million commitment for the end of june of doses. at the same time, we're going to be starting with only a few million in inventory. and we're doing everything we can working with the company accelerate the delivery schedule. >> we're joined now by cnn political correspondent sarah murray to talk about this. sarah, what about this delay here off the top of this rollout, and what's the time line now going to be? >> well, look, there was this expectation that once johnson & johnson is authorized, which it has not been yet by the fda but could hahn as soon as the end of this month, the expectation was that a number of these doses would be ready to roll out. and it turns out that that number is smaller than federal officials expected. we're talking less than 10 million doses out of the gate. the hope was 20 to 30 million by april. you saw jeff zients saying by early june, july we could get these few hundred million doses. but that's going to be on the back end of this order. and officials want to get folks vaccinated as quickly as possible. there are also a lot of unanswered questions about how this is going to work when it gets to states. and states really haven't gotten guidance about whether this is going to roll out for the normal channels, what to do if people show up at an appointment and demand one vaccine over another. there are still some unanswered questions on the distribution side of this as well. >> and talk to us about testing this has obviously been such a huge issue over the course of the pandemic. what is this announcement on testing? >> i feel like since this all started, we have heard officials say if only we had more tests, we could get a better handle on where we are. this has plagued both the trump and the biden administration. today the biden administration commitmented towards a financial investment to places like schools and other congregate settings and underserved communities. and the supplies you actually need to make this test happen. we've heard officials say over and over again they need pipette tips and things like that. that is their hope to get this testing more available in bigger numbers. >> it's certainly needed. sara murray, thank you so much for that update. joe biden resetting expectations during his first town hall as president which you saw right here on cnn. he's taking center stage as well as sticking to a centrist approach committing to millions more vaccine doses. but also predicting several more months of pandemic restrictions. cnn political director david chalian is going to tick through the biggest takeaways here from the president's debut town hall. he made some big promises, david. he also tried not to overpromise. >> that is true, brianna. there were a slough of headlines. i looked at them in two groupings. the first were time line guide posts that the president put out there for the american public. most important when is life going to get to something approximating normal? he said by christmas is his goal to have some sort of a sense of normalcy, a post-pandemic normal. 600 million doses of vaccines available to americans by the end of july. the president said that would be enougho get everyone in the country who wanted a vaccine a shot in the arm. but that's availability which is different than actually vaccines. five days a week for k-8 schools. that's what he wants to see. that's his goal by the end of his first hundred days he wants to see a majority of k-8 schools at five days a week open for business in the classroom. that's going to be a big check mark that we have to look back at, at the end of his first hundred days. now he also had a bunch of policy proposals that i think we're going to see sort of cause some friction with progressives in his own party. flat-out no de-funding of police. he did not want to go there at all, as you know, republicans are trying to tag democrats being the de-fund the police party. he said absolutely not. take a look at some other proposals here that he did, student loan rejection. $50,000 is what progressives was tonight see for student loan debt forgiveness. he said no. his proposal of $10,000 is where he's sticking at. we already heard from alexandria ocasio-cortez, elizabeth warren, even senate majority leader chuck schumer aware of his own left flank is for getting this up to $50,000 forgiveness. immigration reform. we know we're going to see the big biden proposal this week. he wants to put a pathway to citizenship for the 11 million undocumented here. but last night he even said he's open to some negotiation around that. so watch out to see how progressives and advocates respond there. and minimum wage, $15 an hour. that's what he would like to fight for. but when you heard him press as to whether or not it's going to be in this covid relief bill as brian st bernie sanders and others would like to see. he says he doesn't know if it'll meet the rules first of all. and there are others who aren't on board with that. was sort of that mor me moderat more centrist joe biden, the one that navigated the progressive waters ithcratic nomination fight to actually win taking us through that.much fou and as david, president biden made some definite move as way from the progressive wing of his party. let's listen. >> we need student loa ln ivenel $10,000 your administration has proposed. we need at least a $50,000 minimum. what will you do to make that happen? >> i will not make that happen. how can we be sure that we don't overlegislate police officers so that they can't do