He joined the Civil Air Patrol, which is a nonprofit organization, chartered by congress, which offers young people a chance to work with the air force. His mentor of more than 15 years says ballard stood out from the beginning. He was a big loveable teddy bear, i guess you could say. Everyone enjoyed being around him. He was always the one that everyone liked to talk to. Reporter at just 18 years old, Stephen Ballard was a leader.
