vowed to lift bans on overseas travelers. as coronavirus numbers continue to trend in a positive direction, obviously down. 38 states holding steady. 44 states are seeing cases tphrtline or decline. priscilla alvarez with more on this easing of travel restrictions. this is a big announcement. >> reporter: this is significant for local businesses who rely on cross border travel and have struggled to stay afloat. change is coming and it's coming in a phased way. starting in early november, fully vaccinated foreign visitors will be able to cross the border both mexico and canada, for nonessential reasons. that is visiting a friend or family or for tourism. then in january of 2022, the vaccination requirement will apply to essential travelers like cross border trade which has been able to continue over the course of the pandemic. now, the current set of restrictions are set to ebg pyre october 2021. but officials say they will remain in effect until early november, which they have not yet disclosed the date of when that will be. but a decision coming soon. it's a welcomed change. it's one that lawmakers applauded tuesday evening. brian higgins put it simply, it is a sigh of relief for those border communities. >> yeah. early november, when is that? we're still trying to figure that out right now. but let's say you're in canada, you're in mexico, and you have been vaccinated but with a different vaccine than is considered, say, acceptable or available in the u.s. then what? >> this comes up a lot with astrazeneca. officials were asked that decision. they said they are a wading for a decision by the cdc. they pointed to an earlier decision that noted who fda authorized vaccines will be accepted for air travel. they anticipate a similar decision here, but it has not yet come down, brianna. >> priscilla, thank you so much for that. joining me is annette lopez, columnist at "insider." so great to see you. i have friends who are canadian and they haven't seen family in nearly two years. that's one thing. but for businesses along the border, erie county in new york, they've lost tens of millions. >> the economy is still wonky. this pandemic was expected to recede in the summer. in august, september, it came back with a vengeance. so we are seeing it still has a lot of weirdness to it, especially when it comes to trade. we are seeing weird supply shortages and odd bumps on the roads, trails, airways from asia to here in the united states. and so it will be a big deal. but it's still going to be a minute before the economy normalizes. >> it is huge for tourism. >> you talked about how wonky this economy is. >> yes. >> one of the wonkiest thing that happened is in august 4 million people quit their jobs in the united states. this is people leaving by choice their jobs. what does it tell you? >> well, one of the first things it tells me we have an issue with caregiving in this country. splotchiness of the school system in september prompted a lot of women to stay out of the job market. and also to say, hey, you know, if schools aren't going to be dependable, we need to make sure we're staying home with our kids and taking care of them. that's one thing that addresses. the other thing is addresses is america is weird. in this moment instead of clinging to a field that is certain, they are going to something new. it is a testament to the weirdness of the american spirit that we're just like, screw it. let's just start something new. >> i think it's hard for economists or scientists to measure what's going on here because the pandemic has caused people to make different choices and reevaluate what is important to them. one of the things you say, we might need a psychologist. >> behavioral economist might be able to figure out the rationality in this moment. in the automotive industry, there's a chip shortage. that has stalled some production in car manufacturing. so that's -- that made that industry weird. that's all different pockets of the economy that are not the same way they were. people's jobs have changed. that prompted americans to rethink how they participate in the workforce. >> i know you had a chance, you have had 18 months to figure out what's important to you. . >> and people made due. they have moved in with family members, across the country to get out of cities and to be with their families. it's just an odd time. >> maybe it's not important to you to have a job that isn't fulfilling. . >> maybe it's not. . >> it's hard to measure over time. but we have to watch. and it will have an impact in the coming weeks and months. linette, thanks so much. >> thanks for having me. beam me up, bezos. you are looking at live pictures in texas where in a few hours 90-year-old william shatner will liftoff to the historic edge of space. kristin fisher is live at the launch site in vanhorn, texas. it makes this so much more fun. i know that's the whole point of why he's going, kristin. >> reporter: it really is. he is blue origin's special guest. i don't think captain kirk ever had to deal with weather delays when he was commanding the star ship enterprise on "star trek". but they had to deal with two wind delays at launch site 1. but this morning all systems a go. this is going to be a quick sub orbital trip, up and down, 10 minutes total. about four minutes of weightlessness. then they will be landing -- the capsule will land in the desert right behind me just about 10 minutes after. in addition to shoter in, he will be joined by audrey powers. they are not paying. but there are two other paying customers, two tech entrepreneurs. and the four of them have been training together and living together in a nearby astronaut village. i had a chance to meet with them and jeff bezos last night, the night before launch. it really has the feel of this remote texas ranch. it's very rugged. it is kind of the whole idea here. and william shatner has spent a lot of time talking about how excited he is but how terrified he is. that is refreshing to hear. i don't think i have ever heard an astronaut talk about how scared they are before a launch. that is emblematic of this new space tourism we are entering into. the new shepherd rocket has had 17 successful