d delania yuan. >> this is so heart breaking. he took a mother, a wife, a daughter and a sister for no reason. this family is broken because of this man. >> on capitol hill the first hearing in 30 years on anti-asian discrimination became tense and emotional over this republican lawmaker's comments. >> there's an old saying in texas about find all the rope in texas and get a tall oak tree. i'm not going to be ashamed of saying i oppose the chi coms, i oppose the chinese communist party and when we say things like that and we are talking about that we shouldn't be worried about having a committee of members of congress policing our rhetoric. >> your president and your party and your colleagues can talk about issues with any other country that you want, but you don't have to do it by putting a bull's-eye on the backs of asian-americans across this country, on our grandparents, on our kids. this hearing was to address the hurt and pain of our community and to find solutions and we will not let you take our voice away from us. >> plenty of republicans were also criticizing those comments completely off the mark comments in a hearing about violence against asian-americans. on the atlanta shootings, police now say they have not ruled out any possible motive. president biden suddenly facing twin crises with bold adversaries, china and russia. the biden administration's administration's first major talks with china, biden called to lay down the law with beijing, shockingly blunt rhetoric from both sides. >> we'll also discuss our deep concerns with actions by china, including in xinjiang, hong kong, taiwan, cyber attacks on the united states, economic coercion among our allies. the alternative to a rules-based order is a world in which might makes right and winners take all and that would be a far more violent and unstable world for all of us. >> translator: when i entered this room i should have reminded the u.s. side of paying attention to its tonen and i will respect his opening remarks. [ speaking foreign language ] >> translator: the chinese side felt compelled to make this speech because of the tone of the u.s. side. [ speaking foreign language ] >> translator: isn't this the intention of the united states judging from what -- or the way that you have made your opening remarks, that it wants to speak to china in a condescending way from a position of strength. >> all right. cnn's david culver live in shanghai this morning. we've seen rhetoric like this at the ambassador level, but at the top level posing a real challenge to the biden administration's china policy, ultimately a strategy like we saw from china comes from the top. >> reporter: christine, i was fascinated watching the video, particularly of secretary blinken and how he handled his remarks that were off script. we're used to seeing prepared remarks on both side, they're usually reading from a script and generally the press is escorted out. the fact that the press was kept in for that portion and actually asked to stay and then we saw this heated exchange between the two in a very public way suggests two things, one is on the chinese side you have to understand they're speaking to a domestic audience so they wanted to come in strong here, but in many ways it also appears that they have a dated approach. by that i mean they're almost coming at it with this wolf warrior diplomacy we saw going against the trump administration. the other thing that stands out, though, is secretary blinken's response. because this was not a response you would have seen from, say, pompeo or the trump administration in that it would be strong heated rhetoric that would perhaps make headlines. i would assess it, christine, as more of a mindful approach, even, if you will. i mean, it seemed adds though he was able to remove ego from the situation, he was then able to address the self-awareness aspect of the united states, saying that is correct yeah, we have issues in the u.s., we're confronting those issues, we're open about t we're transparent and that's how we make a more perfect union going forward. it really put the chinese in an interesting situation because domestically here, sure, the headlines from state media are that the chinese went in and were aggressive against a condescending u.s., that's certainly how one outlet is portraying t but from the u.s. side it's a very different approach than what we saw under president trump. this is now going to, i think, force chinese officials going forward to reassess how exactly they're handling the u.s. because from a global perspective the perhaps bigger person, if you will, in the room in a situation like that is the one who is calm, who is self-aware and more than anything else what goes after ego, humility and that seemed to come across from the u.s. side, christine. >> clearly elections have consequences, this is a new administration that wants a new tone, wants to protect american technology, wants to find allies around the world to help bring, you know, china's belligerence in the global stage in line. that's what their strategy will be. this is just the opening of this new relationship. david culver, so nice to see you in shanghai. thank you. all right. no regrets for president biden after his comments to abc news agreeing that vladimir putin is, quote, a killer. now that's prompted the russian president to challenge biden to continue their conversation publicly and do it live. cnn's matthew chance is live in moscow with more this morning. matthew, putin also wished president biden good health, somewhat ominous there. >> reporter: yeah, well, i've seen a lot of that. i can see how, you know, it would be concerning, it would be viewed as concerning that a leader that is accused of having his critics killed or silenced in some other nefarious ways, you know, when he says i hope you're healthy and i'm not joke being that, i can see how that would be concerning but i actually think it wasn't meant in that way, it was meant -- no -- it was meant, i think, to play into a broader campaign that we're seeing played out here in russia on state media, on state television which is basically putting across this idea that president biden is too old for the job, he doesn't have full control of his mental faculties, that he made these comments or agreed with these comments that putin is a killer because of his sort of medical condition and his state of mind. that's what i think president putin was playing into. it was a sort of a wink to that and it was a play to the domestic audience here in russia who have been bombarded with those ideas through state media that the u.s. president is in some way not capable of performing