　　为调动医务人员的积极性，三明市在全市实行党委书记、院长和医师年薪制与全员目标年薪制、年薪计算工分制等一系列改革新举措，合理设置院长、医生、护士和后勤人员的收入比例，大幅增加医务人员收入。年薪薪酬由政府确定，资金由财政负担。实行年薪制，是为了真正让医生回归“治病救人”的本职工作，不必再为创收而烦恼。　　实施全员目标年薪制的具体考核内容包括：一是建立党委书记、院长考核评价体系。建立一套以公益性为导向，包括六大类40项指标的党委书记、院长考评体系，考核结果与党委书记、院长和总会计师年薪、医院工资总额核定挂钩；二是改革医院工资总额核定办法，将医院医药收入结构分为药品耗材收入、检查化验收入、诊察护理床位手术治疗收入，医院工资总额计算以不含检查化验、床位收入的医务性�
