It looks like its over off the shoulder there right around high street, coming up in through the Oakland Hills where highway 13 got a wind advisory from chp. Well watch for the traffic moving smoothly. At least part of a tree down inside this freeway. Outside the bay bridge toll plaza in the east bay and the oakland area metering lights turned on earlier than necessary because of the volume.
