Municipalities like westchester and others got a jump on the Road Conditions with brining. Penndot said they wanted to error on side of precaution so they sent kids home early. Kids at friendship elementary started boarding buses before 1 00 and were sent home. When you talk to most School Superintendents they say snow before the start of the school day, its an easy call to send kids home.
