What we track is the number that are in our force management level, thats 3,800. This is nothing thats inconsistent with whats been going on for the last 15 years in terms of people in and out on temporary duty, people in direct support of the embassy. Those have not been counted. In other words, consistency in the way we have been counting people has been going on for 15 jeers. At any time, we have 3800 directly in support of the mission. When units rotate, we dont double count the numbers. If theres a unit of 200 being replaced by 200, and they happen to be on the ground at the same time, we dont count it as 400, we havent in 15 years because it hasnt counted against our force manageable.
