Set a flag on fire, and patrons and an employee at a restaurant right across the street from the Police Department were harassed. One person pepper sprayed by a demonstrator and no arrests were made. We were eating our food, they started flashing lights in our eyes, screaming at us, there were no police, nothing. And were literally at the police station. We had nonuniformed officers watching from a distance. And had we seen assaultive behavior or Public Safety issues we would have jumped in right away. We were not aware of the assaultive behavior until after the fact. There was no order for officers to stand down.