consecutive launches. the faa currently reviewing safety concerns that were brought up by 20 current and former blue origin employees complaining about a toxic workplace environment where professional dissent is actively stifled. just a ton of attention on blue origin right now, both good and bad. who can argue, who can be upset with sending the original captain kirk into space. that is something "star trek" and "star wars" fans can get behind, right? amerisave.com. doctors sounding the alarm about an uptick in advanced cancers. some think this could be a consequence of delayed cancer screenings in the early days of the pandemic. jacqueline, how concerned are doctors about what they're seeing here? >> brianna, doctors i've talked to are very worried about what they're seeing. some say this is impacting low-income communities and people of color the most. now, of course more time is needed to collect the data to confirm what physicians are observing is happening on a national scale. i spokes with dr. randy hicks, ceo and co-owner of regional mal imaging in michigan. he has been keeping a close eye on the mammograms. he said, no doubt bit, we have unfortunately seen some advanced cases this year in the communities that we serve. likely due to women postponing screening. brianna, just to give a sense how much of a decline there was in screening last year, one study found when you look at the data in april 2020, breast cancer screening was down 87%. cervical cancer screening, down 84%. those declines continue. they did get a little better. in june 2020, breast cancer screening down 39%, cervical cancer screening down 40%. the bottom line is, doctors say if you had to cancel an appointment last year or cancel your routine screening, now is the time to get that appointment back on schedule. if there's anything going on with your health, you don't want any more time to go by. >> no, you don't. i had concerns when i had my scheduled mammogram. i went in. they are so careful at the hospital. people should not be discouraged. in texas, working to reach those who are on the fence about those getting vaccinated or don't have access. a nonprofit group is focused on helping 1 million people in some of the hardest to reach communities. cnn's miguel marquez, who has been so many places in this country fighting covid, with some positive news. >> and it is nice to say there is hope for people out there who are unvaccinated. look, this group is not just doing it in texas. they are looking at several different states trying to get to the people who are most vulnerable and get shots into arms. zefina considered getting the vaccine for months. now he is more worried about the virus than vaccine side effects. the coronavirus is more dangerous, he says, because it can affect everything, even your don't have the tools, the information, the resources. >> so what may seem like incredibly low barriers, they are incredibly tough to navigate. this group is working in 16 states. they say they have helped to get 115,000 shots into arms so far. they would like to get to a million and beyond. we need all the help we can get. >> information and patience. miguel marquez, thank you so much for that. now know the cause of her death. here is teton county coroner dr. brent blue on the autopsy findings. >> we find the cause and manner to be, cause, death by strangulation and manner is homicide. this autopsy included a whole body cat scan, an examination by forensic pathologists and examination by forensic an throw poll gist and toxicology evaluation. time of death we estimate three to four weeks from the time the body was found. >> joining us now to discuss this, former chief medical examiner of palm beach county, florida, and forensic pathologist john mayer cleany and criminal defense attorney sarah azari. doctor, first to you. these autopsy results show manual strangulation. how does a coroner determine that? >> well, manual literally means from the hands. so usually a medical examiner coroner would have evidence based on what's on the skin. in other words, fingernail marks and so forth. >> okay. so that's sort of the indication there. sarah, i wonder for you learning that manual strangulation seems to be conclusive there. what does that tell you about the circumstances of gabby petito's death? >> yeah, brianna. what this tells us is this was a crime of passion, that it was between two individuals who knew each other, were in a relationship with one another in this case and this context. that would be brian laundrie. we don't know of any other suspects. it shows no premeditation, no planning. it's also consistent, brianna, with how and where gabby's body was found. she wasn't buried. she wasn't hidden. she was at a camp site, which indicates spontaneity. this was a classic domestic violence gone too far. and this happens a lot in relationships with domestic violence where things get escalated and a partner dies. so i think it tells us a lot about potentially laundrie's culpability here. >> and so, you know, if you could talk a little bit, doctor, about the dna here. we know that the coroner sent dna from the crime scene to the fbi. what are they looking for? what are they maybe even trying to exclude here? >> well, outline, they will look to dna that's foreign not just to the victim but the subject of interest. and also where is the dna? because if it's just on the surface of the skin, it has less value in proving an assault than if it's deeply imbedded under nails, especially a fingernail that might be broken or partially broken. so it's not just what is the dna, who is the dna, but where is the dna that will help them in their investigation. >> sarah, do you think even officially, i don't know if in actuality this changes how law enforcement is relating to brian laundrie, but do you think this should officially change how they are seeing him in this case? . >> well, brianna, he has been called a person of interest, but that has no legal definition. we talk about subjects, targets and suspects. and laundrie is most definitely a suspect and fugitive. so we can call him a person of interest. and the family lawyer says he's missing. no, he is a suspect. the idea is that