Laachraoui. The other man on the left isnt known to authorities and they believe hes still on the run. The death toll remains at 31 this hour. They confirm two americans are among the dead, but their identities have not been confirmed. A new yorkbased brother and sister are among those killed, alexander and sasha pinkowski, both dutch nationals. Secretary of defense says he was a finance minister who overah saul t oversaw all the funding for isis operations. The removal of this isil leader will hamper the ability to conduct operations both inside and outside of iraq and syria. Reporter lets start with nbcs keir simmons. Obviously another operation happened today. Lets talk about what was behind it, do you know . The most important thing we know is the belgian prosecutor say the two people arrested that you were talking about are connected to that attack in paris. Extreme, really, between paris, between belgium, and you can see the connection building. Anyone suggesting there wasnt a connection between the two attacks is beginning to be overcome. The prosecutor is saying Najim Laachraoui who died in the suicide bombing in the airport attack, prosecutors are now saying they found his dna in the paris attacks. So, again, they are pointing out just by describing the evidence that they say they have that there is a connection there. The two attacks are related and were talking really about perhaps more than one terror cell but a group of terror cells or one terror cell that have been working each one of these attacks through. Of course, we know here that what happened here may well have been speeded up by the news of the arrest of Salah Abdeslam and the warrant out to try to arrest Najim Laachraoui. But at the same time its clear they already had something proposed. And by the way, were hearing now that Salah Abdeslam, were hearing official reports about what he had to say when he was arrested, and its being suggested that he did not say there was another attack being planned. So that was a piece of reporting that came out suggesting that he had said there is going to be another attack. Theyre now suggesting that wasnt the case. There may be some questions to answer here, you know, about how this has been handled and the kind of publicity thats been put out there aside from even the question about whether they had the intelligence to stop an attack. We know theyve been interviewing Salah Abdeslam, theyve interviewed him three different times over the cost of the past several days. Keir simmons, thank you very much for that reporting. Going to the raid that killed Salah Abdeslam, joining me now general mccaffery. General, always good to have you on, sir. This is a very Significant Development in the fight against isis. How much do you think this will set back the organization . Well, you know, ive been astonished at the number of commentators that say this is not a big deal, that its whackamole, that theyll replace a guy. Rule number one of military operations and gain and maintain contact with the enemy force. Otherwise they have time to plot and plan, they move on you. So i think it was hugely important. Now were forcing these people to spend a lot of their time focused on their own survival. Also, as they reestablish their chain of command, theyre going to Start Talking to each other, run around and try to have meetings which will, again, leave them more vulnerable to intelligence collection. So i think it was a very impressive blow, and the fact that it was on the ground with special operations commandos put the fear of god in all these people. Lets talk a little bit about isis leadership. What do we know more specifically about this individual and how isis has the ability to reconstitute its leadership . Well, this individual has been known to iraqi authorities as much as to american authorities by his pseudonym. Hes one of the senior members of the Shore Council of isis, very close to the top leadership. Essentially what were seeing today is that isis is a lot more centralized in its leadership than al qaeda has ever been. In that capacity, you know, he was in charge of the money revenue or the revenue stream that isis was collecting, whether from taxation, whether from oil, so on and so forth, so he was definitely a key member of the isis leadership and, thus, in the isis operations in both iraq and syria. I mean, there are rumors that he fought in afghanistan back in 1998. But also hes been reported dead at least twice last year, and so he only replaced haji martez who was the second in command who was taken out in a drone strike. He replaced him. We dont know if he was definitely the second in command or if he was just a senior figure at this moment. General, we know the administration has defended its strategy in terms of trying to take out isis and its leadership. Its come under a lot of criticism certainly by some political circles in the u. S. That its not doing enough. Do you believe that this is the right military strategy in order to degrade and defeat isis, this combination between air strikes and, as were now seeing, increased special operations raids inside syria . By the way, we need to add to that the most important component which is cooperation with law enforcement. And not just domestic fbi operations but also International Law enforcement and intelligence collective, thinking and acting on this problem. I think theyre doing pretty well, to be honest. They put a lot more resources to bear. The Intelligence System is working pretty well. There is enduring monitorship surveillance of these isis elements in iraq and syria from drones primarily, but now also on the ground. The alternative of putting 150,000 troops on the ground in syria isnt politically viable. So if you take that off the table, i think we ought to be grateful. By the way, this guy secretary ash carter is really absolutely first rate. Nuclear physicist, lots of experience, sort of flat brain waves, so weve got a good team in the pentagon and in the