♪ >> announcer: live from london, this is "cnn newsroom" with isa soares. hello, everyone. welcome. it is friday, october 15th, and we begin with news breaking overnight where former president bill clinton is recovering in a california hospital now. he's been there since tuesday, being treated for an infection in his bloodstream. doctors say he's in good spirits and is responding well. cnn's chief medical correspondent sanjay gupta has all the details for you. >> reporter: what we know is that on tuesday, the president, who is in southern california for a foundation event, he was not feeling well. the former president said he was sort of fatigued, not feeling well, but it was concerning enough to him and his staff that they took him to the hospital, university of california-irvine, where he was admitted to the hospital and subsequently diagnosed with a blood infection. as they investigated further, they found that this was something known as uro sepsis. that means a urinary tract infection that then spread to his blood stream. a couple important things. the former president has a history of heart disease. he had a heart operation in 2004. he had stents placed in 2010. but talking to the chief of medicine out there and his primary care doctor, they said this is not related to his heart. they were definitive about that. also everyone tested for covid nowadays, especially if you're coming in for some sort of infection, and they say this is not covid. the president has received his vaccine and has received his booster. they say this was definitively an isolated blood infection related to his antibiotics in an iv form. they say he responded well to those. he started feeling better, his white blood cell count started to trend downwards and they found his fever started to go down as well. so, tuesday, wednesday, thursday now friday, he is receiving a few days of these antibiotics and may be able to get discharged either later on today, tomorrow, at that point on all antibiotics. that's what the doctors are telling me. so it's obviously a good sign. now, i will point out that, you know, when someone transitions from iv antibiotics to oral antibiotics, it's typically because they feel the iv antibiotics has done most of the work and now the oral antibiotics can finish off the rest of the treatment course. as we get more details about what's going on with the former president, we'll certainly bring them to you. >> sanjay gupta there. well, clinton's spokesman said in a statement he is on the mend, in good spirits and incredibly thankful to the doctors, the nurses and staff providing him with excellent care. of course, we wish him a speedy recovery. i want to take you to washington now. u.s. lawmakers are moving forward this morning. criminal contempt charges against steve bannon. the former trump aide refused to show up for a deposition for the house investigating the capitol riot. it shows the violent mob pulling police officers from inside the capitol out into the crowd. prosecutors say the man pulling him yelled, i got one. stomped his badge and threatened to kill him with his own gun. it's hard to see a rioter is jabbing the taser into his neck. steve bannon did not work at the white house on that day on january 6, but he was in touch with donald trump. investigators want to ask him about comments like these days before the riot. take a listen. >> all hell is going to break loose tomorrow. and tomorrow it's game day. i met so many people, man, if i was in the revolution, i would be with washington trend. well, this is for your time in history. >> what does that all mean for bannon? ryan nobles has more now on this story. >> reporter: on deadline day for trump allies to cooperate, the january 6 select committee made good on their threat to, quote, not mess around. the committee chairman, bennie thompson, announcing the committee is moving ahead to hold steve bannon in criminal contempt. the select committee will not tolerate defiance of our subpoenas, so we must move forward with proceedings to refer mr. bannon for criminal contempt, thompson said in a statement. that kicks off a process. once the committee votes on it, it will go to the entire house of representatives before being referred to the department of justice to act on. >> today we have an attorney general that respects the rule of law, who upholds the principle no one is above the law. we expect those subpoenas to be enforced and enforced with prosecution. >> reporter: the former white house counsellor and trump booster, bannon went to great lengths to defy the wishes of the committee. sending them two different letters to say he was deferring to the former president who directed him not to testify because the information is protected by executive privilege. a claim legal experts don't buy. the other thing about steve fo taking aim at patel. >> patel was a form nunes staffer who was a deposition of the principal in the trump administration that the more willing you were to do anything the president wanted, no matter how unscrupulous -- >> called -- >> the faster you could rise. and he rose phoenix-like through the trump administration. one position after another, even being contemplated to take over the c.i.a. >> right. so basically more -- >> i view it more like an evil zeleg. >> reporter: they postponed the deposition of former chief of staff dan scavino because they were only able to serve him last friday. meanwhile, the white house will not stand in the way of the committee's request to obtain thousands of documents from the trump administration from the national archives that trump also claims are protected under executive privilege. the move likely triggering another legal battle in the fight to uncover who is responsible for the insurrection. a referral for criminal contempt of congress is very unique. in fact, the last time that it happened was during the regan administration. but the select committee hopes that it