this is cnn breaking news. >> it's a brand new hour, thanks for staying with us. i'm victor blackwell. >> i'm alisyn camerota. if you're wondering why your facebook or instagram page is not loading, you're not alone. the social media giant is facing major outages across multiple platforms today, and they still are not disclosing what's going on. >> here's what we know, though, is this is happening on a day that is really bad for facebook. we heard from a whistleblower last night, and she's accusing facebook of intentionally allowing hateful content and misinformation to spread on the platform in order to make more money. more on that in a moment. first let's bring in donie o'sullivan, and focus on the outages. >> this is highly unusual, we are now going into hour four of this outage across facebook, instagram, and whatsapp, all of course owned by facebook. here is what facebook is saying in a statement. this is from a few hours ago. we are aware that some people are having trouble accessing our apps and products. we're working to get things back to normal as quickly as possible, and we apologize for any inconvenience, and you'll notice that a statement is posted on twitter because facebook does not have access, can't post on its own platforms seemingly. i will just point out, you know, particularly outside of the united states, whatsapp is, you know, this is not just about people posting pictures and videos to facebook and instagram, but outside of the u.s. and in parts of america and europe, whatsapp is an absolutely critical communications tool. that is how people communicate in text. it can often be a cheaper form in staying in touch than texting in a lot of the parts of the world. for a lot of people, this will be a challenge in terms of cutting them off a communication way that they would normally use. i will also just mention that jack dorsey, the ceo of twitter, his platform is up and active at the moment. he doesn't seem to have much sympathy for his billionaire counter part, mark zuckerberg, right now. he is using twitter to sort of poke fun at facebook, even actually telling people to download a whatsapp alternative messaging app, which is called signal. >> well, people in glass houses shouldn't throw stones at this moment. donie o'sullivan, thank you very much. come back when you have more developments. more on the revelations from the former facebook employee. she is accusing facebook of hiding internal research that proves its platforms are used to spread hate, violence and misinformation. >> haugen has filed eight complaints with the federal securities and exchange commission, and now she's revealing tens of thousands of documents that she says shows facebook intentionally tweaked its algorithm to allow this toxic content to spread in order to make more money. >> there were conflicts of interest between what was good for the public and what was good for facebook, and facebook over and over again chose to optimize for its own interests, including making their own money. the version of facebook that exists today is tearing our country apart and causing ethnic violence around the world. >> with us cnn legal and national security analyst, a former fbi special agent, and mona host of the run, let me start with you, because you have made the comparison, and we have heard it over the last couple of days if not years, actually, big tech is the new big tobacco, but in your latest write, you go through four, five, six points of how they compare. explain a few for those who have not read your latest piece. >> yes, victor, i think there are several parallels between facebook and big tobacco. for one thing, they create a highly addictive product. they actually designed their platform so that it gives you a dopamine hit, the same way you get from, you know, doing cocaine or gambling. they tried to recruit more users, especially targeting children to get hooked on the platform, and they deliberately lied to the public about what they know about the harms that their product causes, and so, you know, we don't really think of it in the same way. i'll also add there are a lot of secondary effects of what they cause in addition to harm to the user themselves, for example, for teenage girls, we've seen research about that. you know, we've seen with covid-19, misinformation, it spills over into the public as well. i think that there are a lot of parallels here, and it could open the possibility for creative ways of looking at, you know, holding facebook accountable, the way that we did with big tobacco. >> i think everything asha said is important. it's hazardous to our health. it's hazardous to our democracy's health. i want to play the portion where they talked about teenage girls. they have the data, they haven't released but they knew internally how much it's hurting them. listen to this. >> one study says 13 1/2% of teen girls say instagram makes thoughts of suicide worse. 