Bill filed to cover mail-in, early voting costs for Mass. towns

BOSTON A new bill co-sponsored by state Sen. Susan Moran, D-Falmouth, would cover the upfront costs for cities and towns to provide for early and mail-in voting on a permanent basis. The bill, numbered SD.1378 in the Senate and HD.449 in the House, would see the state preemptively cover costs, including salaries for overtime work and hiring additional staff. State Sen. Rebecca Rausch, D-Needham, and Rep. Steven Ultrino, D-Malden, have filed the bill in each chamber, respectively. Currently, cities and towns can ask the state to be reimbursed for election costs, but still have to foot the bill upfront, Rausch said

Peake files bill to limit use of license plate reader data

BOSTON A new bill on Beacon Hill would provide a set of rules on how officials can use the license plate reading camera systems that are found across the state, including at the Bourne and Sagamore bridges.  The bill, filed by state Rep. Sarah Peake, would provide “guardrails” around automatic license plate readers, which capture drivers license plates and store the information in a state database, according to Peake, D-Provincetown. If passed, it would be unlawful for state officials to use the readers to monitor or track activity protected under the First Amendment and would limit any data retention to 14 days unless it is connected with a criminal investigation where there is a link between the data and the crime.

House Speaker Mariano expects climate bill won't change much | State

Almost a month after Gov. Charlie Baker returned sweeping climate legislation to lawmakers with a series of recommended amendments, House Speaker Ronald Mariano said he s willing to work with the governor on some technical changes but will not back down on our ambitious emissions reduction targets. The bill — which the House and Senate passed for the second time in January after Baker rejected a version sent to him in the final days of the last legislative session — proposes to lock the state into its goal of achieving net-zero carbon emissions by 2050, set interim emission reduction targets, establish appliance energy efficiency standards, authorize additional purchases of offshore wind power and codify protections for environmental justice communities, among other measures.
