To meet new tough every Capital Requirements but regulators proposed this last year. The banks have been expecting it and already started raising that new capital according to officials. The rules, something, applying to something called a leverage ratio, apply to banks with assets of more than 700 billion that are systematically important, bank of america, bank of new york mellon, citigroup, goldman sachs, jpmorgan chase, morgan stanley, State Street Corporation and wells fargo and company will be covered under this new rule. They are designed to help protect these banks in another financial crisis and avoid future taxpayer bailouts, though the banks argue the rules will curtail lending and saddle them with higher costs. Do they enroll their children in the school where they are now or assume theyll be confirmed by then and look at enrolling them in the country in which theyll be serving . Why are we putting people who are serving their country through that type of uncertainty and anxiety . But we are. We are, by failing to move in a timely way the nominations that have been brought forward to us. Ill just mention one other example. I started with the hearing that i chaired today on behalf of the Senate Foreign Relations Committee dealing with four nominees. One was the ambassador to vietnam. I was just recently in vietnam. I met with our current ambassador, ambassador scher. I mention that because hes been nominated to be assistant secretary of defense for asia so hes leaving vietnam. We had a hearing today on the next ambassador to vietnam, a wellqualified career diplomat. The question is, are we going to have the orderly change of command in vietnam, a country critically important to u. S. Interests
Across the border in syria. That can be done with manned aircraft. But retaking the cities is not a job for manned aircraft. Too much of a risk of civilian casualties. Thats when the drones come in. Both of these require better intelligence on the ground. So why cant the iraqis get the intelligence . The iraqi Intelligence System is still relatively new. We set up a an Intelligence Ministry effectively in early 2004. You dont develop a robust Intelligence System, obviously, overnight youchlgt say well its a decade. Yeah its a decade but it takes time. They relied during surge very much on american intelligence, people on the ground who could help the drone strikes, for example. So youre trying to take mosul. You need somebody on the ground who says the bad guys are in that building not that one because a drone strike is a precision strike. And hopefully reduces Collateral Damage and civilian casualties.
