Set a flag on fire, and patrons and an employee at a restaurant right across the street from the Police Department were harassed. One person pepper sprayed by a demonstrator and no arrests were made. We were eating our food, they started flashing lights in our eyes, screaming at us, there were no police, nothing. And were literally at the police station. We had nonuniformed officers watching from a distance. And had we seen assaultive behavior or Public Safety issues we would have jumped in right away. We were not aware of the assaultive behavior until after the fact. There was no order for officers to stand down. Supervisors made a decision not to intervene based on the circumstances of the crimes being committed. Graffiti and vandalism. He agrees with the call but says they are making changes moving forward. If this group comes back or any groups come back into town with the intent to vandalize or commit criminal behavior, we have every intention of taking action and holing them accountable. Witnesses to saturdays incidents say they want to feel safe. I was there trying to get my friends out of the scenario. It was very disturbing. I was afraid for my life. Police had staffing on hand. The Department Says its committed to preventing this from happening again. Wall cam newton creek has been known as a safe community. We take pride in being a safe community. And we intend to keep it that way. Hill responded to the public in this social media post and tells me al throw theres no other planned demonstration for the weekend. The department is beefing up patrols as a precaution. Julie . Christina, this group east bay resistance, what were they protesting . Well, at this point, we understand that its possibly likely linked to the black lives matter protests. Its still unclear why they came to walnut creek. But we have been told by the Police Department that they had planned to come to town. Theyve been here before. In the past, they hadnt caused any issues this time it was just a different story. All right, well, lets hope moving forward its not a problem. Christina, thank you. California has now surpassed 1. 5 million coronavirus cases since the pandemic began. More than 9,000 cases were reported yesterday. More than 18,000 people with the virus have also died in california. That includes 72 deaths in the last 24 hours. All of this comes as were seeing record numbers of daily cases across the country an average of over 150,000 per day. Death haves also hit levels we havent seen since may. In fact, yesterday, more than 1700 people died across the country, thats one death every 50 seconds. Another bay area county is recommending that people avoid traveling during the upcoming holiday season. San Mateo County Health Officials Say Holiday Travel is risky especially with the recent surge in coronavirus cases. Theyre suggesting small gatherings at home or outdoors with people in your household or your social bubble. We want to keep holiday gatherings small. Maybe only to your household or your small social bubble. Because so much of the transmission occurs without symptoms or before symptoms occur. And when youre taking off the mass tock eat, and shout across the thanksgiving table, thats when that transmission occurs. San mateo county is currently in the red tier of the states fourtiered color coated system. Theyve reported 20,000 cases of the coronavirus since the beginning of the pandemic. And 168 deaths from the virus. Many businesses in Alameda County had to move outdoors starting today. Like much of the bay area, that county is now in the most restrictive purple tier for coronavirus cases. Ktvus allie rasmus explains the changes. A sign on the door of the montclair Fitness Center explained to customers theyre closed to comply with county health orders. At the nearby gym t owner says shes been lucky enough to keep her business afloat with online and outdoor classes. A lot of businesses in the area are suffering because they dont have an outdoor option. And honestly, i dont know that if this continues if well be able to keep up, you know, what were doing. At restaurants like the crate pan on piedmont avenue, its now back to setting up tables outside only. No more Indoor Dining allowed. Movie theaters, houses of worship, and museums can now only operate outdoors in Alameda County. I really would like it that we could open up and participate in real life again. But i think that its really important right now that we all participate in keeping the community safe. But there are some businesses still allowed to operate indoors. They include retail and shopping malls at 25 capacity. Hair and nail salons can stay open with limited capacity. And personal care services. We were just allowed to open october 7th. The owners of saunders and james nail salon in oakland say theyre grateful they can stay open. Weve had to downsize how many people can be here. Were only at 50 capacity. Some days its 25. It depends. I think were a good example of how its safe to conduct business. County Health Officials say its not safe to open any schools this havent all ready reopened for inperson instruction. And unlike other bay area counties, Alameda County wont consider waivers or exceptions for Elementary Schools while the county is in the purple tier. Allie rasmus, ktvu, fox 2 news. Uc berkeley joined a Pilot Program where an app can tell students if theyve been in recent contact with someone whos tested positive for coronavirus. The hope is that someone who receives an alert will get tested and start quarantining sooner and that that would limit the spread of the virus. Ktvus rob roth is here with more on how all of