is enough to convince anyone looking to defy their subpoena, that they are taking this very seriously. and to that end, the committee chairman, bennie thompson, telling cnn on thursday, that there is one person they have not ruled out a subpoena for, and that's the former president donald trump. ryan nobles, cnn, on capitol hill. well, some legal experts say subpoena for the former president is unlikely at best. so cnn asked january 6 committee member how realistic it is to him. take a listen to his response. >> it is realistic. i mean, we're not going to jump to doing that immediately because obviously that's big. there's a lot of people that know a lot. but i'm going to tell you, i know the members of this committee. we've been meeting a lot. we're talking about these issues. we are determined to get to the bottom of what happened. i think what you're seeing with the potential criminal referral by -- of steve bannon by the committee, hopefully if people misinterpret anything else, interpret this. we're serious about this. and anybody that is either being subpoenaed now or will be in the future, think twice before you reject a lawful order from congress. >> now, if steve bannon is found to be in contempt, he could face a fine and up to 12 months in prison. the process is seldom invoked and rarely leads to jail time. but a former attorney says the threat is already bringing results. >> they're getting a ton of information, an ingredient in that is not just the carrot, but the stick. and this bannon contempt, however long it may take, is the stick. i think it will bring other witnesses to step forward. so, it's a good move. >> well, donald trump released a statement saying the january 6 committee should hold itself in criminal contempt. he says republicans won't vote in 2022 or 2024 nunless the election fraud is solved. now, vaccine advisers to the u.s. food and drug administration have endorsed moderna's covid booster shots. they are recommending emergency use for adults over 65, and those at risk of severe disease and exposure. the advisers will vote on johnson & johnson's booster shot in the coming hours. in november fda advisers will discuss an antiviral pill. it was meant to treat mild to moderate covid in high-risk adults. meanwhile, in florida the governor is threatening to immediately contest the u.s. government's vaccine mandates for federal workers. it is scheduled to take effect next month. >> they're trying to exercise control over people and they are trying to create two classes of citizens. i think some of it is politics. i think they think that the people that don't want to be vaccinated are their political opponents. >> well, meanwhile in chicago, a battle is brewing between the city and the police union over vaccinations. today is the deadline for officers to tell the city if they've been vaccinated against covid or be put on unpaid leave. but the union says the requirement will lead to many officers being off the streets at a time when gun violence is skyrocketing. omar jimenez reports. >> our institution is that people will comply. >> reporter: chicago mayor lori lightfoot is doubling down. >> it's pretty straightforward. are you vaccinated or not? if you are, you up load your information. if you're not, then you go to a separate page and you indicate that, and that you'll be taking the testing option. >> reporter: at the center of it all is the city's requirement to disclose vaccine status by friday. city employees, including police officers who don't comply, would be placed on unpaid leave. >> do not fill out the portal information. >> reporter: the president of the police union claimed this week, without corroboration, it could lead to a police force at 50% or less this weekend. now telling officers to refuse direct orders on the mandate from police leadership, and even record it on body camera. >> the leadership is so ridiculously poor at the top of this department who are now pushing back on this mayor, saying stop it already. but they're not. they're literally doing whatever she tells them to do. >> reporter: leadership at the chicago police department called the policy mandatory. >> i know the residents and businesses have expressed concerns that the department will not be properly staffed heading into the weekend. i can assure you that this is not true. chicago police department will be fully staffed and ready to protect the citizens of the city. >> reporter: on the vaccinations, employees who are not fully vaccinated by october 15th, including employees who have received an approved medical or religious exemption, must undergo regular covid-19 testing on a twice weekly basis. with tests separated by three to four days until the end of the year. this standoff comes after all four chicago police officers who died in the line of duty in 2020 died because of covid. even the previous chicago police union president died of covid earlier this month. but shootings are up 11% compared to last year, and up almost 70 compared to the year before. leaving no room for a shortage of officers heading into the weekend when violence typically surges. in a letter to mayor lightfoot, two city aldermen are urging her to drop the mandate. we could lose officers if they get severely sick or die from covid-19, or we macon y confron further unraveling on our streets if officers decide not to work because of the mandate. for now we are asking you to reconsider. the mayor not backing down. >> but our goal is to create a safe workplace, and the best way that we can do that, the biggest tool that we have is by getting people fully vaccinated. >> reporter: omar jimenez, cnn, chicago. >> well, the u.s. will donate more than 17 million johnson & johnson covid-19 vaccines to the african union. u.s. president joe biden made the announcement when he met with the kenya, president of kenya on thursday. the johnson & johnson vaccine is in high demand in africa due to its single-dose