their job to protect the law-abiding citizens who live in these high-crime neighborhoods? and yet train officers to police with compassion. >> number one, not de-funding the police. we have to put more money in police work. >> let's talk now with robert reich, former labt secretary under president clinton. and he wrote the book "the system who rigged it: how we fix it." mr. secretary, i wonder what you think about as you watched this last night. these were some pretty clear comments that he was making trying to be moderate on student loan forgiveness in particular. what did you think? >> joe biden has been very consistent right through the campaign, right through his first weeks he has said does not want to forgive student loans above $10,000. and he's also been very consistent in terms of not committing himself with regard to a minimum wage increase on the $1.9 trillion covid relief bill. so, i think that a lot of progressives are willing to give him the benefit of the doubt, or at least hold off on any criticism because the covid relief bill is so urgent, it is so large, there are so many conservatives and so many republicans who are already taking pot shots against it. and i think the word on the street and the word among democrats and progressives is, let's go along, let's stay united as long as we possibly can because there are so huge and important issues that need to be addressed. and biden is addressing him. >> at a certain point we are going see fissures. i think we are seeing some concerns from liberals. do you agree with where he is on student loan forgiveness? he says no to the $50,000, 10,000 is where he's at. is that the right move? >> well, i personally, brianna, would like to go up to 50,000 because i teach, i know that student loans are extraordinarily burdensome, not only on students but on their parents and on others. i would like to personally have free public higher education. but we're not there yet. and we have higher priorities with regard to getting through this covid and making sure the people survive. also, infrastructure and dealing with a climate crisis. we can't do everything all at once. so i am very sympathetic personally with where joe biden is, although i would like him to go further. as a former secretary of labor, i know that the $7.25 an hour minimum wage is ridiculous. now to have that, it hasn't been raised in nine years, it has got to be raised. people cannot live on $7.25. and 40% of minimum wage workers are the primary earners in their households. but i'm not going to press that point personally. and i'm not going to be upset right now. joe biden is doing an extraordinarily good job, and the republicans on the other side, what are they proposing? nothing. >> look, he has to figure this out. there are fissures in his own party. i wonder about families who have already paid these student loans off. and they look at some of these forgiveness initiatives. what do you say to them? >> well, there is the issue with regard to both families that have paid the loans off, but also if you forgive all of these loans, then what do you do to families and for students who are just beginning to get loans? >> thank you. yeah, i wish it was better circumstances to be with you. it's really a dire situation here. we are one of the fortunate homes that has power and heat at the moment, although we never know when a rolling blackout might come. the water pressure is extremely low. we just got the boil water alert from the city. this is colder weather than people are used to. the homes aren't as well insulated to be prepared for that. and it hasn't just been rolling blackouts but a lot of people who have been out of power for many hours or days. >> the pictures we're seeing are incredible. water that is frozen coming through ceiling fans in the ceiling. and just to the north of texas as i'm sure you're tracking, oklahoma is also being hard hit by the weather. but they're not seeing the same impact when it comes to the power supply. why is texas faring so poorly right now in that regard? >> right. really what we're seeing in texas is that our energy systems fail us. and i say energy systems because this goes beyond our power system, which is so clearly in the blackouts. but we are seeing how vulnerable our national gas and electricity systems are to each other when we are so reliant on natural gas for supplying both our electricity and our heat. >> so explain what's happening with natural gas. that seems to be the big culprit here. >> right. natural gas is the largest source of electricity in texas, and it's also what many of us use to heat our homes and hospitals and businesses. so we rely on it for a number of purposes. it's also exported. it's also used by our industries. and natural gas has a unique vulnerability when we use it in our power systems is that power plants need a continuous supply of natural gas at all times. so each power source has its own vulnerability, but that's the particular one that natural gas faces. and so what we're seeing is not just a failure of individual components or individual natural gas power plants but a failure of the overall systems to supply an adequate and properly pressurized stream so that power plants can use it for electricity, and an inadequate diversification to have other sources of power as well. >> the governor is blaming ercot, basically the manager for the power systems in texas. should leaders have seen this vulnerability coming, though? >> well, there's absolutely a lot of blame to go