen tauf -- like he just talked about, the freedom to vote act but can he change the filibuster and do all of that. >> that's the problem with the optics of what is happening right now. he's on a global stage presenting the united states as the self-appointed voice for democracy when you hear this valid criticism, people are say you can'tine get legislation passed and your party is in control of congress. people are saying how you could be the leader for democracy less than a year after an attempt to over throw the government. so on a goble stage they presented themselves to the leaders and they're the one that put together the list. so you have countries like china and russia saying wait a minute, who made you the arbiters to decide what -- who is eligible to come sit at this table. and there are so many issues taking place as home. so that is the rub that he's up against right now. but you certainly understand why you would want to have this pep rally. you want to reaffirm the values at time when they're most under salt and the democracy is most vulnerable. >> ron, we love having you on because you're the statistics guy and these voter restriction laws disproportionately impact an the support among blue clolar blacks and hispanics has slipped. is this central to that kind of loss of support, no progress on something like this? >> it is an interesting question, victor. look, this is absolutely a hinge point in american history. there is no question about the trajectory we're going to see if the administration and democrats in congress cannot establish a nationwide floor of voting rights. it is pretty clear that in the coming years we're going to see the biggest retro regression of those rights and the biggest diversion in how the rights are available since the voting acts in 1965. there is no question about where we're watching a conspiracy being organized in plain sight with trump consolidating his control over the republican party and moving to put people in place in terms of election administration that will try to tilt the next election. and this is really just a fundamental choice that looms far i think beyond even what happened to the build back better act for democrats. phil mattingly said there is an audience of one on the the build back better act. you could say the same thing on the prospects of legislative action to create this nationwide floor of voting rights but beyond that there is the question of will administratively, the justice department is doing enough to kind of parallel what the january 6 commission is doing in terms of looking to impose legal accountability on those who the evidence shows more clearly every day, plotted to overturn the 2020 election. so yes, it is a big legislative question, is joe manchin willing to be the grave digger of a nationwide set of voting rights but there is also a legal question for the administration on questions on matters that with within their own per sue. >> and david and we're seeing these trump loyalists and people who have propagated the lie installed in important positions of election over sight in different states so that whatever happens in '22 and 2024, that, you know, there might not be as many guardrails. that is the first thing. but as ron is also talking about and has written about, that democrats are losing the culture war. so many of the demographics that used to be in their camp, such as hispanics, some blacks a chunk of white voters. >> yeah, i mean i don't know maybe ron will disagree, i don't know that i would put voting rights into culture wars necessarily in this context. but there is no doubt as ron has long identify that the political divide in our country being one where you have a college educated group of voters who are more and more in line with the democratic party and a non-college educated group of voters more in line with the republican party and now things like race are sort of subset to that. it is the defining line to so much of this. but let's gist deal with what you started with, alisyn, about allies being installed and 2022 and 2024, we could look back and the attempts of donald trump and his allies to overthrow a legitimate election in 2020 could end up looking like child's play because in the future elections, if indeed those people are put in place and the guardrails are removed, they could be successful at the coup. we've been covering an unsuccessful coup in the 2020 fallout. but there could actually be a successful one here and that is a real concern. victor, you mentioned david perdue, think about this. here is a former senator running for governor, a serious contender to be governor of a major state like georgia, and his entire rational for his candidacy for his interviews is that his brian kemp can't win because he certified a legitimate election in 2020 and david perdue now said he would not have certified that election. that was counted and recounted three times. that is a major cause for concern about the path forward here. >> and we should remind people and i said it yesterday, i'll say it again, what david purr de is saying that he would have broken the law to try to appease former president trump. david chalian and mara and ron, thank you all. the supreme court said that court decided to leave in place that controversial texas abortion law that bans procedure after six weeks of pregnancy. >> but the justices also ruled that abortion providers have the right to challenge the law in federal court. cnn's supreme court analyst joan joins us now. so what does this mean? >> good afternoon, alisyn an victor, it means that the law that conflicted with the 1973 roe v. wade will stay in effect in texas for more days, more weeks, maybe even more months, since september 1st