vaccination style and flexibility for storage as well as transportation. the move is part of the biden administration's effort to help countries around the world struggling with covid outbreaks. now, italy is ramping up its vaccine mandate in a major way. starting today all public as well as private sector employees need a so-called green pass to go to work. those who the flaunt the rules will face a steep fine as well as suspension. live for us in rome with the latest, bobby, it is one of the toughest vaccine mandates in the world. how is it being received there? i mean, does it have the support of most italians? >> reporter: yes, you know, there is a great deal of compliance. this is the green pass. everyone who pulls a paycheck has to have this as of today. there have been protests, though, by those non-vax components of the society. we saw violent protests last weekend. we are expecting demonstrations this afternoon as well. most of the people in italy have been vaccinated. they've already started the booster program here. so there is a lot of support for it. but those who are against it are very, very vocal as we saw last weekend. they broke into the labor union headquarters, destroyed a lot of property. and this afternoon they're not expecting big, big crowds, but we'll see. this does become very difficult if you aren't vaccinated. you have to prove a negative test. that has to be done at your own expense. so it becomes very difficult for those who don't want to be vaccinated. and the people who are against it just don't think the government should be involved in people's personal health to such an extent. >> bobby for us in rome. >> important context there from our ben wideman in beruit. thanks very much, ben. good to see you. now, hundreds more are fleeing their homes as lava spews from the volcano la palma in the canary islands. we've been showing you images every day. it's been erupting nearly a month. 6000 people have been displaced. the lava has destroyed more than 100 structures. the strongest magnitude 4.5. in california, warm temperatures and strong winds are increasing the danger in sacramento county where this fire has flared up. officials say it was human caused, but exactly how is still unclear. so far it has burned at least 50 acres, destroying some camp sites used by homeless people. cnn meteorologist derek van dam has more for you. derek? what are you learning? >> reporter: no, for the time being the police are being very cautious about describing any motive about the attack of wednesday night. there is that history of radicalization you and i were speaking about yesterday, isa, that emerged yesterday morning after their first press conference. but they are saying there had been history of radicalization, there were worries before this contact with police in the past. we have to wait until the outcome of the investigation to know precisely what the motive for the rampage of wednesday night was. the very latest, isa, is the arraignment has gotten away in the town of drummond. the suspect had a psychiatric evaluation. he has been handed over to health services. he is, we are told, by local police, cooperating with the investigation. just to give you an idea of what the town looks like this morning, this vigil has been set up. people continue to come and pay their respects to mourn his victims, those five people who lost their lives on wednesday night. this is the sort of town, isa, very quiet, very residential where everyone knows everybody else. so you can see it in the faces of the people who come here to lay flowers, to light candles, the tremendous sadness, the grief that this entire town is going through. that is also being felt nationwide as king herald, the country's king pointed out, this is a small country, and everyone here in norway is feeling that pain very keenly, isa. >> melissa bell for us in norway. thank you very much, melissa. now, investigators looking into a deadly building fire in southern taiwan are focusing on a couple who was often seen on the first floor. taiwan's official news apgt city says firefighters found a used incense burner following thursday's blaze. authorities suspect the woman lit the incense which led to the fire. the massive flames gutted the structure killing at least 46 people and injuring dozens more. local officials are now checking if similar buildings in the area comply with fire safety regulations. now, we have been reporting about china saber rattling against taiwan in recent weeks here on the show, including military flights near the island, and landing drills across the sea. but we now want to show you another side of the equation, and take you to streets of taipei where the attitude over china's intimidation campaign is for some really no big deal. will ripley joins me now from taiwan's capital with more. the thing is, will, you and i have been talking for several weeks about these rising tensions, rising rhetoric between china and taiwan, where we put the political comments and political sphere aside. what is the mood on the street? er >> reporter: people are happy that the weather is starting to cool off and it's not raining and they can get out and enjoy their weekend, isa. this is a capital city of a small island that is living essentially under the constant threat of a chinese invasion, and yet you would never know it. people are living normal lives and enjoying themselves for the most part. we couldn't find a single person when we interviewed a number of people on the street. i mean, we went to a number of different locations, parks, to talk with senior citizens, bubble tea cafe to talk to young people. we talked to a high school student. we talked to business owners. nobody was really that worried about, you know, what could actually happen. if you listen to the rhetoric in chinese state media, just today the global times put out this fiery commentary saying that reunification is the only possible outcome