He had been climbing the tower using what appears to be giant suction cups, just above fifth avenue here in new york city, causing quite a secene here in the local stations and for people, pedestrians down below. Dozens injured including two firefighters after part of the building collapsed. Trapping residents. The apparent explosion sent debris flying to nearby streets. Reporter acting police chief Toney Chaplin reached out to clergy members from across the city as he spoke to San Franciscos influential Interfaith Council. You will remember that back in june the Police Commission and the police union agreed to a series of new rules dealing with use of force, and those reforms are focused mainly on deescalation. The chief says that officers are using time and distance during dangerous encounters and he pointed to a Police Standoff just last month with an armed man on Market Street that came to a peaceful conclusion. These officers would have been perfectly justified in shooting this individual, but they didnt.
