Before Delhi became the capital of British India in 1911 it was part of the Punjab province. Even in the early days of the capital building, the tussle between the municipality under Punjab and the imperial government had become evident. Negotiations over power-sharing in Delhi took place in the Drafting Committee of the Constituent Assembly too.

Catherine Kelsey, who has died of cancer aged 58, was the doyenne of advice on British independent schools at Gabbitas, the educational consulting company, where she was director of elite clients.
She was born Catherine Swan at Boxford, Suffolk on October 20 1962, the daughter of Sir Conrad Swan, Garter Principal King of Arms, and his wife Lady Hilda, daughter of the 3rd Earl of Iddesleigh and great granddaughter of Sir Stafford Northcote, Disraeli’s Chancellor of the Exchequer.