this law that bans abortions after about six week pregnancy has been allowed to take effect and driven many women from the state to get medical care to neighboring states. the justices today said that the abortion providers who are challenged the law do have some ability to sue to get protection from the law. but they did it on very -- if a limited way. the whole case will go back to a lower court young that will decide what kind of protection the clinics will have. the state passed a law that deputyized private individuals saying they have no responsibility for this law but still there is this prohibition on abortion after six weeks and anyone who successfully sues someone would helps a woman obtain an abortion could win at minimum $10,000. so that has had a very chilling effect on abortion clinics and chief justice john roberts even referred to that in his partial dissent today saying look at what has happened to a right that the supreme court you know, hadden acted and allowed for back in 1973 and just look what it's done to chill -- to chill abortion providers in the state. strong statements from the chief justice who is normally against abortion rights and it shows how far the balance of power has gone on this supreme court toward the right. >> the dynamic has change changed. let me ask you about the mississippi case. it is not that long since we heard the oral arguments there. the ban at 15 weeks. what do you think the impact is on that case. >> that is really the bigger question here. because right now this is a texas dispute, how this unfolds will only effect women in texas, significant but not as significant as the mississippi case that is a full scale attack on a nationwide right to abortion that the justices had declared was part of the constitution. and that case really is going to, you know, have many more reverberations nationwide. i think is means that chief justice john roberts who appeared during oral arguments for that dispute from mississippi on december 1st to be looking for a compromise, trying to pick up at least one justice to his right to have a ruling that would certainly roll back abortion rights but not completely, completely gut roe v. wade and seeing what came out today suggests that there is a momentum that is certainly going very hard against roe v. wade and against the 1992 precedent that upheld it. so i think the chief justice has a very tough task and even when he was trying to go for, victor, was not even anything that would have affirmed the essential right to abortion, but would have at least minimized the change in america to reproductive rights. >> joan, thank you for walking us through all of that. health care workers in covid hot spots are exhausted and again on the brink of burnout heading into the winter months. covid-19 hospitalizations have increased 40 percent over a month ago. >> scientists are figuring out the omicron variant as some early data is starting to come in. we have the latest. >> reporter: u.s. covid-19 cases on the rise again. now averaging nearly 120,000 new infections a day. up more than 50% over a month ago. case numbers increasing in 26 states, hospitals strained and in hard-hit michigan, ohio and arizona. indiana now the latest state to call on the the national guard to help overwhelmed hospital workers. >> the hospital beds an the monitors don't feel that our -- we are tired. our people are incredibly tired. >> the surge is definitely upon us. >> and in new hampshire, the governor warning -- >> it is going to be a rough winter, there is fono doubt abo it. >> the nationwide surge driven almost entirely by the highly contagious delta variant. >> we need to be a war time footing because we are at war an with an enemy killing 1200 americans a day and i don't see it. >> doctors say most of those hospitalized are unvbaccinated and with the virus maufrping across the country. >> you're either going to be vaccinated or recovering from covid or dead. >> as the the u.s. prepared to mark one year since the first shots went into arms, the pace of covid vaccinations is up 40% over a month ago. with nearly 460,000 people getting their first shots each day, and some 2 million total doses administered a day. about half of them booster doses. early studies suggest boosters increase protection against a new omicron variant. dr. fauci telling cnn the national institutes of health will likely have data early next week from lab tests on vaccine effectiveness. meanwhile, in south africa, where omicron was first detected, evidence it is spreading faster than delta. >> we have about two weeks of data that show the doubling time is faster than we saw with the delta variant or the beta variant. so there is now stronger evidence that it is more highly transmissible. >> reporter: but there aren kirraging signs. >> the cases tendon the whole to be piemilder with fewer requiri oxygen. it is emerging an confirming what we know and no red flags at this stage. >> reporter: so no red flags at this stage. now a new cdc report out today shows most of the 43 people known to have been infected in the u.s. had mild symptoms but some 80% of the them had been fully vaccinated and 14 of them had already had booster doses. the most commonly reported symptoms were cough, fatigue, congestion or running nose. this is early stata and the clinical severity will become better understood as more cases are identified and investigated. >> thank you. let's bring in now dr. peter hotez, professor of medicine at baylor college. thank you for being with us. before we get into omicron, i want to talk about delta and surge we're seeing. 