careful because you're playing with fire. they warned that if you wait until the last minute to raise the debt ceiling, you risk an accidental default, which would be catastrophic for the economy. they acknowledged that we're in divided times right now politically but that doesn't mean we should default on our debt. what would a default mean for the economy, moody's analytics put out a report, and they said that if there was a default and a prolonged impasse over resoe resolving it there could be 6 million jobs that would disappear. unemployment rates would jump to 9%. payments would be delayed to social security recipients, federal workers, $15 trillion in household wealth would vanish, so bad. all of this explains why everyone expects congress to eventually do the right thing. no one wants to be held responsible for this, but we should point out that the longer they wait, the closer they get to the edge of the cliff, the greater the chance they accidentally go over it. we need to pay very close attention to this. >> matt eagan, thank you. >> thank you so much. this is cnn breaking news. >> start of a brand new hour, i'm alisyn camerota. >> and i'm victor blackwell, happening right now, this high stakes meeting at the white house, nearly all of the president's domestic agenda is o on the line. president biden is talking with major players to bridge the gap with progressives and moderates. if they don't come together these bills will likely fail to reach his desk, including this trillion dollar bipartisan infrastructure bill. the other is the $3.5 trillion budget reck onciliation plan, tt social safety net we're talking about. one top democrat puts it this way, i hope biden is the secret sauce. >> so right now, the president is meeting with senate leader chuck schumer and nancy pelosi. here's an action shot of them arriving. nancy pelosi at the white house. on top of that, the government is veering as we just discussed toward a government shut down. it would be a first in american history, default on the loans, if the ceiling isn't raised, the debt ceiling. the house passed a bill to fund the government and raise the debt ceiling. it needs senate approval, and republicans say they will not vote for raising the limit. cnn national affairs correspondent jeff zeleny is at the white house. cnn chief congressional correspondent manu raju is also with us. what do we know about what is going on with these meetings? >> we know there's going to be a series of meetings. president biden will be spending the rest of the afternoon, perhaps into the early evening hours, holding three separate meetings. as you said, he's nemeeting wit speaker nancy pelosi, and senate majority leader chuck schumer, and going to be holding a meeting with senate and house progressives, as well as moderates, meeting three separate times, and you may wonder why have three separate meetings if he's trying to bring people together, and it's a good question but a sign that these certainly are not the last meetings. these are the meetings that the president is trying to get then bottom line from the progressives and moderates. you know, he's not necessarily in the twisting arm phase. he's in the emboldening and listening phase. there's no question. we can no overstate the po importance of this next week, maybe two weeks on the president's agenda. how they have chosen to right these bills, really putting everything in one basket, if you will, if this does not pass, then his domestic agenda, at least for this year in the short-term is really in peril. but it is too, of course, early to get to that point, but so many things looming, central government shut down, the debt ceiling and most urgently, the reconciliation of the big economic package. that's why so many members of the house as manu knows is coming to the white house this afternoon. >> let's talk about how far apart the parties of the parties are. there is a chasm between the moderates and progressives. >> reporter: no question about it. it's not just a price tag. $3.5 trillion is what progressives want, which is what the white house wants but joe manchin for one, other moderates under $2 trillion, and there's significant divisions over the policy, the extent of the child tax credit being offered under here, universal pre-k, another issue that moderates want to pair back, it means testing for people who may not -- should not be eligible for that benefit, how to deal exactly with the expansion of medicare to include dental, division, hearing, and a whole host of other issues like climate change, something significant and central to the progressive's push saying this bill they want to be a bold pro progressive effort to combat global warming and joe manchin who represents a key state, a key coal producing state of west virginia, and made it clear he will not go nearly as far as what the progressives want. the question is can they get n near a deal. joe manchin laughed when i asked about getting a deal today. and what about next week, i don't think so. meaning that puts things in real question because this is tied, as jeff noted to that separate effort on infrastructure. $1.2 trillion that passed the senate last month, that would deal with roads, bridges, broad band, and nancy pelosi is moving forward at the moment for a voting on that on monday in the house. but the progressives are warning that they will sink that infrastructure bill if that larger economic package, that they are negotiating has not passed by then. and so there's no chance that it will pass by then. much less, even possibly not get a deal by then. kw what will happen to that infrastructure deal. all the questions have to be answered by the leadership, by joe biden, do they delay things, do they urge one of these factions to cave that is the question, and that is the discussion that will continue in the days ahead. >> jeff zeleny, manu raju, thank you very much. our next guest is the chair of the progressive caucus, per , te progressives will vote against a bipartisan infrastructure deal, the $1.2 trillion deal this monday, unless the 3.5 billion bill passes. i know you're busy, thank you very much for meeting with us. i know you're planning to meet with president biden today. is there anything that president biden could say to you today to get you to first vote yes on that $1.2 trillion bipartisan infrastructure bill. >> alisyn, it's always great to see you. i'm looking forward to meeting with the