A New England man says he blew up his neighbor s car in an attempt to get revenge on them because he was annoyed by them making excessive noise.

Documents showed Arsenault built a homemade explosive device made up of low-explosive main charge and a non-electrical fusing system to blow up the vehicle, which was parked outside his neighbor s home, following previous disputes with the victim.
