The proposed ordinance the council voted on Tuesday asks for voluntary compliance from property owners to register their buildings with the city, whereas the original proposal would have required them to register or be penalized.
Funding did not work as intended for the redesign, but a Colby College official said Tuesday that ideas from the original plan could be used to move forward with another design in the future.
Special elections will be held Nov. 8 to fill vacancies created when City Councilor Mike Morris, D-Ward 1, resigned as he moved out of the ward, and for Councilor Rick Foss, R-Ward 5, who is moving to Winslow.
The city is posting notices at parks and playgrounds and on city websites and Facebook pages to inform people of the health hazards of browntail moth caterpillars.