president. he left me a lovely message last night. the issue is we are ready to vote for the entirety of the president's agenda. we are ready to support and deliver to his desk the entirety of the agenda he laid out to congress in the build back better speech he gave to us. we want to do that, but the deal has always been and was and you just saw that perhaps 11 senators release add letter clarifying this again for people, the deal was that those senators voted for the infrastructure bill under the commitment that the two bills would move together in the house, that we would pass reconciliation, and then we would vote for the infrastructure bill. that has been our position for three months, but every month we check with our members, and every month they say, yes, this is too important to leave behind child care, paid leave, taking on climate change, housing, infrastructure, health care, all of these things will get left behind if we don't pass the two together. >> just out of curiosity, what did president biden say to you in the nice message last night? >> he had just seen me on television, and said i did a great job, and wished me a happy birthday because yesterday was my birthday, and also just said he was hoping he could meet with me today, and so it was a real honor of course to receive that call, and he thanked me for all the support for his agenda. so i think, you know, this is -- i'm just looking forward to this conversation with him because obviously this is about making sure the president's agenda passes, and we are so excited to vote for both bills. not because my members think that the infrastructure bill is a fwgreat bill. frankly, many of them don't, and they understand we're all on a big team. >> i want to be clear, are you saying you're perfectly comfortable with letting that $1.2 trillion bipartisan infrastructure plan that brings with it tons of jobs, and repairs our nation's roads and bridges, you're comfortable with letting that die if you don't get the other one attached to it? >> i think what you should perhaps the other folks is whether they are comfortable letting child care, paid leave, housing, health care die. >> and i will. i will, but are you comfortable with letting the $1.2 trillion infrastructure bill go. >> there's no reason to let it die. monday, the 27th is an arbitrary deadline. we are working oncoming up with a pre-conference reconciliation bill, build back better bill that everybody can agree to but we need a little bit more time. and part of the reason we need a little bit more time is because some senators who have said they don't like the build back better act haven't told us anything about what they really want to cut out of that bill. >> yeah. >> so we need more time to get this done. monday is an arbitrary deadline. there's no reason to bring it up. it's just an attempt to pass one bill and leave behind the bill that has the majority of the president's agenda, and by the way, taxes the wealthiest in the country, including individuals and wealthiest corporations in order to pay for all of this. so let's get rid of the arbitrary deadline of monday, and let's actually work on getting to a deal. progressives have been at the table, team players, all the way through. we didn't stop the bipartisan bill coming out of the senate. we didn't insist on our preference, chwhich was one bil. we didn't insist on our top line number. we have been team players in getting this agenda done. >> i mean, it sounds like you agree with even some of the moderate democrats in the house who basically are saying that they don't think that this $3.5 trillion deal is fully baked. they just say they need to debate more the scope and the details of it. "the washington post" puts it this way, represent itative mur criticized due publictous spending, and representative scott peters has sought to narrow reigning in prescription drug costs. others have questioned where it's fully financed. you're saying there needs to be more meat on the bone. >> what i'm saying is the senate has not told us, has not been able to yet finalize this so we have everybody on board, and we have already compromised to the 3.5 trillion. we have come up with all of the different priorities. the committees in the house already did the work. we already passed through committees a significant number of things. there might be a few things left that still need to be worked out. prescription drug pricing is very important, and i'm disappointed we haven't passed that through committee. it was passed by democrats last congress, and we need to reign in the price of prescription drugs. there are a couple of things on the table but the reality is joe manchin, kyrsten sinema need to actually realize they drafted the infrastructure bill without any input from any of us. we have drafted a reconciliation bill, and they need to come along. we're all part of the democrats' team, and this is the president's agenda we're delivering on. >> it does sound like even in the democratic caucus, you don't have the votes for the 3.5 trillion. >> oh, i really believe that we have done the work, and there are few things left. there are things i'm trying to get in and make sure that enter in. that always happens at the very end but we're very close on that, and -- >> just to be clear like the josh gottheimer's of the world, you believe you have everybody you need in the house that will vote for that. >> what they have said is they want at bill that will pass the senate. obviously we need all 50 members of the senate to commit to that bill. i understand that. everybody understands that. there are a couple of senators that have not committed to the bill yet, and so they need to get to work if they want the bipartisan infrastructure bill to pass, then they need to get to work and work with the leadership of the house, the senate and the white house, and let's finalize this thing, and remember that there are plenty of my members who don't like or want the infrastructure bill. the good, the bad and the missing as one of our leaders has said, and the reality is there are some things in there that people really think are detrimental, not just not there, but detrimental but i have managed to get everybody to say that they will vote for that if the reconciliation bill contains enough of our priorities to deliver on the things we promised to the american people. >> can you peel back the curtain a little bit, and give us some color on how often are