Four candidates are seeking three seats on the Lewes Board of Public Works in the Saturday, May 8 election. Each seat carries a three-year term. Running for seats are incumbents Robert Kennedy, Tom Panetta and Robert Kennedy, and challenger Richard Nichols. Each candidate was asked by the Cape Gazette to answer the same questions about topics important to ratepayers.
Biographical information
Robert Kennedy: I was born and raised in Lewes, and resided in Lewes until I entered on active duty with the U.S. Army. After completing my military obligation, I returned to Lewes and worked at Fish Products Company as its assistant comptroller until the company was sold in 1974. I then spent 21 years as executive director of the Delaware Public Service Commission, where I was responsible for running the daily operations of the division and ensuring utility applications were reviewed for compliance with Delaware law. Lewes planners to meet April 21
The Lewes Planning Commission will meet virtually at 6 p.m., Wednesday, April 21. Commissioners will consider a recommendation on the final subdivision plan for Lewes Waterfront Preserve. The developer is seeking approval to build 89 townhouses on 34.64 acres on New Road adjacent to Canary Creek. The group will also consider a request to subdivide property along Schley Avenue into four lots. Three of the four lots conform to city code requirements, while the fourth is undersized. The board of adjustment approved a variance for the smaller lot earlier this year. Commissioners will consider a rezoning request for the former Lewes Dairy property at 660 Pilottown Road from industrial to R-2, low-density residential. I’ve known Tom Panetta for many years and I am fully supporting him without hesitation for a seat on the Lewes Board of Public Works.
My reasons follow:
• Tom has proven experience in working to better the interests of the citizens of Lewes and the ratepayers of BPW
• He has extensive technical background on the operation of utilities
• As an active member of the Lewes Planning Commission he is an asset to the running of the BPW, especially in respect to the impact of sea level rise
• He’s ready and willing to take ownership of problems and not just complain about them. And finally, he has enhanced the operation of the BPW by producing the Root Cause report and Lesson Learned on the wastewater treatment facility failure in 2019; this includes improvements to the way the BPW operates. Tom has a proven track record and I’m excited to support him.

I strongly support Robert Kennedy for re-election to the Lewes Board of Public Works. His extensive past experience of over 20 years on the Public Service Commission makes him the most qualified.
He was born and raised in Lewes, and is fully committed to maintaining dependable utility service. He continues to support needed maintenance and appropriate upgrades for the future. He is my clear-cut choice and should be yours for his re-election.
