Rochester Public Schools is announcing major changes to manage the district’s bloated budget, including closing some schools and eliminating transportation for districtwide schools. The changes will allow earlier start times for elementary students and later start times for middle and high school students.
The total number of students served in special education programs at RPS grew more than 38% in the decade from 2013-14 to 2022-23 increasing from 2,534 to 3,512.
A summary of the teachers union's proposal outlined the reasons for the class caps, saying large classes lead to disengagement, feelings of alienation, and ultimately negative behaviors.