state monitoring the situation. Leif, lets talk a little bit about what isis still has in terms of its fire power. If its Senior Leadership is being decimated as a result of u. S. Military action, what is the flip side of that . What has isis contained in terms of its capabilities whether its inside syria and iraq or carrying out attacks that weve seen in brussels and paris in november . What is a fact today is that while isis may be losing some territory in iraq and syria, the capital of the myambar province, they have large swaths of territory there. They have allied themselves with other factions in nigeria, in the sinai peninsula. So while isis may be losing territory in their main stronghold in the middle east, theyre expanding worldwide. Along with communications in europe, they raise up that were only expanding and were able to strike in the heart of crusaders. So looking at what happened in brussels and before that paris, people worldwide look at it as a point of strength, not a point of weakness. All right. General Barry Mccaffery and leif barrett, well leave it at that. I want to talk to the very latest in terms of the investigation in brussels. One key component to that comes from the prosecutor who released a press release about the one wanted in the paris tax connection. What more are we learning from the paris federal prosecutors . Reporter this is a detailed response, essentially, to accusations that the Prosecutors Office actually didnt take advantage of having Salah Abdeslam in their custody and didnt question him thoroughly in the lead up to the brussels attack. Youll recall there was some accusations to that effect earlier this week. The federal Prosecutors Office has come out and detailed exactly what they did with Salah Abdeslam from the point of arrest through the day of the brussels attacks. They say they arrested him at about 4 45, 4 46 in the afternoon last week, last friday. That he was shot in the leg, immediately went into surgery, and when he was done, doctors prevented them from interviewing him because he wasnt in a fit medical state to be interviewed. They said that as soon as he was able to be interviewed, the next morning at 8 00 a. M. , they began interviewing him detailing the paris attacks, questioning him about the paris attacks for a full hour. They say they went back to him again in the afternoon and questioned him for another hour, but at that point, they say he invoked his right to remain silent and stopped cooperating. They say they went back to him a third time, the day of the brussels attacks, questioned him yet again, and they say once again he wasnt talking. So very interesting to hear the prosecutors side of trying to get any sort of information out of Salah Abdeslam in the days leading up to the brussels attack, and of course, the day of. Ima snrks. Nbcs kelly colbert, thank you very much for that important update. Here in the states, Chris Jansing has been following some of the stories that have emerged about the victims. Were learning more about their identities in particular, some of those who may have been living in the u. S. Or american citizens. Alex and his sister, pinkowski, brother and sister, he had a college degree. He and his girlfriend were planning to be married. They were identified as victims of the bombing at the airport. In fact, were on the phone with their mother, and suddenly they heard an explosion on the other end of the line and the phone went silent. Again, today learning that they died. They put out a statement through a family friend and said that plans are under way for their funerals. In the meantime, there are still two americans, aman, who are not accounted for. These are a young man and woman who met at the university. Her parents had just seen her off at the airport, now they remain missing. As you know, even three days later, this has been a very confusing situation. There was an update, for example, at the Military Hospital where theyre treating 14 people. They say they have what equate to war wounds in afghanistan, iraq, wounds, shrapnel wounds. They are americans but have not been identified. The agony of people not knowing. And we understand there are intensive care treatment units that have not been able to identify them as well. Thank you, chris, for that update. My witness for the airport attack and well also hear from an american living here in brussels on life after the attack and how it has changed. The attacks that have dominated the race for the republican nomination have entered a new much more personal pha phase. Earlier today ted cruz held a media where he defended himself and it had been alleged that he had several affairs. As we drive on here to the next location, lets talk about what just happened here in oshkosh or where we were earlier. Its important to put this into context of where the campaign has been in the last several days, the last several weeks. It has gotten increasingly personal. You saw donald trump attack heidi cruz, ted cruzs wife. That is something that was clearly upsetting to ted cruz as weve seen over the last couple of days. Now ted cruz came out, and in front of a group of reporters, addressed and brought up this National Enquirer stories about extramarital affairs. He called they will garbage, he called them trash. Two women came out strongly denying this. Ted cruz accusing, essentially, donald trump of being somehow behind the story, accusing trump and his henchmen of this. I can tell you the Trump Campaign manager is now telling nbc that his campaign had nothing to do with it and were unaware it was coming out until they read about it like sh else. I want to play you, though, some of cruzs sound from the press conference and the media availability that happened in the last hour. Listen. Let me be clear, this National Enquirer story is garbage. It is complete and utter lies. It is a tabloid smear, and it is a smear that has come from donald trump and his henchmen. Reporter cruz visibly angry. You could see