17% of teen girls say instagram makes eating disorders worse. >> and what's super tragic is facebook's own research says as these young women begin to consume this eating disorder content, they get more and more depressed and it actually makes them use the app more. and so they end up in this feedback cycle where they hate their bodies more and more. facebook's own research says it is not just that instagram is dangerous for teenagers, that it harms teenagers, it is that it is distinctly worse than other forms of social media. >> it's hazardous. >> we're starting to have this conversation about how it's affecting us as individuals, and how it's affecting us as society. what you heard right there is an example of how it's affecting individuals, especially young women, and how it's affecting societies, and the problem with these algorithms, this is the algorithms on all social media platforms is that people believe they are looking out of a window, and they're seeing an accurate representation of the world but what they're actually doing is looking in the mirror, and seeing a reflection. they're being a reflection of their own believes and thoughts but now it's validated and reconfirmed, and that i believe is the core of all of the polarization we're seeing. this is a lot more significant than say your crazy aunt showing up with her crazy vaccine theories. a lot of people would argue that these al ggorithms played a rol in genocide. facebook has regulations in place about misinformation and hate speech but are they properly enforcing it, and if not, why not. this is a trillion dollar company. why can't they put the resources toward getting it right. >> we have a congresswoman on apt the top of the last hour, investigate fb but we have seen examples over years of members of congress who appear not to have a full understanding, a grasp of not just facebook but social media companies. let's look at two examples here over the last couple of years. >> will you admit to ending finsta. >> we don't actually do finsta. what that refers to is young people setting up accounts where they may want to have more privacy. >> it is one of your products or services, we're not talking about google or apple. it's facebook, correct? >> finsta is slang for a type of account. >> how do you sustain a business model in which users don't pay for your service? >> senator, we run ads. >> and these are senior members of the committee, at least orrin hatch was for a while new mexico -- until he retired. does congress have a grasp of this to consider if there should be further regulations. >> it's a big problem when you don't have an understanding of the technology. then you're relying on the leaders of the technology to inform you of what's right and what needs to be done. it's a little bit like putting the fox in charge of the hen house, and we've seen a lot of that. we have seen facebook and other companies come and say, we'll take care of this problem, we want to take care of it. we'll regulate it ourselves. what was so key about what we heard on 60 minutes is this woman saying no. they are amplifying it for the purpose of profit. she said the change in the algorithm went into place in 2018. facebook revenue has reportedly tripled since 2018, and she says that's the motive here, they're putting profits over people. >> asha, what is the answer? >> i think when we talk about regulation, we always get to content, right, like can they take it down, can we make them take it down. what about the first amendment. i think there's a lot of other ways that facebook could be regulated that could, you know, incentivize them to behave in other ways. there can be disclosure requirements, for example, about their data, what they know, their algorithms, how they're prioritizing information. they can be required to create, say, pauses in the rolling feed or create civic messages that tell user, you know, kind of interrupt the cognitive process of a user or even create warning labels the same way we did for tobacco. there could be creative ways to tax them, to tax their advertising revenue to get into the revenue model that they're using that is harmful to democracy, and basically hit them in the pocketbook which seems to be what motivates them. >> all right. asra, and maura, thank you both. we are awaiting an update from southern california officials on the massive oil spill there. we'll of course bring that live as soon as it happens. clone up and response efforts are happening right now after 126,000 gallons of oil spilled into the pacific ocean from a breach in an offshore pipeline. this happened about 5 miles off huntington beach and part of that beach and other beaches are closed. the massive spill threatens wet lanlds, home to dozens of species of birds and other wildlife. divers are inspecting the pipeline as we understand, they haven't exactly found the source of the leak? >> they have not, victor, and alisyn, and that's what's so concerning for so many people here who live here, and who depend basic on the beach, and the thing is that the damage is done, even though they're working on it, they're trying to clean up, inspecting all of this,s damage is done, and when you say 126,000 gallons, the problem is that only about 3,000 gallons have been recovered so far. this is not going to be an easy clean up, and it's not going to be a quick one. that's why many of the residents here are so concerned and it's not just the wildlife. it's the wildlife, it's the economic aspects, so many aspects of this. >> we apologize. there's a press conference happening in huntington beach with officials involved in the clean up. let's listen. >> i will now turn it over to captain orr. >> good afternoon, and thank you for the opportunity to provide an update on the unified's activities and the spill response effort to date. i just want to open by saying thank you to the citizens of orange county. thank you to the public safety officials and public safety professionals and first responders. the amazing outpouring of support and resources for us to be able to assess what's going on with this oil spill, and to be able to bring resources to bear to really attack the oil