shannon: redistricting is not the only issue in pennsylvania. the commonwealth now at the center of an exposing lawsuit with some stunning allegations. jay christian adam says he has hundreds of pages of evidence to support his claim that noncitizens were allowed to register to vote in pennsylvania. for example, in a letter from the allocating elections division, a noncitizen was told that as a voter registration had been canceled because he is not a u.s. citizen. another from the county allegedly voted twice in 2008 and once in 2012. the registration was canceled in 2014, but possibly reregistered in 2015. and to this noncitizen allegedly has an extensive voting history dating back to 2008. supporting three different voter ids and is still actively registered to vote. shannon: joining me now in washington is former attorney for the department of justice
