archdiocese is taking unusual and potentially illegal steps to deal with the homeless. anne makovec is at st. mary s cathedral to show us what the church is doing. anne. reporter: i m here at one of the many entrances to st. mary s cathedral. you can see the pavement here is wet behind me. the stairs are wet. and so are the belongings of a homeless person who once thought that this was a safe place to sleep. what appears to be the source of this water is a sprinkler system installed high overhead. in an exclusive report from kcbs radio doug sovern reports the shower systems are active in four outdoor alcoves meant to prevent homeless from sleeping there. they go off periodically throughout the night and doug spoke with one man who had been drenched. we re going to be wet all night so i mean hypothermia, cold, all that stuff could set n keeping the church clean but making people sick. reporter: looks like this plumbing system itself was installed illegally and also may v

yards into the ocean. several fish and whales and ducks have already been seen covered in that oil. this is near refugio state beach. that broken pipeline sent oil into a culvert that ran into the ocean. we plan to do an overflight it a helicopter at first light to determine if the oil has moved. there are wind projections that say that the oil could move two to four miles south down the coast. the company which owns the pipeline plains all american shut down that line and is apologizing today saying it s thankful nobody was injured. we ll hear from them in the next half-hour. an assemblyman from the area says the spill went undetected until santa barbara county firefighters traced powerful gas smells to that area. he plans to speak out from sacramento this morning. seeing some of the pictures there makes a lot of us start to think about the cosco busan spill right here in the bay. reporter: disturbing reminder but if the initial reports hold true that about 21,000 ga