this works. Rob . Frank, the app is currently making its way through the uc system. But with an eye toward rolling it out to anyone in california. At uc berkeley, students are beginning to look at their smart phones to tell them if theyve been in contact with someone who tested positive for covid19. I think its a great program. It keeps me safe. It keeps everybody around me safe. I think its important. Berkeley is one of seven campuses that have begun taking part in a Pilot Program that encourages students, faculty, and staff to download what it calls the california covid notify app. It tracks through bluetooth not gps. Whether one cell phone has come in contact with another cell phone whose user has tested positive. I signed up for it. Uc berkeley Infectious Disease specialist dr. John downloaded the app because he believes it could be a good early notification system. If im in the Grocery Store and it shows that ive been close to someone whos also signed up. And that person is diagnosed with covid, that they would notify me. Thats how its going to work. The California Health department is sponsoring this study, tens of thousands of people have joined the program that includes uc San Francisco and uc davis along with many residents of davis. The program has all ready started paying off in notifications. Because its completely anonymous, we dont know who was alerted. And we dont know who the person was that got the positive test result. So we cant tell you, you know, where that came from. Or who it led to. But we know that we have all ready had some alerts. The app records all phones that have been closer than six feet or have spent 15 minutes or more with someone who tested positive. The more people you have, the more valuable the system becomes. It really relies on us having a network of a lot of people who are participating. If all goes well, the program will extend beyond the university of california. We want this to be available to all residents of california. We want people who are in large cities and rural areas in small towns to have the benefit of this. Uc and the state say theyre not storing anyones personal information. And no one should worry their privacy is being invaded. Frank . Rob live for us tonight, rob, thank you. Its starting to feel like a return to march. New covid lock downs and shelves running empty in some Grocery Stores. At 5 30, why its easier for Grocery Stores to restock those shelves now. Plus, youve likely seen the pictures now that show gavin newsom breaking state protocol at a dinner at a famous restaurant. Now we know some of the other big names who were at that dinner as well. We got a little bit of rain today. Thunderstorms up at the lake tahoe area up and at the north valley. Well look at those and the forecast as we head toward your bay area thursday. By harnessing californias abundant wind and solar energy, we have the power to take on climate change. Use less from 4 to 9 pm to keep california golden. Were now learning that top officials from the California Medical Association attended a Birthday Party at the French Laundry restaurant in yantville along with governor gavin newsom. New pictures show the governor at the party were obtained by our sister station, fox 11 in l. A. The woman who took the pictures said she was surprised to see the governor with a group of at least twelve people seemingly in violation of state coronavirus guidelines. The dinner happened on november 6th. It included the governor and his wife. They were celebrating the birthday of their friend, jason kenny. Hes a long time lobbyist. The California Medical Association also says that their ceo and a Senior Vice President were at the dinner. Governor newsom has apologized saying attending the party was a bad mistake. He also said that the dinner was outdoors and didnt violate state guidelines. But fox news bill mulligan shows us it appears the room was actually indoors. Weve obtained this photo of governor gavin newsom dining at the luxurious French Laundry restaurant in napa the evening of november 6th. It was a Birthday Dinner party for newsoms close friend, jason kenny, a well known lobbyist. I happened to look over and realized, hey, is that gavin newsom . Who is that. And i did ask one of the waitresss and she confirmed it was. We spoke with a woman who happened to be at the restaurant the same night and she snapped these photos. She asked us not to identify her. When the governor issued his apology on monday, he described the dinner as outdoors. It was in napa, which was in the orange status, relatively loose compared to some other counties. It was, to be an outdoor restaurant. But the photo appears to show the dinner being mostly indoors with sliding glass doors opened up for air. The woman we spoke with says at one point, those doors were closed because of noise complaints about the group. It got louder and louder. And so they had some sliding glass doors that they were able to close so then it was just a closed off room but you could still hear them. Thats how loud they were. She says the scene was hypocritical. It was a very large group of people. And shoulder to shoulder. Something that hes always telling us not to do. So yeah. It was a bit annoying, for sure. A spokesperson for jason kenny told us quote, the guests and the restaurant followed all applicable state and county Public Health guidance, the guests specifically required outdoor seating. And thats outdoor seating as confirmed and provided by the restaurant, end quote. The spokesperson also sent us a photo from town and country magazine describing that same area as outdoor seating. Regardless, the governor