germany s chancellor saying they don t want to make such a bold move alone and calling on others including the u.s. to do the same. and this is the strategy we have, that we are strategically interlocked, together with our friends and partners, that we are never doing something just by ourselves but together with others, especially the united states. reporter: that german resistance straining the nato alliance when they have acted largely in unison for the past year of this war and frustrating ukrainian president volodymyr zelenskyy. translator: do not hesitate. there is no need to compare. if you say i will give tanks if someone else also give tanks or i am powerful in europe but i will help if someone else outside of europe also helps. it seems to me that this is not a very correct strategy. reporter: ukraine s defense ministry putting out a lighthearted video appeal. the american m-1 abrams tanks, u.s. officials say, is too heavy, too complicated, too hard to m
just a short time ago cnn s manu raju reported that there would be a republican conference meeting tomorrow morning. that, however, we understand has now changed. i want to go to cnn s melanie zanona at the capitol with the new reporting on that and mccarthy s frame of mind as well. melanie, what have you learned? reporter: well, things have not moved in kevin mckarth chriss direction since that third ballot where he failed to get the votes. it s been back to the drawing board for kevin mccarthy and his allies. we ve seen supporters going into his office. we re told he has been working the phones. he is still hoping to negotiate and not planning to drop out. but meanwhile, i just spoke to a gop lawmaker, this is some breaking news here, this is a lawmaker who texted me, this is someone who supported mccarthy. they said they had just gotten a phone call from one of the never kevin republicans who is trying to grow their opposition and is trying to get that member to flip. so
This is cnns special live coverage of an historic vote on capitol hill. Im jake tapper. This has not happened in more than 100 years. But facing a revolt from a small but powerful group of republican hardliners, mccarthy says he will bring up a motion to vacate in the first series of votes today that is just minutes away. I truly believe, though, the institution of the house, at the end of the day if you throw a speaker out that has 99 of their conference, that kept government open and paid the troops, i think were in a really bad place for how were going to run congress. Speaker mccarthy says he thinks he will survive the vote and that he will not make a deal with democrats to keep his job but that may not even be an option anyway. Heres the speaker earlier today. Democrats have been huddling today. Democrats are signaling they will not be coming to Speaker Mccarthys rescue. Lets get right to the action on capitol hill. Cnns manu raju and lauren fox join me now. Manu, ill start with y
to make this issue, make this stand? i wrote a piece here for cnn that talked about the need to really get serious on the broader issues around mandatory entitlement spending. but that s not where the conversation has been. and unfortunately, that hypocrisy is going to come back to hurt republicans now when really their goal is to effectuate a little more fiscal discipline. and i think even the moderate republicans would say that s an important goal. i think there s a fair amount of unity within the republican conference on that issue. it s just going to be hard to make the point when you ve been spending so much money for the last couple years. and i think that gets on people s nerves. it gets on my nerves. and you heard congressman boyle earlier in the show talk about now with all these fears of a recession, now is not the time for that focus right this minute. i think there s two things here. one is the hypocrisy. kevin mckarth yishlgs steve scalise and elise stefanik voted th