is incredible. and i can assure you that there is very strong unity of effort and information flow as we move through this together in what is a complex dynamic and evolving situation. what we know since we talked yesterday, we continue to do overflight assessments of the coastline. we know that there is oil off the coastline, many of you have seen it showing up on the beaches in the forms of small quantities. we call them tar balls or patsp patties. that's starting to come ashore, and we're kocontinually assessi that. we know there's oil from huntington beach, and as far down from laguna, and likely continuing to move in a southerly direction based on the wind and the weather and the currents. we continue to increase our staffing at our incident command post as well as our personnel in the field. we've more than doubled the level of effort just since yesterday and those numbers will go up. this includes both the on water recovery of oil that's floating, so that's oil on the open ocean, and we have a fleet of boats out there that are using containment boom to isolate that oil and collect it in what we call skimmers. on shore, we have shoreline assessment teams. we have four teams out today, all the way from huntington beach, down to laguna, and what they are doing is they're walking the beaches, looking at sensitive areas. they're checking, we have protect protective boom. this is an orange plastic book, that allows us to create a barrier, and isolate and they're checking on the booming strategies, making sure they're holding and we're deploying additional resources where we need them. a lot of effort out on the beaches today, and that is just the beginning of what is a sustained and increasing effort to really be able to tackle this oil, pick up what we're seeing o on the beaches. i know these beaches are important not just to the residents and citizens of california but to much of the country. i live just a few miles up the road. i use these beaches practically every day, and i know it's a very tough situation to see the impacts. i assure you that on behalf of the united states coast guard, the unified command, a responsible party in the state of california, we are doing everything we possibly can to address the situation. thank you. >> fwogood afternoon, my name i christian, i'm a patrol lieutenant with the office of fish and wildlife. response is actively engaged with coast guard and the responsible party to manage this release and discharge of oil. my office is a public trustee for managing all wildlife, and environmentally sensitive sites. at this time we have pre-assigned and deployed boom at seven locally sensitive sites, ecological reserve, lower newport reserve, are some of the examples. at the time we have four scat teams currently assessing the footprint of the release along the shores of the beaches, and they report back every day. with the reports, we plan for the following days how many personnel we need on the beach, what type of recovery methods we'll use, what type of strategies we will deploy. as far as fish and wildlife, we have issued what we call a fisheries closure from sunset beach all the way down to dana point. the closure extends 6 miles and a swath of 20 miles long. the closure prevents the take of fish in those waters. we'll have actively patrol books from fish and wildlife patrolling the waters, advising recreational and commercial fishermen of those closures. in addition, we have collected four sea birds within our network. three of those birds are currently being cared for by professionals, one a pelican, sustained wing injuries with unfortunately we had to humanely euthanize at the site. at this time, we appreciate your concern. we have those same concerns. we live in the community. we're part of your community, and we hate to see this happen on our shores. we can assure you're we're doing everything we can to the ever evolving situation. it takes quite a bit of patience to adjust our strategies as we get new information. we appreciate your patience as well. at this time, i'll pass it over to the responsible parties. >> we have been listening there to officials from the california fish and wildlife, also u.s. coast guard captain, rebecca orr explaining the work that's being done, and how much is left to do. let's go back to cnn's camila in huntington beach. still a lot to do. you were describing 3,000 gallons have come in, 126,000 spilled. what did you learn from that presser? >> yeah, look, i think, victor, wh that the biggest take away is this is not going to be an easy clean up. this is going to take a long time. they're working on the clean up out at shore, they're trying to collect the oil that's floating around in the sea, and then they're doing those efforts as well, but in the sand, in the beach, they're trying to collect that sticky oil, and that's what could be dangerous for the humans and for people who are around here at the beach. so i think the big take away here is that this is going to be an effort that is going to take a long time. it is not going to be easy, and it's why so many residents and lawmakers in this area are asking why, and how did this happen. and so of course all of it coming together as we see the beaches closed all the way from here and moving south. that's the other concern, that the oil continues to move south, so even as far down as laguna beach, and possibly even further, so it's spreading, and so that's why it's to raise the debt ceiling ahead of the october 18th tdeadline t prevent the u.s. from defaulting on its debt