there has been for several weeks plenty of probable cause to charge laundrie in this homicide. and the fact that he has not been charged in this homicide is simply because of strategy. authorities need to get their ducks in an order before they issue an affidavit for an arrest warrant and present their case to a grand jury. otherwise, attorneys like i will walk in and eviscerate the witnesses and disman el the prosecution's case. they have an arrest warrant on the unrelated federal offense. it gives an opportunity to conduct a full and complete investigation, go through this dna analysis, and rule out other suspects. because, remember, yes, we're looking at laundrie, we're almost sure it's laundrie. but the authorities still need to do a proper investigation and rule out potential other suspects. and so they can arrest him, they can question him on the homicide because he does not get mirandaized on that. and he might speak to authorities about his role in this offense. so it's really just strategy. not because there's in sufficient probable cause >> look, we will see if that does affect things here. sara, thanks outcome. michael gerson joins me now. number one, you say it's coming, like a a donald trump victory. i want to take the first part first quickly. why do you think it is coming and maybe even likely that donald trump gets elected? >> sorry to ruin people's coffee, but we need to recognize the reality here. all of this information is coming out that donald trump made a serious concerted attempt to overturn the 2020 election. so we are gaining information on his lawlessness. second, we are seeing the party, the republican party, rather than revolting against this, is embracing it. he's becoming more popular. this is creating a feedback loop of radicalization with the president and his strongest supporters. and we also have to recognize that the political trend, the normal political trends are going in the short and medium term. in the republican direction. this is not just because of bad democratic messaging. it's because of the coalitions that they have in a presidential election. we're polarized by education and it gives republicans significant advantages on our map the way it's done. so i don't consider this alarmism. i consider this just description of where we are right now. >> as for what it means, you write, many of the professionals and patriots who opposed him, trump in his final days, would have been we'ded out long before he was re-elected. there is no reason trump would not try to solidify personal power over military and federal law enforcement unit to employee as a bully's club in times of civil disorder. there is no reason he would refrain from using federal resources to undermine freedom of the press and change the outcome of electionings. you are basically saying there will be dictoral powers. >> yes. there will be limitations in the judiciary and other places. but we have seen he wants to centralize federal power to serve his interests and undermine his opponents. that is what we're seeing from the historical record of his first term. i think he would have significantly fewer obstacles in his second term. you look at what happened in the justice department before the 2020 election. the president didn't succeed just because of a few honorable people stood up. but the reality is here we have a republican front-runner for the 2024 election would have broken american tkrot say if he could have broken american democracy. and i think we need to take that very seriously. >> you see it is not alarmism but being descriptive. do you think people get it, or which people or institutions now do you think need to get a better grasp on this? >> well, the first one is just the democratic party. i mean, you look at these trends, which i talk about in the piece, and they're going to need to win in places where they're not currently winning. that means that, you know, the median voter they're seeking is to their right. right now all the national messaging is on a $3.5 trillion plan which is defined by that number rather than anything that would be done. they are focused on internal battles within the party. they need to be focus youed on this external threat and the reality of who they need to reach. and i think republicans need to take this seriously, too, like me. in the near term, it is important for democrats to win in, for example, the midterm elections. this is going to require something hard for republicans, which is to vote strategically for democrats because parties don't change unless they lose. and the republican party, if it goes for victory to victory with this content, with this later this month. now we are hearing about these cases of them. this is growing on a trend we have seen now, brianna. there are two other incidents in recent months where top biden official was traveling internationally and then there were reports of reported symptoms similar to havana syndrome. it is this mysterious illness that u.s. officials, diplomat and u.s. intelligence officers have been coming down with since 2016. it hearted in havana, cuba. it has been happening in countries around the globe. place like australia, china, cuba where it first started. we reported that it happened in india when the cia director was there just a few months ago. so this is happening in a broad spectrum of countries right now. the state department isn't reporting on these reported incidents that happened in colombia in the recent weeks. but what they are saying is everyone who is coming down with these illnesses is getting the treatment they need. they should report any cases that they are expected to be experiencing here. we know the biden administration is doubling down on this, right. the cia director, the director of national intelligence are both conducting investigations into what is causing this and who could be causing this. because we have heard former intelligence officers, former u.s. officials pontiac the finger at russia. but the u.s. government has not yet said that. and we also don't know exactly how this is happening to people. i should also note colombia, it's significant because we know at least one minor was medevaced, meaning this
