Chp says the Oakland Fire Department saw a man starting the fire in the westbound lane of the 17th street offramp. Firefighters later found a burn victim with head trauma at the offramp. That offramp is now reopened. All lanes are open as well. Meanwhile, in San Francisco, fire crews have contained a massive fire in the citys hayes valley neighborhood. 8 people have been displaced.