says he shouldnt have been there in the first place. As soon as i sat down at the larger table, i realized it was a larger group than i had anticipated. And i made a bad mistake. Instead of sitting down, i should have stood up and walked back, got in my car and drove back to my house. The spirit of what im preaching all the time was contradicted and i have to own that. So i want to apologize to you. Because i need to preach and practice not just preach. And not practice. And ive done my best to do that. Were all human. We all fall short sometimes. Last hour, we spoke with that reporter about the governors reaction. Yes, the governor admitted that he is worried that his message about wearing a mask, make sure you social distance, dont mix with other households, especially as we head into thanksgiving. Hes worried that his message is not going to be credible any more. Because the average person watching at home will say look at the governor. Hes at a private dinner. Mixing with a bunch of people. Why cant i have a bunch of people over for thanksgiving . State officials have urged people to avoid large gatherings this year due to the pandemic. Theres airport, flight delays are a sure possibility because of the lower cloud decks. The temperatures outside were mild today. Its a because theres a mild storm. Snow levels were high too. You caught that. Most of snow was up on the passes. Not down in lake tahoe down in the valley at squa valley, and truckee, they didnt have snow on the ground, mostly slush. And theres system. Looks good to me. The way it goes through, and you can see all the showers from the cascades, all the way to the rockies, moving on, and that system will exit the area tomorrow. Or tonight. Tomorrow. And that will leave us with the potential for some valley fog. And i want to show you this. I hope this plays well for you. The u. S. Is averaging 150,000 mu coronavirus cases everyday. Thats a record and a drastic increase from just last week. Yesterday, nearly 1600 people died of the coronavirus across the country. Many states are implementing another round of coronavirus restrictions ahead of the holidays. Minnesota plans to close bars, restaurants, and gyms for at least four weeks. While iowa, north dakota, and utah are enforcing new mask mandates. Today, secretary of health and Human Services, alex azar urged people to play it safe this thanksgiving. The safest way to celebrate thanksgiving this year is at home with the people you live with. Gathering indoors with people who arent members of your household is a higher risk activity for spreading the virus. Starting friday, non essential businesses in l. A. County must limit their capacity to 25 while gatherings must be held outdoors with 15 people or less. Europes second wave of the coronavirus appears to be slowing down after countries issued new lock downs last month. In france, people started lining up for rapid covid test it is a deliver results within an hour. The total number of infections in france soared past the 2 million mark. Over the last week or so, you may have noticed empty shelves at stores in the bay area, its a reminder of what it was like at the beginning of this pandemic earlier this year. Ktvus tom is looking into the increased demand and tells us that Grocery Stores and Food Companies are doing what theyre doing in the face of this second surge of, if you will, panic buying. Tom . Thats what were really talking about. As we rehunker down, awaiting vaccines and mineds to create a safety net for us. We must also create different ask more rational attitudes towards over buying and hoarding food and especially supplies. One really major tip, seriously consider having grocery items delivered to avoid going into stores. That way, we may soon have limits on those people getting in there at any one time. And that could be a real problem for all of us. Tom, ktvuings fox 2 news. Obviously were having an issue with the piece you put together. But when it comes to this panic buying, is it really necessary . My thought has always been the things you need are going to be there. Well, the things that you need are going to be there if we dont go crazy. The whole point is think about that. A 20 increase wiped out supplies for a couple months. This time a 10 increase. Less people doing it. And still were seeing these results. The idea is sure, if you see it, you say gee, i want to make sure that i dont run short. I want to make sure im ready to go on all of that stuff. If everybody else does that. Then a real panic does start. When the real panic does start. And many years ago on the Johnny Carson show, Johnny Carson actually made a joke about a shortage of toilet paper and it set off a National Panic buying. This is something very serious because we dont want to get into a situation where we have panic buying and a lot of other things that we need simply arent going to be there. And we wont be able to back fill because of transportation issues let alone manufacturing problems. When people panic, thats when things go wrong. Tom live for us tonight, tom, thank you. The San Francisco board of education has set january 25th as the date for reopening Public Schools for inperson learning the school board approved the reopening timeline at its meeting last night. County Health Officials would have to verify that all protocols are in place. But Board Members say having a target date for reopening will be helpful in the planning process. San Francisco Mayor london expressed support for the reopening plan saying families are struggling with distance learning. This Coronavirus Vaccine is safe and 95 effective. Thats according to pfizers latest report on the covid19 vaccine. Last week preliminary results from the phase three trial found the vaccine was 90 effective. Todays news is even better. In its final analysis. The company counted 170 cases of Coronavirus Infection among its volunteers. 