Filibuster must require senator to speak on point
When we think of the Senate filibuster, we think of Mr. Smith going to Washington, saving struggling homeowners from the evil bankers, stealing homes from hardworking homeowners, widows and orphans. Mr. Smith struggled, on the verge of collapse, turning public opinion to save homeowners from predatory lending institutions. Initially the senate cared more about the bankers political contributions than their struggling constituents.
Today a filibuster is a political strategy in which a senator “speaks,” or threatens to speak for hours, to delay efforts to vote for a bill. The tactic takes advantage of Senate rules that say a senator, once recognized, may speak on an issue without being impeded by anyone.