you all meeting about this? how often are you all talking and negotiating? >> well, within the progressive caucus, we meet every week assen a entire caucus but we also, i'm talking constantly to our members and we did a significant whip count this week with our members to see where people were, and people are very clear upon where they are. >> i mean with everybody. >> oh, as a democratic caucus? the conversations don't really happen in that giant group as you probably know. they happen in smaller groups, and so, you know, i talked to my conservative democratic colleagues on the floor. in fact, i was just talking to one just before i came here. i'm talking to senators constantly, so we're all talking to each other, it typically doesn't happen in a giant room. just today, the u.s. chamber of congress has come out with a statement saying that they don't like the $3.5 trillion deal. they say the biden administration wants to hit with massive tax increases. i think i have that sound. let me play this for you. >> now the biden administration wants to hit them again with mass i tax increases. these tax hikes would be a body blow to our economy, endangering our recovery and taking more hard earned money from small businesses and working families. >> they think the tax increases will hurt small businesses. what do you say to the u.s. chamber of congress? >> what a shocker, the chamber of commerce that represents the largest corporations in the country, some in the world, who have made the most money over the pandemic created enormous numbers of billionaires while leaving everybody else out doesn't want to increase taxes on the largest corporations so they pay their fair share. i'm not surprised, do you? >> first, thank you so much for having me. you know, it's a very difficult situation. on one hand, we are saving lives potentially by giving the monoclonal antibody to the unvaccinated population because they are certainly at the highest risk of dying. on the other hand, we are basically rewarding them for choosing to not get vaccinated, prolonging this horrible pandemic, the worst public health crisis of our time. so it's such a difficult thing that health care professionals are going to unfortunately encounter. there is not an unlimited supply of monoclonal antibody right now. at least the imkmunocompromised population should get this in the state of tennessee. i as a physician, if i see a patient who has multiple comorbidities, even if they have been vaccinated, if i worry that they are much increased risk of severe disease, i think i would give the monoclonal antibody. and if i didn't, i would not be able to live with myself. and i think many of my colleagues feel the same way as i do. >> you know, there are some people who are, you know, so a anti-vaccine or anti-vaccine mandate in this case, that they become quite belligerent about it. there's a store in nashville, tennessee, force a shot on us, we've got the video, speaking of a shot of the vaccine, we'll force a shot on you. and you see the barrel of a gun facing back. if we wait for that video to show that portion of it. i'd imagine it's difficult, as a health professional for people who have been fighting the vaccine, fighting this option, the best protection, to then reserve this life saving treatment for them. >> you know, it's been really difficult for physicians and health care staff on the front lines seeing unvaccinated patients come in and critically ill taking up an intensive care unit bed, taking up a ventilator, when it was largely preventable. we have seen so many protests around the state of tennessee. only 44% of our population is vaccinated, which is one of the worst, you know, we're one of the lowest states in the country. we're using a ton of monoclonal antibody, just like six other states in the south because our vaccination rates are so low. it is so frustrating and i feel that this has been made a political issue from the beginning instead of the health crisis that it is. and that really is the main issue we are facing. this is not a political issue. this virus kills -- it's killing people every day, and i just wish that the people would listen to us, the health care professionals. >> speaking of the politics of this, i mentioned at the top that you're a member of governor bill lee's covid task force, and i know that you disagree with a lot of the decisions that the governor has made. are you on this task force just a lone voice out in the wilderness, are there other detractors, and is the governor's office listening to you all who disagree with him? >> good questions. the governor's task force has not met since the summer of 2020. so it is very difficult to say if i am the lone voice. i have been speaking up recently because i'm very worried about the executive order that the governor issued allowing parents to opt out of the mask mandates in schools recently, a few weeks ago, and i have continued to speak out because i feel that people in the state of tennessee are being put in harm's way with some of these recommendations that have been made. and the fact that i feel that being against a vaccine mandate is even putting people in harm's way. so am i the lone voice, i might be. i was appointed by governor lee to the task force, but i may very well be the lone voice. >> if you all haven't met in a year, is there still a task force, you might be a task force on letter head only. dr. sarah cross, thank you so much for your time and insight. >> thank you so much. the gabby petito case is highlighting how race and gender directly affect which missing persons cases receive the attention and which do not. i don't just play someone brainy on tv - i'm an actual neuroscientist. and i love the science behind neuriva plus. unlike ordinary memory supplements, neuriva plusuels six key indicators of brain performance. more brain performance? hey... it's our former broker carl. carl, say hi to nina, our schwab financial consultant. hm... i know how difficult these calls can be. not with schwab. nina made it easier to set up our financial plan. we can check in on it anytime. it changes when our goals change. planning can't be that easy. actually, it can be, carl. look forward to planning with schwab. schwab! ♪ the search is intensifying for brian laundrie after the remains of his fiance gabby petito were identified yesterday in wyoming. the focus on her story has renewed a conversation about the disproportionate about of media attention given to white women who are missing. >> critics say that quote missing white woman syndrome eclipses the thousands of missing people of color in the u.s. every year. joining us now is utah state representative angela romero who leads the murdered and missing indigenous women task force. and sonia, associate professor at loyola university. representative romero, i want to start with you. one of the things the gabby petito case has highlighted is just how many missing people cases there are every year. i mean, the numbers are staggering. let me pull up tgraphic we have from the fbi. there are about 35,000 white men and women, including hispanic, who are reported missing. 