of a peaceful -- of a peaceful solution. so, in other words, we'll talk to you, taiwan, but the only way that those talks are going to end is that you are absorbed back into mainland china. i mean, okay. what reality is that a fair negotiation? certainly the perspective of the leaders here in taipei who say that the people's republic of china have coveted this island 40 years. they have never had jurisdiction because this island has its own democratically elected government and its own military. but the reality is mainland china's military spans about 15 times as much on defense budget even though taiwan is pumping billions of dollars into new weapons, a lot of them from the united states. taiwan's strategy is to rely on friendships, not formal diplomatic alliances. china made sure taiwan doesn't have a whole lot of formal diplomatic allies. friendships with democracies with the united states, like japan, like australia. and they're hoping those friendships will convince china that if they were to try to make a move on this island, militarily, at least, it would be extraordinarily costly on multiple fronts. not to mention the fact that there is also a disinformation warfare campaign being waged on this island. it has one of the most free internets in the world, and that makes it very vulnerable to fake news stories being planted and believed by a segment of the population. so, isa, much like the stroke of a pen changed hong kong for the foreseeable future, perhaps one election, enough people believing fake news, could also change the landscape here in taiwan. >> briefly, will, taiwan has been pretty -- the authorities have been pretty outspoken there. do people support that? >> reporter: well, it's really divided. there are some people who feel the previous government which kind of presided over decades of stability, of increased economic and cultural ties by acknowledging things like the 1992 consensus. basically kind of saying the right words that calm down the leaders in beijing. but there are people who also feel that this government needs to work harder, needs to push back harder because they china launched three astronauts into space. they say the crew will spend six months at the space station which is still being built. there is more evidence of the increasingly vigorous space race between china and the united states. >> reporter: 90-year-old star trek actor william shatner blasted into space, becoming the oldest man to reach such heights amid great fanfare in the u.s. >> oh, wow. >> reporter: thousands of miles away here in the gobi desert, china's latest space mission won't set any records, but it is a major step forward in this country's fast-growing and increasingly ambitious space program. cnn gaining rare access to the satellite launch center in northwestern china. shin jo 13 carrying three astronauts to the soon to be completed space station called heavenly palace. china has touted their space station as next generation, an alternative to the international space station. but the 15-country iss has already been occupied for more than 20 years. the u.s. poosed a law barring china from participating leading experts to question. >> if we brought china in to work with us on iss, would china felt as compelled to develop their own fully independent program as rapidly as they have? >> reporter: it's hollywood's portrayal coming to reality. sandra bullock's character on gravity saved by a chinese space station on her way back to earth. she told us in 2015 it is her favorite film. she is one of three chinese astronauts on this mission. the crew includes a newcomer to space travel, 41-year-old who took part in cave training with astronauts from five countries in 2016. >> translator: i hope one day i can fly with other international astronauts in space and welcome them to visit china's space station. >> reporter: but western astronauts will need to study up first. these operation interfaces are in chinese, and china state media reports that european astronauts are already taking language courses so they can visit the chinese space station. despite a late start in the space race, china is rapidly catching up. it it is still leading with plenty of head grabbing launches and the long history of success, putting 12 men on the moon. but the more pressing challenge, prioritizing the multi-billions in funding needed for the u.s. to hold on to that lead. some experts believe the added competition from china might fuel more innovation. >> if you're somebody who wants to see humans land on mars and more scientific probes throughout the solar system, gee poe political competition is probably not the worst thing in the world. >> reporter: while captain kirk is helping capture u.s. imagination in this tightening space race, china's three astronauts now embarking on a six-month mission, the country's longest yet to secure their footing out of this world. david culver, cnn, satellite launch center, china. now, britain's queen elizabeth was overheard addressing the lack of action on tackling climate change. she was attending the opening of the welsh parliament when her remarks were captured on video. p.a. media reports the queen referenced the upcoming u.n. kite matt summit in glasgow and said, i don't know who is coming. in a separate clip she said, it is irritating what they talk and don't do. referring to world leaders. her remarks come the same day prince william remembered he criticized space tourism. he told bbc we need the greatest brains fixed on trying to repair this planet, not trying to find the next place to go live. still to come right here on "cnn newsroom," the virginia race is tightening. both donald trump and biden are stepping in to help their party's candidates. plus thousands of workers go out on strike and show the pendulum is really swinging on the nation's job market. did you know that even after you sanitize a surface, every touch can leave new bacteria behind?