around. this is a totally unacceptable crisis for millions of people to be out of power, out of heat, for water systems to be going down now, and a deadly situation for people to be so cold in their homes. and so ercot shares a big part of the blame for that. they do planning each season. they got a lot of aspects of this season right. they weren't that far off on how much demand would be. they got a number of aspects correct. but i think what they didn't prepare for was the systemic failure that could happen when the natural gas systems that so many power plants rely on struggles as much as it is today. so there was an inadequate preparation of the severity of the storm as well as how our interconnected systems would be resilient to responding to it. >> we're glad the power is on in your house. you are an exception. there are so many people suffering. thanks for being with us, daniel. >> thank you. bye. a question at cnn's town hall with president biden is putting a spotlight on what some clinics call the vaccine hunger games. how some are skipping the line. plus, donald trump's insult silence is over, and his new target is mitch mcconnell. why he says the matter leader needs to be replaced and what he said about one of his cabinet members. and just in, the "new york times" reporting that the pentagon delayed promotions for female generals over fears of how trump would react when he was president. is now a good time for a flare-up? >> well, the answer is yes there are. but here's how it works. the states make the decisions on who is and what order. i can make recommendations, and for federal programs, i can do that as president of the united states. but i can't tell the state you must move such and such a group of people up. >> my next guest is president and ceo of international community health services, which owns several nonprofit clinics that serve thousands of low-income people in the seattle area. thanks for being with us. it's interesting to hear how you talk about this because you've compared this search for a covid-19 vaccine to the hunger games. tell us about this. >> well, just like in "the hunger games," you have to be very fift to be able to get a vaccine. digity fit, you have to have the right device. you have to have the right fast plan. then you, yourself, have to be digitally able. so fit in terms of knowing how to actually get through to see if you qualify. and once you're qualified, then you get on to a number of sites where you have to go scan and look for that available appointment for a vaccine. >> and i think a lot of us have heard this from people we know. i also wonder what your reaction is when you hear reports on hospitals in your area inviting big donors to get their vaccines before vulnerable low-income people. >> well, absolutely disappointing. we all know that coronavirus or covid-19 has disproportionately affected our seniors and also communities of color. and so the privilege get even more privileges was really very disappointing. >> do health officials need to take action against these hospitals? is there something they need to do to make sure this doesn't happen? >> this is not something that i would enter into because i do think what the health officials need to focus on is how do we equitably distribute scarce supplies and make sure that the most vulnerable communities are indeed vaccinated because of the rapid spreading virus strains that we have now. >> besides more vaccines, which obviously this country needs, what else do you need most from the biden administration or from state and local health officials? >> i think that community health centers, getting direct outpatients, is going to be very important. because we serve the low-income, the uninsured, the underserved in my community's case we serve a lot of immigrant and refugee populations. so i'm actually glad that there's a development in that direction. i see this as one of the 25 pilot community health centers around the country that biden administration will be sending direct shipments of vaccines to. so we'll be able to help our patients a little bit faster. >> that is good news. thank you so much for being with us. >> thank you so much. just in, a ucla student faces charges for his role in the capitol riot. ooh input to bring in cnn's shimon prokupecz. this is a person who is identified by tipsters. what else do you know? >> he was identified by tipsters, video and photos that were sent in by people who were watching what was happening on that day. and that is how the fbi identified him. his name is christian sekora. he is a ucla student. apparently very known to people at the school, and that is what wh -- where some of the tips original nated from. and what the fbi says is that they have information that he is the founder of a group there called -- a student group at the college, named america first bruins. and the fbi is also saying that he's known to follow an extremist ideology and that he invites white nationals to speak at engagements on the campus. so this is someone that is known for perhaps certain ideology, extremist thinking. and this is the information that the fbi received. they also received photos and video of him sitting in the senate chair there on the floor of the senate of the day of the insurrection. they also say that there is a photo of him carrying a blue flag, and also a "make america great" hat. these are all things that were used in identifying him. the other thing, as you said here, he's charged with assaulting an officer and obviously