162 people got the placebo. Eight cases got the actual vaccine. The company says efficacy held up across age, race, and ethnicity demographics. Company leaders expect to produce 50 million vaccine doses by the end of the year. And up to 1. 3 billion over the course of 2021. Joining us now to talk more about this, dr. Peter chen hong. Peter lets start with that good news there. Were close to getting a vaccine. Pfizer and moderna are reporting 95 effectiveness for a vaccine. The director of health and Human Services said that by the end of next month, by the end of december, theyre expecting 40 million doses ready pending fda authorization. Does this mean that there is a real light at the end of this pandemic tunnel . Thanks for having me on, there is a light at the end of the pandemic tunnel. But the light may in the come for some time to most people in the community. I think it is really encouraging. I feel really encouraged. We need a bit of encouraging news giving the fast number of increasing cases that we have been seeing in the bay area and in california. Yeah, thats as we go back to reality, this week we had our highest week long average ever of new cases in the United States. 156,000 per day. Also 1700 people died yesterday in the country. Thats one death every 50 seconds. It almost seems like with this second wave, were back at square one. Its even more sobering than square one even. Frank, to tell you the truth, the rate of increase that were seeing now in the country is more than in march. And its more widespread. And that exponential increase is absolutely breathtaking. Next week is thanksgiving. What do you suggest is the best way to handle the holidays. I was listening to an intersaw with dr. Anthony fauci, he said that his family was going to have a virtual meal because his grown daughters were concerned, since hes 79. That hes atrisk. So they wanted to hold the thanksgiving holiday virtually. You know, if you asked me that question a few weeks ago, even one week ago, i would have been more moderate in my answers. But again, it seems that hunkering down is the way to go these days. Because of what weve been seeing in terms of numbers. Myself, you know, i cant visit my mom on the east coast any more. Im going to just be doing a zoom visit with my extended family and just celebrating with my immediate family. And using the flavors of my childhood and my youth, to capture some of that family spirit. Governor newsom went to a Birthday Party at a famous restaurant in napa. There were 12 people there with no social distancing, he now admits that it was a mistake. But that sure seemed to send the wrong message, particularly from the leader of california. I think it also illustrates, frank, how hard it is for all of us. Even in people who really know what they should do. I think temptation is everywhere. And i think were all social animals. We all want to connect with others. And it seems really innocent but again, its so easy to slip up. Even in the most responsible of all of us. Even looking at my colleagues. I think we all face those temptations over and over again. What do you say to people who are just so done with this pandemic. Who are either hurting or just so tired of having to social distance or not being able to go out to restaurants, not being able to work out. What do you say to them . Is there any hope . We do have those two vaccines, but is that real hope in your opinion . I mean, it is hope, frank. And i think its really, really tough. You know, i asked that question myself, and my colleagues asked that question myself over and over, weve heard about the phrase its not a sprint its a marathon. But you know, now going into the winter with more numbers surging, it does seem demoralizing. But i would say to folks that, you know, focus on what we have achieved. Weve done a lot. Could you believe weve been through all of these months doing all of this . There are two vaccines coming on board. Weve learned a lot about how to treat patients. People are not dying as much. As long as we control the surge. You know. So weve learned a lot. And i think we need to rally together to get through this last its like being on a treadmill for 25 minutes. You have the last five minutes to go. To reach the destination, and we can do it. And i cant believe i have to ask this, but it feels like wearing a mask has become a political statement. Your thoughts on wearing a mask and social distancing. It seems to me that wearing a mask is the least that we can do as americans not only for ourselves but for our fellow americans. Exactly, frank. So wearing a mask is not only an individual statement about protecting yourself from getting something, its about protecting your family, your loved ones, your work colleagues, you know, this mask is really not expensive at all. Were talking about vaccinations. But a vaccination is not going to be a magic bullet. Its probably going to be multi modal. So youre going to have to take multiple interventions, including that very low cost mask that is so easy to put on. Have fun with your mask. Put some bling on it. Make it a fashion statement. Dont think of it as a liability. Think of it as something positive. Thats a great way of describing it. Dr. Peter chen, i appreciate you taking the time and leaving us there with a little bit to smile about. Thank you. Thanks so much, frank. There is it.
