polluting vehicles will pay £12.50 to drive into london boroughs. good evening, this hour, florida's gulf coast is feeling the outer bands of hurricane idalia. evacuation orders are in place in ten counties north of tampa, in what we call the big bend area of florida. the system started as a tropical storm but it is rapidly intensifying over unsually warm waters in the gulf. through the day it has been moving north from west cuba growing from a categoryi hurricane, possibly to a category three with winds that could reach iiomph. but, as ever, it is the storm surge that has the authorities most concerned, particularly around cedar key and some of the very low lying areas. they are predicting the waters could rise by as much 8—12ft. here's our forecaster chris fawkes with more. western cuba has been hit with strong winds and some flooding rain as tropical storm dalia passed just to the west. and we can take a look at idalia on the satellite picture. since moving past western cuba and heading into the gulf, it's actually strengthened and is now a hurricane. and one of the big worries about hurricane idalia is, as it works into the gulf, it's going to be working across incredibly warm seas where temperatures across the board in the gulf of mexico are above average, but particularly close to the coast of the united states, where sea temperatures around two or three degrees above average. and it's those warm seas that powers these hurricanes is likely to lead to a period of rapid intensification for hurricane dalia. now, at its peak, this storm is likely to have winds of 120 miles an hour with stronger gusts up to 150 miles an hour. landfall expected on wednesday in the northwest of florida. flooding rain, 300 millimetres in places and as well as that, a big storm surge two to four metres high. that's six to 12 foot where that coincides with high tides that will bring inundation. but the threat of extreme rainfall isn'tjust limited to florida. it also will be across parts of north and south carolina with several hundred millimetres of rain on the way. so rapid intensification from hurricane ida landfall in florida on wednesday with damaging wind gusts, a big storm surge and flooding. and remember, that risk of flooding isn'tjust for florida, but it will extend to both north and south carolina over the next few days. not a storm to take lightly. this was the update — from mr desantis within the last hour. the storm is going to impact inland counties and particularly in northern florida. you are going to see significant impacts. the contours of that will obviously determine will be determined by the exact path of the storm. but i think you're doing the right thing to be prepared. so we're talking about counties like columbia. we're talking about counties like hamilton, madison. all those counties are going to be affected by hurricane idalia. we are monitoring some of these computer models. you may see the national hurricane centre update the track in either the 2:00 or the 5:00 advisory. there are models suggesting that this is going to take more of a westward shift that could bring it into areas likejefferson and leon and wakulla area even. and people have known that this is a possibility. and i know all those counties are making preparations, but that is something to look out for. there's still a range of uncertainty here. they're going to be updating this track as the day goes on. and we will have probably better resolution on that as we get to the 2:00 or the 5:00 advisory. but that is a possibility. we've been in contact with all the local officials in all these areas. and i know people have been making preparations. in florida for us tonight our north america correspondentjohn sudworth. in the next few hours, tamper will get the outer bands of this hurricane i it could be a rough night. hurricane i it could be a rough niuht. . , , ., hurricane i it could be a rough niuht. . , , night. that is right, you could be for civen night. that is right, you could be for given for _ night. that is right, you could be for given for thinking _ night. that is right, you could be for given for thinking it - but is still under way? yes. 150 lives lost during hurricane ian, | lives lost during hurricane ian, many of them as a result of the serious flooding. and as you say, many residents still picking up the pieces of their lives, you know, struggling with insurance payouts, and yet here we are, with another event. this one coming ashore slightly further north but of course that doesn't mean they will be spared. strong winds expected right along the gulf coast, so this is a nightmare for people who lived through ian at the end of last year. and you know, the concern once again, in terms of the bigger picture and the bigger context, are these unusually warm sea temperatures. they don't because hurricane but once a hurricane has begun to develop, those warm water surface temperatures add power to the hurricane and again that is what the hurricane and again that is what the scientists are saying this time around, at the moment it is a category one hurricane but because of the warm waters they are expecting it to intensifies, the prediction is as it comes to sure, it is a category three storm, that is a significant weather event and the authorities are asking everyone to listen to the warnings, and if you are in danger to everything you can to get out of the way.— can to get out of the way. john, thank yom _ joining me now from tampa in florida is hurricane climatologist — nick grondin. pick at that point, would you, that john was making reference to there, that the warm nature of the waters in the gulf of mexico, what is that doing to the hurricane?— in the gulf of mexico, what is that doing to the hurricane? first, thank ou for doing to the hurricane? first, thank you for having _ doing to the hurricane? first, thank you for having me. _ doing to the hurricane? first, thank you for having me. yes, _ doing to the hurricane? first, thank you for having me. yes, as - doing to the hurricane? first, thank you for having me. yes, as john - you for having me. yes, asjohn said, the sea surface temperatures in the gulf of mexico have been running two to three celsius above normal. they are about 30 to 32 celsius, depending on where you are, and as a result, that provides more fuel to the storm, tropical cyclones and hurricanes like having warm water as their fuel, and that can lead to significant intensification. so, the cone that we watch so often on our screens which seems to be heading north—west, as i said, over the cedar key area, around the big bend of florida, not the big population centres, do we have full confidence in that or do sometimes hurricanes take a swing in a direction you don't expect? certainly, historically, there have been storms that have taken a last minute jog somewhat unexpectedly, but most of our computer models haven't —— have been pretty consistently in this area of landfill in the big band. consistently in this area of landfill in the big hand. but it is important to remember that a hurricane is not a point. impacts can spread well beyond the centre. right now, the winds of a0 miles an hour or greater extent in 250 miles east of the storm centre so while the direct landfill is likely to be in a less populated area, impacts from the storm are expected to be pretty significant in the tampa area, in orlando, potentially in jacksonville and east florida as well. ~ . jacksonville and east florida as well. ., ., _ , well. we are obviously focusing toda on well. we are obviously focusing today on idalia _ well. we are obviously focusing today on idalia because -