for the first time ever. >> democrats continue to negotiate the size and scope of that social safety net spending package. cnn's kaitlan collins is covering all the developments for us. last week, it seems as president biden's strategy was to meet with democrats and talk through all of this with them. does he have a different strategy this week. >> reporter: when it comes to his infrastructure package and actually getting that reconciliation bill passed, that's something they're far from an agreement on. the white house has hold reporters that the president is going to have a virtual meeting with the more progressive members today of course to talk about one thing that they have been stuck on which is the price tag for that reconciliation package. and when i say reconciliation package, that is the bill they are going to pass if they pass it with only democrats voting for it in the senate right now, and of course that is the one that they want to go big on. they want to have quite a price tag. it won't be the 3.5 trillion we have been talking about. it's something that all sides are now acknowledging. it's a number they are still trying to get to agreement on. but while they're doing that, they also have a more immediate problem that is facing them, and that is two weeks from today, the u.s. is going to breach its debt limit, the nation's borrowing limit, and there is a concern because they have not come to an agreement between democrats and republicans on what to do about that right now. and what president biden was saying today is that republicans need to vote with democrats to raise it, as democrats voted with republicans to do so under the trump administration. he was saying they need to do so thousand, and he was trying to convey the effects of what is going to happen if that doesn't happen in two weeks earlier today. >> let me be really clear. this is really important to know. raising the debt limit is about paying off our old debts. it has nothing to do with any new spending being considered. it has nothing to do with my plan for infrastructure or building back better, zero. zero. both of which i might add are paid for. >> so alisyn, and victor, the president is trying to up the public pressure on republicans to vote to raise the debt limit. mitch mcconnell has said as he repeated in a letter to the president today that no republicans are going to vote to do so instead saying the democrats need to use that process i was talking about earlier, reconciliation to do so even though that is something that democratic leaders have said is complicated. it is going to be a cumbersome process. it is not one they want to pursue. when biden was asked if he could guarantee that two weeks from today the u.s. will be able to meet its financial obligations when it comes to social security checks, when it comes to paying members of the military, all of these things that economists have been warning about will happen if they breach the debt limit in two weeks from today, he said, no, he can't guarantee that, and it's up to mitch mcconnell. >> kaitlan collins, thank you for the update. let's talk about everything that's happening on capitol hill, with cnn political analyst, rachael bade and the coauthor of "play book." on friday as the president made the trip to capitol hill to try to see who he could cajole to get together with the democrats, here is how the president described what he walked away with. >> he has been able to close a deal on 99% of my party. two people. that's still underway. i don't think there's been a president who's been able to close deals that's been in a position where he has only 50 votes in the senate and a bare majority in the house. it's a process. >> it sounds like you're putting the blame squarely on two u.s. senators for your inability to close the deal, senator sinema and senator manchin, am i incorrect, is that who the blame lies with? >> look, i need 50 votes in the senate. i have 48. >> yeah, i don't think it takes too much to read between the lines, there, where does that leave them? >> clearly the president is trying to up the pressure on the two senators. the reality is nost -- it's not just two. he has moderate house democrats who agree with sinema and manchin, and the issue is the lot of moderate democrats are furious right now about what happened last week. they were promised a vote on infrastructure. athey didn't get it, and so that sort of complicates negotiating this week. i do think it is interesting that president biden is going to be meeting virtually with progressives when actually the mold rat moderates are pretty angry. sounds like the white house is going to set up a meeting between him and moderates soon. it's more than two, and he's got his work cut out for him. >> let's talk about moderates. seems as if congresswoman j jayapal, 3.5 trillion will not be the number is there an indication that senator man chin will go beyond 1.5 trillion? >> it's a good question, jayapal was on investigation yesterday, and said 1.5 is quote not going to happen. while she's clearly coming down from 3.5, she's pushing way past 1.5. and as for manchin, he has said 1.5 is his top line number, but honestly that's sort of like, you know, an opening bid. i wouldn't be surprised if he ends up going a little bit above that, what we can say is the number is probably going to be around the $2 trillion range. unclear what it's going to be at this point. >> kyrsten sinema got the snl treatment this weekend where they sort of made fun of how enigmatic her messaging can be. here