his duties as the leader of the -- of the united states. so that's what that was all about. there was also a childhood retort, i think, in president putin's quite angry response i think in the end to this idea that he is a killer. he basically said whether you say i am, that's what you are. it's no great translation of it in english, but takes one to know one or something like that. sort of a childhood playground sort of retort. he said that and saying that it's actually the united states that has blood on its hands and i'm paraphrasing here of course, not me and not russia. he did take that step as well as offering an online live debate with president biden, but that was also a kind of taunt as well because he said something like, you know, you better make a decision quickly, you know, to say whether you're going to do it or not. another reference to his age. there have been actions as well as words of course in the past 24 hours, russia has recalled its ambassador from the united states to russia for consu consultations, such is the level of anger and concern about those remarks that joe biden made about the russian leader, laura. >> i wouldn't hold jarrett. almost 30 minutes past the hour here in new york. this morning president biden and vice president harris head to georgia to reassure the asian-american community there and across the country, a community frightened after eight people were shot dead at three atlanta massage parlours. a georgia state lawmaker says the rise in anti-asian hate crimes, especially against women, must be addressed. >> whenever somebody disagrees with my opinion or my policies, the first thing that they do is criticize the country from which my parents come from and the second thing is my gender. so i have experienced a lot of targeted massaging, targeted xenophobia, messages of going back to your own country though i was born here, i was raised here, i've lived in georgia almost my entire life and, you know, it is very real. >> details about the victims have been slow to emerge. one of them was a customer delaina yaun t mother of two. here is her sister. >> the asian community was attacked and unfortunately my sister was in an asian spa, she was enjoying her time, like she was just going to enjoy time with her husband. her husband. come on. it's supposed to be a safe place. i don't understand. >> it's just devastating. so what do we expect from the president and the vice president in atlanta today? cnn's jasmine write has more on their trip, she is at the white house this morning. jasmine, good morning. what do we expect to see in who are they meeting with? >> reporter: laura, the white house is really trying to meet the moment today, as you said, they're changing events, they were supposed to do covid relief bill related events, now they will meet with those asian leaders in the wake of tuesday's shooting really to project that this is a serious issue to them. two things we can expect to see, one, president biden tap into that consoler in chief role, we saw it when he visited texas after those deadly storms last month and we are expecting to see it again, but also we are expecting them to really tout what the administration has already done against that an anti-american sentiment, promoting any bills that they have already signed on it pause they don't want to seem like they are behind on the issue. white house's symone sanders previewed that for us last night on cnn. >> in january i'd like to remind folks that the president signed a number of executive orders specifically about racial equity and one of them was specifically about addressing the xenophobia and discrimination against the asian-american community here in the united states. >> reporter: now, symone sanders says it is also going to be about solutions going forward. president biden has been clear that he is concerned about the rise of anti-asian-american hate crimes in this country but he has yet to bring up guns and gun reforms, usually when a shooting like this happens that is one of the first questions, how did the person get the gun. something that former president obama has already brought up in his statement and going to be something that we expect president biden will be asked about and something that the white house says that president biden is still committed to moving on, but also when he is in atlanta today there's also going to be pressure for him to tie this tuesdays shootings to racism. we have heard from president biden say clearly that there has not been an official motive attached to tuesday's shootings, but folks in these communities are going to be looking for him to basically make the connection that it is not a coincidence as they have said on social media over time that a majority of these victims were asian-americans. >> yes, six of the women were asian. all right. jasmine, thanks so much. the u.s. could be on the verge of a new spike in coronavirus cases but the damage likely different this time around with the most vulnerable americans now vaccinated. two thirds of people 65 and older have received at least one vaccine dose and as more shots go into arms one of the biggest states is eyeing a return to normal. cnn is covering the pandemic coast to coast. >> reporter: i'm adrienne broaddus in chicago. here in illinois state leaders have their eyes set on life after the pandemic. on thursday illinois's governor j.b. pritzker said at least half of his state's population 16 and up receive at least one dose of the covid-19 vaccine illinois can return to its normal operations, but the state isn't there yet. the governor said right now that number is hovering around 28%. people 16 and up will be able to receive the vaccine starting next month. >> reporter: i'm alexandra field in new york with more shots going into arms more states are easing restrictions. connecticut the latest to lift capacity limits on a whole slew of businesses, including restaurants, gyms, stores and museums. connecticut is leaving its statewide mask mandate in place. the governor says that he will move to make vaccines accessible to all adults age 16 and up as soon as april 5th. that is ahead of may 1st, the date on which president biden has said all states should make vaccines available to all adults. >> reporter: i'm alison kosik in new york. amc heaters has announced that 98% of the its theaters in the u.s. will be open beginning today with even more theaters opening in a week. the theater chain says it was exactly a year ago the company closed all of its u.s. locations because of the covid-19 pandemic. amc says its following safety protocols including mandatory mask wearing and automatic seat blocking in each auditorium. >> thanks to all of our reporters for those updates. the biden administration is finalizing plans to send millions of astrazeneca vaccine doses to canada and mexico. at the same time the u.s. is urging mexico to deal with the increasingly large number of migrants at the u.s./mexico border. 