The last person to speak, Brandon Harwell, who is also against masks, asked the council if they could explain what the resolution would accomplish if passed. David Hammond, city attorney, told Harwell the resolution doesnât really change much from normal operations. As it stands, if someone goes into a business and is asked to leave but refuses, they can already be deemed as trespassing by police.

DUNCAN, Okla. (TNN) - In a 3-2 vote, the Duncan City Council has voted in favor of a mask resolution, which recommends for masks to be worn in public.
Mayor Ritchie Dennington said masks are required at doctors and dental offices and bank waiting areas all other businesses are up to the owner.
Before the meeting even started, dozens of community members protested in silence, asking council to vote yes.

A council discussion and workshop regarding a mask policy took about an hour and 15 minutes to wrap up Thursday night in a room full of nearly 50 people on both sides of the debate.
DUNCAN â Tempers ran high at Thursdayâs special meeting of the Duncan City Council, but in the end, Mayor Ritchie Dennington says there may be a resolution coming soon.
Duncan City Council held a special meeting Thursday to discuss the definitions of a mask ordinance resolution. The council also allowed the public to speak and voice their concerns for and against a potential mask mandate.
The small city council chamber was packed with citizens, about half of whom were wearing a mask, seemingly eager to express their thoughts and concerns about a potential mandate.
Various doctors expressed the need for a mask mandate and several citizens came forward as well to tell the council their views on a possible mandate. The real debate, however, occurred away from the speaker podium with attendees arguing with each other from across the room and shouting accusations at each other.