15,000 plus black people. 2,600 unknown race. 1,000 asian people, and 883 indian, which i guess is native american, that's how the fbi is categorizing it. i know that this is part of your daily work. why aren't other groups getting more attention? >> first of all, thank you for having me, and again, gabby's case has just put a spotlight on all of the inequity that exists in our country, and how certain people aren't prioritized because race and ethnicity plays a huge role, and so that's why we as a state of utah in 2019 created a resolution to highlight the ekgpidemic of murdered and missing indigenous women, and in 2020, and 2021, we renewed our task force, and we have a lot of work ahead of us. >> dr. k, and that's what i'm going to call you, not out of disrespect, but because that's a branding on your radio show, i want people to know. let's begin with the questions about the roots of this syndrome as it's recently called. i understand that you believe it pre-dates not just media but even police departments, the root of why there is this prioritization of white women who go missing. what's your view? >> and thank you so much for inviting me on the show. this term, missing white woman syndrome was one put forth by the great glenn eifold to describe how the media gets caught up, concerned, overly involved when white women and girls go missing, the damsel in distress. like everyone else, of course i want them to be found, i want the families to be restored and made whole. i also want the country to pay some attention to black women and black girls, black men, and black boys, indigenous women and men all across the board who go missing. i mean, from 2020 to now, over a half million people have been missing, 40% of them are people of color, and yet black folks only make up 13.1% of the population. the reason i say it predates any of the terminology, if we go back to the time of american slavery, white women were put on a pedestal, that's what people desired to be, that was what was important, to be protected. men were killed, boys were killed, all black folks, if they did anything against white women. so this syndrome of really putting white woman as something fob looked at, as the damsel in distress, we must all come together. we must do everything we can to find them while we then not pay attention to what's happening with black girls and black women is not new. i think it's a hold over from how we were taught about who was important, about who matters, who must be protective and who we must focus on. >> i think that that makes sense. and i think there are a couple of other factors, particularly with the gabby petito case, and that is there's so much video of her in the days, with her fiance leading up to this so there's a lot of video that viewers can sort of focus in on and look at and study and watch, and it did kind of engage, i think, these, you know, digital detectives and the country in a way that they wanted to crack the case. they wanted to find her, and they still, there's still a mystery of where her fiance is, and people are still looking for him, so representative, i mean, now that we know that there's, you know, 55,000 adults reported missing, what can the media do differently. obviously we can't cover every one every day. what do we need to do when we don't have those factors, like the video that i'm talking about and the mystery, how can we get people's attention? >> well, i think we need to be equitable. i think the doctor really laid it out well. we have to look at historical trauma, we have to look at how people of color have been viewed in this country by people for -- since the creation. and how we were not equal, and so, again, i put this responsibility on the media but i also put this responsibility on all of us, that we have to elevate everyone, and we can't put a particular group on a pep pedestal. >> we should focus on law enforcement. there's a study out of the university of wyoming where gabby petito's body was found that 21% of all missing persons for more than a month over the last decade were indigenous people. only 11% were white people. so more than a media fascination, law enforcement seems to get on it when white people missing, and indigenous people, not so much. >> well, that's the way it's always been. i mean, i think that we live in a society, and i know people are now uncomfortable talking about critical race theory, they're uncomfortable talking about white supremacy. they're uncomfortable talking about racism, but for us to understand the root of why this is essentially a problem with how we value people and who we see as being important, we have to go back to the root. why don't the police spring into action when it's a black woman or an indigenous girl. why are we criminalized, why are we seen as being a run away, something to be thrown away, and not focused on unless you have this intense media coverage. in order to take tiktok seriously, and i do understand that's important to my sons, i get it. why was tiktok so interested in gabby petito, would they have been as interested if it was a young black woman. in our society, we have been taught early on to who matters. the media's response, the public response is a holistic response about who is valued. it goes back to the root, and i still say in order for us to understand it, we're going to have to dismantle it, and get our hands dirty, and talk about how we can change it. >> all right. dr. k. weiss whitehead, and utah state representative angela romero. thank you both. >> thank you, ladies. >> thank you for having us. key democrats are arriving for high stakes talk with the president as this stalemate within the party threatens president biden's economic agenda. before we talk about tax-smart investing, what's new?