the emotion on his face and you could hear it in his voice that he was having to be in a position to address this in this race. One of the questions that has come up this week has been, and has come up in the past in his campaign, the pledge the candidates have made to support donald trump or support any candidate who becomes the ultimate nominee. This was something that nbc pressed cruz on yesterday, we pressed him again today, and i will tell you that today cruz said he does not make a habit out of supporting people who attack his wife and who attack his family. So it is a departure, perhaps, or at least a distancing, from what we heard yesterday. And i want to play you that sound, too. Take a listen. I dont get angry often. But you mess with my wife, you mess with my kids, that will do it every time. Donald, youre a sniveling coward, and leave heidi alone. So will you support him . I am going to beat him. That doesnt answer the question. Donald trump will not be the nominee. Hes leading right now. You just looked in that camera and said hes a coward. Will you support him as the nominee . Donald trump will not be nominated. Reporter again, cruz said he does not make a habit of supporting people who attacks his wife and attacks his family. He appears to be distancing himself from that. Ultimately, as cruz pointed out, this has now become a topic of conversation when the race in wisconsin is a battleground, and thats the key thing here for republicans, is that this race now could be a Pivotal Moment for these stop trump movements if they can in fact pull enough support behind, for example, ted cruz and slow down trumps momentum. Cruz has been youve been seeing him shift to a more threepronged strategy here in wisconsin. Its less of the evangelical message he had in utah. Its Foreign Policy, its Economic Policy and its social issues and those are the three topics that cruz is really hitting hard here in wisconsin, and he will continue to do so to the primary on april 5th, the idea that he can compete and do well in wisconsin, then he could be well positioned to continue to pick up delegates in the east as the calendar shifts to places like new york, new jersey, trump still looking strong here in the northern part of the states, and its still a question of who will come out on top. A reminder, john kasich not contesting any of this. He believes its a battleground also. Halley johnson with the Cruz Campaign in wisconsin. Thank you for that, hallie. They sent a unified message to worshippers. It was the first time they were in a unified fashion. Tuesday in particular where these attacks took place. In fact, one we spoke to shortly after fridays prayer really highlighted the importance of the Community Coming together, and not just condemning it but also fighting radicalization. One common theme we heard preached across the mosques, he who kills an innocent is as if he is killing all of humanity. Im now joined by imam ashib, another spiritual leader in molanbeque. Thank you for joining us. Thank you. I spent a lot of time in molanbe kwurks ue, places that have challenges. Can you talk to us about what Community Leaders like yourself can do to combat the issue of radicalization thats emerging. Thank you very much for having me. On behalf of the islam community, what we are doing, since a young age, we are teaching the youngsters to love their country, to love their country of residence, because its also part of our faith. The prophet of islam said, where you live, your country of residence, thats the country you should love. So this is the teaching we are teaching to our youngsters since a young age, and we are also teaching them the teeaching of islam. It is also the duty of the government that they look into what is going on in those areas where there is a problem, like in brussels if there is a problem, it is the duty of the government to see whats going on. And i think, like i mentioned, the doors of the mosque should be open for the government also. But one of the challenges that ive, at least, experienced in terms of talking to young muslims in belgium is the issue of integration versus assimilation. I want to play you a sound bite from president obama about the Muslim American community and ill get your reaction on how it applies here. Part of the reason why we have not seen more attacks in the United States is we have a extraordinarily successful, patriotic, integrated muslimamerican community. They do not feel ghettowise, they do not feel isolated. He says they are integrated, they do not feel ghettoized. Thats something i did not necessarily feel in the community here. Do you think muslims here and elsewhere in europe, are they not integrated . And if so, why not . I think the lack of employment here across europe, its a big problem. So this is why they are not integrated. This is why they feel that theyre not part of society, because they have diplomas, the same diploma as their belgian friend, the local belgian, and they got the job and theyre not getting the job. This is why, i think, that we are separated from society and theyre not part of the society. This is why they are not they think they are not part of the society. Again, if they were part of their childhood, this is their country of residence. This is the country they should love. In our community, our youngsters have no links with radicalization, no links with extremism. They are a full part of society and we dont feel any problem. It seems at a young age we feel that the love of their country, its necessary for them. Thank you for your time. Its a challenging time for the country and certainly for members of the muslim community. Still ahead, new details on the antiterror operations here in brussels as investigators also search for a connection to the paris attacks. But first ill speak to a witness about what he saw in the aftermath of tuesdays attack at the airport as well as secretary of state john kerrys visit and u. S. It has been a very busy day here with