200 unaccompanied children arrived wednesday at a downtown dallas convention center, it's been converted into a temporary shelter to help relieve overcrowding at facilities near the border where 4,500 migrant children are in custody. priscilla alvarez is live in dallas with more. priscilla, explain what happens to the children who are now going to be sent to that facility. >> reporter: lawyer ration the administration is calling this an imagine take site. they set one up here in a convention center in dallas and another in midland, texas, and the idea behind these is to take children and process them, start getting the process going so that they can be relocated with family in the united states. and, again, as you mentioned, to' leave yat the overcrowding in border patrol facilities. we know that 200 children have already arrived at the center, more are expected in the coming days and we understand, too, that they will be provided games and books to keep them entertained as they stay here and work with case managers so they can start moving through the process and out of government custody, laura. >> priscilla, the white house is clearly scrambling to deal with this, the president has said clearly on camera to would be migrants don't come, but at the same time the reality that customs and border protection is on pace to encounter more people than it's seen in the last 20 years. so what are you hearing from your sources about the administration's plan to actually slow this down? one of the things i've heard proposed is to actually have morass thumb officers at points of entries to process people quicker, but what are you hearing? >> reporter: look, administration officials also want to go more than just our southern border, they want to look at the region as a whole. they are setting up plans to restart programs so that children can apply for asylum in country so they don't have to make the dangerous journey north, they also want to invest in latin america to address the root causes of migration. the administration is looking at this as a regional issue and addressing the problems that are driving migrants to come to the u.s. but the problem they're running up against is misinformation and rumors that are shared by smugglers. that is what drives a lot of these migrants to come, compounded with the desperation they're already feeling. remember, there was two hurricanes that hit the region last year, the pandemic has decimated their economies. so all of that together still driving migration north as the administration scrambles to set up programs and inn test v.est in latin america to avoid them doing that. >> these are people coming from the northern triangle countries, people who are fleeing violence, poverty as you mentioned the hurricanes, these are not people coming from mexico for the most part. i also think it's important to look at the numbers, right? so there are more than 9500 children in hh custody right now, up to 6,800 just a month ago, so almost 3,000 and roughly 4,500 with customs and border protection that's up from 1,200 just a month ago. take a step back. these border sites were not meant to house children for long, they were not meant for children at all, they were meant for adult single men coming over 30 years ago and yet children are staying there for more than five days on average -- and part of the reason is you have more people crossing than usual. >> reporter: this is a deep challenge for the administration, lawyer ra. those facilities are not intended for kids because they weren't designed for them to start. they are -- think of them as jail-like facilities, concrete beverages, concrete walls and yet what we're seeing is thousands of children held up in these facilities for long periods of time. we have sources telling us that children are alternating sleeping schedules to find room to rest, that border patrol agents are bringing in bunk bets, cots, mats, to try to accommodate these kids. this is a big challenge for the administration and the reason why the convention center behind me is being used for minors. again, like you said, that border patrol number, the number of kids in custody, that's key and that's what we're looking at day by day to see if it starts to go down because that would indicate that the administration is starting to keep up with the number of children crossing the u.s./mexico border alone. >> so great to have you in dallas. thank you for being there for us. all right. house democrats passing a pair of immigration bills that give farmworkers and immigrants who came to the u.s. as children a path to citizenship. like much of president biden's agenda it could run into trouble in the senate. an yell louisiana diaz live on capitol hill with the latest. there were republicans who crossed over for these two measures in the house, but this faces a pretty iffy future in the senate doesn't it. >> reporter: that's exactly right. the house passed two immigration bills last night, it is expected this is the first time congress takes up immigration when they have slim majorities, democrats have slim majorities in the house and nate and joe biden is in the white house. the first bill would allow dreamers to be able to apply for citizenship as well as anyone with temporary protected status. the second bill would help farmworkers, would allow them and their spouses and children to earn legal status through continued unemployment in agricultural sector and also reform the farmworker visa program. both of these bills achievements for democrats, they wanted to pass this, however, they really wanted comprehensive immigration reform bill. so that was really what they were hoping to do, but these are two piecemeal legislation that they were hoping to pass in the house. now it faces the senate where they need 60 votes to be able to pass this legislation, right now it doesn't team like there are ten republicans along with the 50 democrats that can support this. senate judiciary chairman said he doesn't think there is enough support in congress to be able to pass that. senate republicans have said they won't support any legislation unless it includes any stringent border security provisions and any restrictions for asylum seekers. so right now very steep uphill climb for democrats in the senate to be able to pass any of these immigration bills. >> daniella, thank you