50% increase over the last month of new cases, 40% increase over the last month of hospitalizations. is this the seasonal surge that we should expect, or is something else at play here. >> yeah, that is it. i mean, mother nature told us what she's going to do. she gave us a big delta wave across the south in the summer and then it went down in the fall and then there was a big surge in the winter. so there was -- i'm sorry there was a surge in the south last year, in the summer went down and it went up again in the winter and now it is doing it again except this time it is delta which is more transmissible. and unfortunately, victor, we've only vaccinated 60% of the country. that is fully vaccinated. that means 40% is not. and so that is what is happening right now. delta just sweeping through all of the northern midwest and now moving down into indiana and ohio. it is going to be another terrible winter from delta alone, not to mention the fact that now we've got the omicron variant here. >> you know, dr. cara swan miguel marquez throughout the course of these two years going into hospitals around the country, particularly in michigan, and talking to patients and talking to doctors, and it's so stunning his findings, it's heartbreaking, it's revealing. another little snippet in michigan, the vast majority of people who are hospitalized and the huge majority of people who are dying are unvaccinated. here's a little snippet of a conversation miguel marquez had with one of the patients. >> i didn't want to be vaccinated. >> you didn't want to be vaccinated? >> no do you think you'll get vaccinated after this? >> no. >> why? >> i should be okay now. >> you think? >> yeah. >> i think that she was there for a week. so obviously you have to leave people to their own devices, doctor. you know, if they choose at some point, it's personal responsibility getting sick, even dying, but as a doctor, what do you think when you hear that? >> you know, alisyn, since june 1, we've now lost looking at the numbers 150,000 unvaccinated americans to covid, 150,000 people threw their lives away because they refused to get vaccinated. that is the depth and breadth of this problem, i don't know what you call it anymore, some call it misinformation or disinformation. this is mass self-immoelation on a scale we have never seen, and it's all coming mostly coming from anti-science, anti-vaccine aggression from the political right, from members of congress, conservative news outlets and the contrarian intellectuals, and pseudo intellectuals, and guess what, it's just about to get worse again because we're getting another delta wave, and i predict that number of 150,000 unvaccinated americans who died is about to double. and what that means is we're looking at 800,000 deaths by the end of this year. we could hit the million mark by first or second quarter of next year, almost all unvaccinated. and that's not even thinking about omicron and now we just got some new data in from the british u.k. health security agency, and unfortunately, it confirms some of the things that we were worried about from south africa. one, it confirms that in the u.k. omicron is more transmissible than delta. we were kind of hopeful maybe that was a oneoff with south africa, it wouldn't hold up. doesn't look like that way. looks like it's being reproduced in the u.k. we got our first vaccine effectiveness, that's preliminary from symptomatic illness. if you get that third immunization, and i stress it's critical that you get that third immunization to get that big rise in virus neutralizing antibiotics, you're looking at a 70 to 75% effectiveness from symptomatic illness, so not as good as it was versus the delta variant, and then one last piece is we have some additional data out of germany showing that that rate of protection may decline pretty quickly after you get the third dose versus omicron because you're getting a drop in virus neutralizing antibodies, so this is going to be a pretty hellish winter, i'm sorry to say, based on people refuse to go get vaccinated and the fact that now we're going to have this mixed infection of omicron and delta. >> and a terrible tragedy for the health care workers who are climbing this peak again. miguel introduced a woman in his story, a nurse there who went home and had to hide from her children because she cried at the end of these days, going up that mountain as we saw the cases grow, hospitalizations grow. >> we all do, victor. we're all in to cnn. the january 6th committee just issued six new subpoenas. >> one of those subpoenas is for a former trump aide now running for congress. let's get right to cnn's paula reid in washington. she has the list, who's on it. >> this list targets people involved in staging the rallies on january 5th and january 6th. they are not household names, but there is former trump aide and current ohio congressional candidate max miller. according to the committee some of these people had direct communication with the former president about the january 6th rally. now, this latest batch of subpoenas comes among the dozens of subpoenas the committee has sent out, and it's interesting over the past about 48 hours, we have seen a real show of force by the committee. they have hit some road blocks over the past couple of weeks with several trump loyalists throwing up various road blocks, different ways they did not want to cooperate, asserting their fifth amendment right or saying they're going to assert executive privilege. it's interesting yesterday, we saw four key figures in the investigation paraded up on capitol hill in front of cameras, just as a show of force for the committee to really sort of drive home the point that they are getting work done, and yesterday of course the committee also had a big win at the court of appeals which ruled against former president trump in his