a lot of breaking news out of belgium where just hours ago explosives broke out in the neighborhood of schaerbeek where police were conducting a major operation. One person was wounded during that. That operation follows a series of raids that were conducted overnight leading to several arrests. But the whereabouts of two key suspects are still unknown at this hour as police try to track down a third suspect seen here at the Brussels Airport and a fifth man named in the attacks. This as we learn that isis second in command was killed in an operation earlier this month. And today we are learning more about the victims. At least 31 people were killed in a trio of blasts at the airport in metro station here on tuesday. Two americans are among the dead, but their identities have not yet been confirmed. Two new yorkbased dutch nationals, a brother and sister, were also among the victims of the airport bombing. Witnesses to tuesdays attacks in brussels are providing a very graphic picture of the days terrifying events. Jody overmayor had flown into brussels just before the attacks. He joins us now. You spent two days since the attack here. How have you been coping since the tragedy . Everything has been a blur for now. Ive been really busy with work. A lot of people have called me. Ive been explaining my story over and over again. I didnt have a lot of time to reflect on what happened, actually. Is it important for you to go back and try to resume your life as quickly as possible, or do you find that, as you were saying, a little overbearing and overwhelming that everybody wants to hear your story and everybody wants to talk to you about what you witnessed . My way of coping with things is always to get back to normal life as soon as possible again, so i wanted to go to work and just pick up daily routine again. So thats what i did, actually. Yeah. Lets talk a little about the scene behind us. You hear people clapping, you hear people singing. Its a sign of national unity. Tell us a little bit about what this attack has meant for this country. How has it brought the country together . Has it raised some questions about fault lines that exist in this country . Actually, im really surprised with what happened in belgium. If i look back at the situation in november with the whole lockdown, our country was in lockdown for three or four days. But now we seem to pick up the pieces again pretty quickly. People are uniting, people on the streets. The metro is on again. Everybody is out again, and i think its very positive that we dont live in fear, actually. Lets talk about how you see the belgian government and the authorities handling this situation. You talked about the lockdown in december. That was following the paris attacks. But when they arrested Salah Abdeslam on friday, did you expect the government to maybe alert people that something could have happened . Do you think thats fair criticism against the belgian government . I think there was a lot of euphoria after they kacaught th islam. People werent expecting anything. They had this islam so people didnt feel a threat anymore. Hes only one person in the whole story, and maybe they made a mistake by underestimating what could have followed. Very quickly, are you at all concerned about any future attacks . To be honest, i am, actually, yeah. Because it happened once, so i think it can happen again. But i dont want to think about it too much, no. Jordy overmeiere thank you very much for your version of events. 10 people have been arrested in raids in europe and brussels just in the past 10 hours alone. Gabe gutierrez has been following that part of the story for us. Gabe, what do we know about investigations being conducted in france and any connection they have here to belgium . Reporter the french president just told reporters he believes the threat is still looming. Now, i was at that raid or the Police Operation that wrapped up this morning, that as you have been reporting, led to three other raids here in belgium. But that raid on the outskirts of paris, the belgian prosecutor now says the person arrested just before that raid was 34yearold redda croquet. He was sentenced last summer for terrorismrelated charges, and thats important because in that case, the suspended ringleader of the paris attacks, abdallah abaaoud, was also sentenced last night. The foreign minister said there is no reason to link the foiled plot yesterday to the paris attacks or the belgium attacks. The French Interior minister says there have been 75 terrorrelated arrests so far this year. 28 of those people have been detained. And that number is likely to go up as intelligence agencies across europe are searching for any possible connection to the paris attacks or to the belgium attacks. Now, we are learning more as well about one of the suspects in the belgium attacks, 24yearold Najim Laachraoui. He is also suspended of being the bomb maker in the paris attacks, and his dna was also found on a suicide belt that was found in place defrance and his dna was cleollected at safehous throughout belgium and he was seen with suspended paris attacker Salah Abdeslam, who was arrested just a few days ago. Certainly a very complicated, tangled mess right now. Aman, as you have been reporting, policemen throughout europe are seeing if they can make more connections between the paris attacks and the attacks here in brussels. Aman . Gabe gutierrez is live for us here in brussels. Thanks for that, gabe. We have more in brussels, including an American Mother who moved here to brussels to expose her children to the country. Now theyre having tough talks about terrorism. Donald trump and Hillary Clinton in a tough convention. The latest after this. Oh, look. Another antiwrinkle cream in no hurry to make anything happen. Thats Hillary Clinton on jimmy kimmel last night laughing about possible new campaign slogans. Tomorrow she goes up against Bernie Sanders in three caucus states, including alaska, hawaii and washington. The