Good morning, im melissa harrisperry. We begin this morning with a story thats hard to hear but necessary to discuss. Now, im going to be referring to this clock behind me, okay, dont get too distracted by it. Ill bring it back whenever we need it. The state of oklahoma was scheduled to execute two convicted murderers, Clayton Lockett and charles warner. Tha their crimes were heinous. The inmates challenged the execution claiming that they had the right to know the source of the drugs. A District Court judge ruled on march 26th that the secrecy law signed by governor mary fallon in 2011 was unconstitutional. But after the States Supreme Court granted a stay of the executions on april 22nd so that it could rule on the issue of secrecy, the governor responded, saying the court had acted, quote, outside of its constitutional authority. Pensacola, florida, is just beginning to assess the situation after two feet of rain left massive damage to homes and businesses and Officials Say the flooding is possibly related to a deadly explosion at a county prison last night. Well have more on that story in a moment, but we start this morning with Nbcs Kristen Welker who is in baltimore, maryland with this road collapse there. Kristen, as i understand, some neighbors indicate they have been complaining about issues there for a while. Reporter thats right. A few neighbors complaining that they had serious concerns about the retaining wall behind me that gave way last night, causing about eight to ten cars that fell 75 feet on to train tracks. One resident telling me she complained multiple times to the company that is responsible for the tracks, also to city officials. It confirms the commissioner can force a sale by a vote of threefourths of the owners, and this morning, the Sacramento Kings owner said they have the votes. The owners, i know, george, are all color blind and they found this behavior was outrageous, so i would be surprised if it isnt a unanimous vote. I would be very surprised if that was not the case.
