Did it start with the discovery of that 12story White Building on the outskirts of shanghai. No, in fact, it goes back all the way to the dawn of the internet itself. And in 1967 when the arpa net was about to go up, that was the precursor to the internet, that was, you know, a network where all the contractors at the Defense Department would be able to, you know, talk with one another in their computer programs. There was a man named willis ware. He was a computer pioneer. He was the head of the Computer Department at the rand corporation, and he was also on the Scientific Advisory board at the nsa. And he wrote a paper, it was secret at the time. Its been declassified, its a fascinating document. You can look it up. He said heres the thing, heres the problem. Once you create a Computer Network, once you have access from multiple, unsecured locations, youre going to create inherent vulnerabilities. Youre not going to be able to keep secrets anymore. And so when i was doing my research
Would be to fortify the protections, the Privacy Protections for americans in the law but the law has evolved and exactly the opposite direction and indeed since 9 11 there has been a sea change in the law. If you back up a few decades following the church committees revelations in 1970s there was a series of laws and policies put in place that establish a kind of golden rule. Intelligence agencies could not collect information on americans from within the United States without some individualized factbased suspicion of wrongdoing. Now the purpose and the effect of this rule was to constrain the abuses that had come before it. In the past 14 years a cardinal principle has been utterly jettisoned from the law. So lets talk about the three legal authorities that we know of under which mass surveillance is currently occurring. The first is section 215 of the patriot act. This is the provision that allows the government to get a fisa court order Compelling Companies to turn over Business R
Well, i think the data i showed, especially that curve, pretty clearly demonstrates that that we can identify the vast majority but not all cases within 21 days. So when were talking about declaring a country free of disease, then twice that, 42 days is the criteria that w. H. O. Issues. And i think intuitively you can run the graph out there and you can see there are no new cases at the far end. So it seems to me that thats, that additional safety precaution is clear . No . Obviously not. One more response, yes. What would you say to that second little hunt when you looked at your very nice geometric distribution, roundabout 14 days, it looks like there was a small second peak . And i wonder, if an alert reporter were to ask you, does that suggest that the time point one should be later and that the true doubling is to take care of unexpected, unrecognized second outbreaks . Or is it really the doubling of the that, you know . Thats a good observation and i think you need to just keep
Action on the floor of the senate. There are a couple of groups that dont like this or dont like that. Weve been prepared and look forward to receiving your comments. The staff has received them. David granus is here today, our staff director, and jack from the Minority Side as well. And so to we are open, but we do not want to produce manager that cannot get something that cannot get a vote. What we have done is an entire voluntary system. It essentially are moves essentially moves to let companies do three things; to monitor their networks, to identify cyber indicators, to use countermeasures to protect against Cyber Threats and, third, to share and receive information with each other and with federal, state and local government. Companies who use the authorities to monitor and share information are provided full Liability Protection for doing so as long as they do so with the bill, within the bills parameters. And those parameters are pretty clearly spelled out. The bill has a numbe