other insurrection, some of the crimes that we had seen related to the riots inside the capitol. but this just shows that the fbi is also continuing to work this, continuing to work and review tips and videos and photos that are still coming into them as they try to get a handle exactly on all the people that were involved. >> all right, shimon, thank you for that update. live for us here in washington. in the absence of twitter, former president trump still found a way to unleash on senator mitch mcconnell. we'll roll the tape on how trump contradicts himself with his own insults. and the "new york times" reporting that promotions for female generals were delayed because of fears about how trump would react while he was still in the white house. tch it to tracfone wireless to get more control over your wireless plan. they give you unlimited carryover data — you pay for your data, you keep your data. really? (trill sound) since twitter banned donald trump, there has been mostly silence from the disgraced former president. no innermost thoughts, fewer insults, 02:00 a.m. outbursts, not even a sprinkle of kofefe. trump apparently unable to relax said hello, darkness, my old friend, i've come to talk with you again october saturday senate minority leader mitch mcconnell ripped trump apart for inciting the insurrection at the and trump just couldn't not say something. the statement he released is pretty wild. quote, the republican party can never again be respected or strong with political leaders like senator mitch mcconnell at its helm. mcconnell's dedication to business as usual status quo policies together with his lack of political insight, wisdom, skill, and personality has rapidly driven him from majority leader to minority leader, and it will only get worse. from the political grave, donald trump, who didn't get re-elected, slams the guy who did. he slams the guy who helped him push his agenda three supreme court justices and over 200 judicial nominees through congress. mcconnell didn't always walk in lockstep with trump rhetorically, all while other republican member who's still hold leadership positions in trump's fan club. but he diverged from trump on rare occasion, and never with personal animus. mcconnell's time from 2017 to 2021 may mostly be remembered for standing to the side as trump wreaked havoc. whatever your opinion of mitch mcconnell, he is an astute politician and legislator. he was one of trump's biggest assets in washington, and trump praised him over and over. >> senate majority leader mitch mcconnell. [ applause ] thank you, mitch. great guy. >> he's rock-ribbed, kentucky leader. he's been a leader for a long time. there's nobody tougher. there's nobody smarter. i know tough people. he's tough. he's kentucky tough. but we've been friends for a long time. we are probably now, despite what we read, we're probably now, i think at least as far as i'm concerned, closer than ever before. i have a feeling that mitch mcconnell in two years could do very good. he goes down as the greatest leader in my opinion in history. >> but then mcconnell, despite acquitting trump, called a spade a spade, placing responsibility for inciting the january 6th riot firmly on trump shoulders. and for donald trump, the truth does not set you a free, it makes him a target. he goes on, the democrats and chuck schumer play mcconnell like a fiddle. they've never had it so good and they want to keep it that way. trump didn't even use the energy to conjure an original insult for mcconnell. >> i love our country, and our country has taken second -- the united states has been played beautifully like a fiddle because you had a different kind of a leader. we're not going to be played. >> trump continues, quote, in 2020, i received the most votes of any sitting president in history, almost 75 million. sure, but how it works is you also need to receive more votes than the person that you're running against. and trump lost the popular vote to joe biden by more than 7 million votes. and in the electoral college he lost by 74 votes. another paragraph in this letter. quote, and then came the georgia disaster where we should have won both u.s. senate seats, but mcconnell matched the democrat offer of $2,000 stimulus checks with $600. how does that work? it became the democrats' principal advertisement and a big winner for them it was. that's what trump is blaming for the loss. this is interesting spin. because by all accounts, trump was mia wfrom the art of the del with the covid negotiations. he chimed in every so often. and his $2,000 check push came out of nowhere in the 11th hour after the bill had passed. trump blew up the entire thing on it. and it wasn't just mcconnell who was against that check size. it was pretty much across a large section of the republican caucus. also on georgia, trump says, quote, many republicans in georgia voted democrat or just didn't vote because of their anguish at their inept governor brian kemp, secretary of state brad raffensperger, and the republican party for not doing its job on election integrity during the 2020 presidential race. no, that is not what happened. the reason that some republicans didn't vote in georgia is because donald trump told them over and over that it was rigged. >> mr. president, if you don't think that the presidential election was legitimate, if you think that it was stolen, what confidence do you expect voters in georgia to have when they go to the polls to vote for, say, loeffler or purdue? >> well, i told