Amputated his girlfriends left arm and seriously injured her after she had fallen on the train tracks. The criminal complaint states the victim called her mom around 9 at night to tell her calkins pushed her down and she had hit her head on a rock. Her mom was going to meet her but she never arrived. If you have an opportunity to save a life or prevent a serious injury by using a seat belt, or having that seat belt available to someone, i think thats a good reason to have it. Critics critics argue that seats belts may be ineffective or even hazardous on a school bus, and requiring students to wear them is tough to enforce. And they pose another challenge to districts facing tight budgets.