it is. >> what do i want from this bill, i'll never tell because i didn't come to congress to make friends and so far mission accomplished. >> fine, let's focus on the two things that have polled best with all americans, lowering the price of prescription drugs. >> no. >> and raising taxes on billionaires. all right, then, just tell us, what do you like? what is good to you? >> yellow star bursts, the film "the polar express" and when someone eats fish on an airplane. >> first of all, nobody likes the yellow star bursts. >> and who wants anyone to eat fish on an airplane, that would be awful. >> in terms of the humor, i don't know where they were going with it, but in terms of the point that she's not making friends on capitol hill, i think that might be valid at the moment. >> absolutely. i think we've pretty much learned from sinema over her few years in the senate now that she doesn't care. she's not there to make friends. our sources tell us she has more republican friends than democratic friends. it's interesting. i think what this skit tells us is a couple of things, the infighting in the democratic caucus is starting to bleed into the mainstream, people who don't follow the news as often. the other thing i would say is progressives seem to be winning the narrative when it comes to shaping who is to blame here. technically, kyrsten sinema has been activity in terms of negotiating. she has her own charts of things she likes, doesn't like, but, you know, the progressives have tried to say that she is not being specific about what she says, and sort of trying to paint her as someone being very stubborn cdc's guidance ahead of this upcoming holiday season. and they will share additional guidance soon. >> i'm really trying to follow along. let's bring in cnn's senior medical correspondent elizabeth cohen with us now. do we know what the cdc chance for the holidays is? >> alisyn, we don't know. i mean, look, guys, it's early october. it's not shocking that they haven't put out holiday guidance yet. it's, you know, thanksgiving is at the end of november and december at the end of christmas, rather, at the end of december, but let's take -- let's think a bit about what tony fauci said. what dr. fauci said is look, if you are vaccinated you can have, i want to make sure i get the words exactly right, a good, normal christmas. you can have a good, normal christmas if you're vaccinated. that sound pretty good to me. the word normal, i think, you know, says a lot, but that's if you're vaccinated. frankly, if i weren't vaccinated i would not want to be getting on, you know, train or a plane or traveling. i mean, that would be -- we see how hospitals are filling up with unvaccinated people. i certainly wouldn't want to take that risk during the holidays to be traveling, but if you're unvaccinated it's a whole different deal. i will add a caveat here, we can remember the three of us talking back in june when it felt like maybe things were getting back to normal, and delta happened. who knows what will happen between now and thanksgiving. t as it stands now, as dr. fauci said, we can have a good normal christmas. >> that is very helpful. thank you very much, elizabeth cohen. the fda is going to have a busy week. johnson & johnson is expected to seek emergency use authorization for its booster. pfizer may file for emergency use authorization for its vaccine for children aged 5 to 11, and merck could look for that authorization for its antiviral pill that says that it can reduce the risk of death and hospitalization from covid by half. dr. levy is a voting members of the fda's advisory committee, infectious disease physician, and director of the physician's vaccine program at boston children's hospital. thank you very much for being here. what will you and/or the fda committee be looking for in terms of these three eau asks? >> thank you for that, alisyn. it is indeed a very busy month of october at fda. we look forward to a number of meetings. i'm aware of no fewer than three meetings coming up this month on the 14th, 15th of october, and then again on the 26th. i believe topics will include potential booster doses for moderna, potential booster dose for johnson & johnson, and then of course considering the pfizer vaccine for 5 to 11-year-old children. i'll point out the merck drug, the potential merck drug sounds very exciting. that's a different committee that meets. that's not the vaccine committee, and obviously a very important story, a very busy month of october, and i think americans can be happy and welcome the news that fda is on it, and all of these interventions may be poised to benefit us. but we doen't want to pre-judge the data. safety comes first. safety and efficacy are the two tasks we take first. >> of course there are steps between the submission of the data for pfizer for children under 12 for vaccines, and getting that eua. but i wonder when you look at the polling of parents who say the majority of them, that they're not going to immediately get their young children vaccinated, you're a pediatrician, also focused on vaccinology, what is the work that has to be done? how do you inform or get those parents to want to get their children vaccinated? >> thank you for that, victor, and that's really a critical question. i think it starts with trusting our process. we have a good process here in the united states and the fda. not a perfect process because we're all human beings, and humans are not perfect, but a very good process that compares very favorably with other countries. it's
