war who say they were subjected to torture, including frequent beatings and electric shocks, while held in russia. a dozen former captives described extreme violence and ill—treatment in apparent violations of international humanitarian law. many of them surrendered in the city of mariupol last year. they were taken to a detention facility in the southern russian city of taganrog — before being released in exchanges. 0ur correspondent hugo bachega has been reporting from ukraine during the war — and worked on the investigation into the treatment of captives. hejoined me earlier and described the testimony he's heard from people who have been held as prisoners of war. so i spent weeks in ukraine tracking down ukrainians who had been taken to this facility in the city of taganrog. and what they describe is a situation of extreme abuse, psychological abuse, physical abuse. they say that captives are tortured, are given electric shocks, frequent beatings. there is no health care provided, food portions are very, very small. so you do have a situation that, you know, prisoners are said to have been dying in this facility because of this level of abuse. and we interviewed a dozen former captives. and i think what really struck me was that what they described was that this wasn't something that was being done by a handful of bad guys or by a guard who had an argument at home and decided to torture somebody. they said that this was routine, this was, you know, the modus operandi in this facility. and keep in mind that no international observers have been allowed into this facility. the united nations, the red cross have been trying to to visit this facility to see the conditions there. but russian authorities have not allowed them to enter this facility in the south of the country. well, hugo, you talked about some of the people that you spoke to. let's hear a little bit from one of them. her name's irina. translation: they dragged us by our hair. _ they beat us in the kidneys, in the ribs, with hammers and batons. how do you describe taganrog? only devils live and work there. hugo, have we had any response from the russians after your investigation? no. well, the russian defense ministry hasn't replied to our requests for comment. in the past, they've denied that prisoners of war were being tortured. but i've shared my findings with a number of human rights organisations, even with the office of the united nations human rights office. and they say that they've heard similar claims cases not only from this particular location, but also from other places where prisoners of war are being held. so i think this gives us an indication that this is happening not only in this particular facility, but also in other places across the country. and are you know, when i was in kyiv, i interviewed the ukrainian ombudsman for human rights who told me that 90% of the ukrainians who have been returned in those prisoners prisoner exchanges, they say that they were tortured in these facilities. so the situation, you know, is a very concerning situation. he said that there's nothing he can do really, because all these facilities are now in under russian control. and no international observers have been allowed to get to those facilities and talk to those prisoners of war and actually see by themselves the conditions that these people are facing. president biden will travel to hawaii on monday in response to the deadly wildfires on the island of maui. the number of peole who've died there has risen to 106 — with over a thousand more missing. maui's police department have named the first two victims as lahaina residents robert dyckman, who was 7a, and buddy jantoc, who was 79. it is likely to take several more days for authorities ireland, england and wales. blue skies, sunflower fields, as captured by our weather watcher in norfolk. a bit of fair weather cloud bubbling up in powys. as we head through the rest of the week, although it is looking wet and windy on friday, there will be lots of dry weather, some sunny spells and it will turn warmer and more humid, especially by night. but for the rest of this afternoon, we will keep the sunshine for most areas, i wouldn't rule out a shower breaking out just about anywhere, but they are more likely across northern areas of scotland, possibly heavy in places — it is cloudier here — and temperatures will be lower. but elsewhere creeping into the low to mid 20s celsius, 26 celsius possible in south—east england. overnight tonight, any showers we see will fade away to leave us with a dry night, long clear spells, mist, murk, low cloud gathering towards central areas, perhaps into tomorrow morning, but it's a mild start to the day on thursday yet again. on thursday morning any mist and murk, low cloud will gradually lift and clear through the morning, burnt back by the sunshine. we draw in more of a south—easterly wind, just feeding this warm, humid air