them today, i you're dealing with a very fraudulent system. i'm very worried about that. let them steal georgia again, you'll never be able to look yourself in the mirror. there's no way we lost georgia. there's no way. >> keep in mind, mcconnell is furious according to sources. he blames trump for the runoff losses in georgia, which lost republicans' control of the senate. and of course he got a demotion for it. he say it's was a complete election disaster in georgia and certain other swing states. mcconnell did nothing and will never do what needs to be done in order to secure a fair and just electoral system in the future. translation here, mcconnell wouldn't overturn the will of the voters. because that is what trump wanted. he still can't handle the truth that in georgia and other swing states they just weren't that into you. of course, mcconnell is not innocent in the propagation of the big lie that the election was stolen from trump, when it was not. mcconnell refused to acknowledge biden as president-elect until december. mcconnell didn't speak out against trump's lies about the election until he did so tepidly days before the insurrection. trump goes on in his letter, quote, likewise, mcconnell has no credibility on china because of his family's substantial chinese business holdings. he does nothing on this tremendous economic and military threat. now this is actually perhaps the wildest part of the letter. it seems that trump is saying out loud that a member of his own cabinet for all but a week of his entire presidency was compromised by china. of course he's referring here to elaine chao, the former transportation secretary. chow has not responded to trump's attack. mcconnell is her husband. her family has a u.s. shipping business with ties to china. the house launched an ethics investigation into those ties in 2019, but it's unclear if it ever went anywhere. at the time, her spokesman blamed it all on media attacks which undermine her long career of public service. that was the line. chow resigned just after the ins section. but investigations and ethics was certainly not disqualifying in a trump administration. and this part of trump's statement is a straight up throwback to the olden days of twitter before trump got the boot on the platform in early january. quote, mitch is a dour, sullen, and unsmiling political hack, and if republican senators are going to stay with him, they will not win again. but he forgets that mcconnell does smile, and he does win. and not only that, he smiles when he wins as he did when he used trump to get his own political agenda across the finish line. >> he's happy we still have a republican majority. we look forward to working with him. i think most of the things that he's likely to advocate, we're going to be enthusiastic for. [ inaudible ] we'd fill it. >> brianna, as you said, very concerned. they had two very accomplished general officers they wanted to promote to elite the recommendations to the white house either president trump or some of his top aides would reject them. these are jobs traditionally held by white men and they feared because of president trump's disparaging comments about women and about his kind of soured feelings towards both mr. esper and general milley he would reject them and replace them with less qualified candidates before he left office. >> actually trying to protect the careers of these women which i think is the saddest part that they had to here. you got pushback from former trump administration officials saying the promotions were held up by timing and not gender. does that stack up with your reporting? >> that's right. this was a pushback. they are pushing back against the notion there would have been any discrimination against women, against these two senior officers, lieutenant general laura richardson of the army and general jacqueline from the air force. it's true that there was a very short amount of time left in the administration to try to get this over to the white house and up to the senate for approvappr but the pentagon did push through some top male officers, including one very highly special operations command. so the concern of general milley and mr. es per was wait it out, hope president biden gets the nomination and look at the two accomplished officers then. >> how's is the pentagon, barbara, responding to this now? >> reporter: no public comment from the pentagon. for anybody including my colleagues at the "new york times" who were observers of this, it really doesn't come as any surprise. so sad, two incredibly accomplished military officers beginning and end of story. accomplished, highly qualified military officers, and the two top officials here at the pentagon were apparently so afraid of the president of the united states and his attitude about women that they would not proceed. they would have had to have proceeded, found their courage and did it, after the election, had mr. trump won. with mr. biden president of the united states, presumably, he feel much more at ease pushing for promotions and nominations to be confirmed by the senate of the most qualified people that they can find. i think, really, one of the underlying, under lying this, all of this, military men and women who serve everywhere will have to decide what they think about this. a good idea to hope to get these women through, hold back, under a different president, or should esper and milley have openly pushed for these women and not set them aside, because they were worried about trump?