outcome could determine sanders staying power in the democratic nomination for president. Nbcs Kristin Welker is in washington, d. C. For us with a report on the democratic race and how thats shaping up ahead of tomorrows caucuses. So what does the weekend look like and what does it mean for both campaigns, kristin . Look, the Clinton Campaign has been lowering expectations for this weekend for quite some time. A as you pointed out, these are caucus states. Senator sanders usually does well in caucus states. Hes going to be in washington tonight. Secretary clinton for her part has been campaigning lightly there as well. She had a big event there this past tuesday. Bill clinton is having robo calls in alaska over the weekend, but heres the reality. Lets say senator sanders wins all three states. Hes going to pick up some delegates, he will pick up momentum, that is for sure. Hes going to energize his supporters but he wont significantly chip in to her delegate lead. At this point it is really close to being in seizusurmountable. He needs to win bigger states like california, new york, new jersey and pennsylvania, and he needs to win them by really large margins. His Campaign Says this is part of the strategy to pick up momentum at the end of this month and heading into april, and they think that will make them poise to do win a state like california. Thats really the big question mark, but weve seen secretary clinton increasingly shift her focus to the general election and top contenders donald trump, ted cruz, she held those two events this week. She had that big Foreign Policy speech, and yesterday she had that round table talking about homeland security. In each of those events she took sharp aim at the rhetoric and policies that donald trump and ted cruz has been putting forth. I just got a Conference Call from a number of her backers, including cia director leon panetta who called the rhetoric of the Republican Party reckless and dangerous and went so far as to say it is damaging the u. S. Image abroad. That is the road it is taking. She has not locked up the Democratic Party just yet, and well see how large those numbers are if Bernie Sanders does in fact pull out victories in all tlehlfeelalell three. On the republican side of the race, donald trump is off the trail today but his campaign is in overdrive. Nbcs melbourne have a twoface strategy and for donald trump it comes down to making deals. Katie, whats the campaigns line of thinking on preventing a contested convention . The campaign is very publicly confident in how theyre going to get not only to 1237 votes, that magic number, to make sure it doesnt go to a contested convention. Their internal projections think theyre going to get 1400, 1450 delegates. But even though theyre very publicly confident, even though theyre getting record turnout across the country, these millions of voters coming out to vote for them, many of them newtime voters, there are many indications theyre going to Start Playing by the rules. This is a notoriously rulebreaking candidate but hes acknowledging that there are some rules you cannot break, and that is that you need to get to 1,237 votes in order to secure the nomination at the convention. What theyre doing is theyve hired some real establishment insiders to make sure that that happens. Its a twophase process. One of them starts with making sure unbound delegates come over to the trump side, and the second one is making sure that all of the delegates that theyve won so far remain donald Trump Delegates if this goes to a second vote. And my colleague ari melbur has a lot more on that. Ari . As you know, we spoke to the trump team hes putting together, and in phase 1, what that means in plain english, even if he has more than the 1,237 we heard so much about, he can pick up those delegates from the end of the primaries to the start of the convention. The strategy is to convert delegates in the crucial 40 days between the end of the primaries and the convention while girardegirding for those in cleveland if necessary. You dont need to have that long dramatic house of cards style floor fight, you can get signed commitments in advance, feed the idea that trump is the likely nominee and close up shop. Indeed, i spoke to one rnc official who is involved in planning for this convention, and because of that didnt want to speak by name on the record, but this is what this person told me. Were putting this on the screen for the first time today. Lee atwater always told us, if its happening, be for it. This is happening. That was from someone who isnt a trump lover, but from the words of the late, great lee atwater, if trump is going to be the nominee, if thats where its going, then you dont fight a lost cause. That is part of what the Trump Campaign is trying to do, even though cruz and others have shown good ground game at conventions. Thats what katie and i found, aman. Katie tur and ari melbur, thank you for that. While the xpac community in belgium makes up a tenth of the population in which 10,000 are americans. After the break, were going to speak to an american who is raising her family here in brussels about how tuesdays attacks has impacted the life shes created here for her family. We knew there are terrorism connections here in brussels, but it just didnt feel like brussels was going to be as dangerous as it has turned out. It feels like were living in a war zone at times. Hey kevin. Hey, fancy seeing you here. Uh, i live right over there actually. Youve been to my place. No, i wasnt. Oh look, you dropped something. Its your resume with a 20 dollar bill taped to it. Youre looking at looiive pictures here of place de la bourse in central brussels and you can see a very powerful image of emergency medical workers as well as some of those First Responders who responded to the scenes of both the metro blast as well as the airport blast. These are individuals who obviously risk a lot every day of their lives, but here in brussels, it has taken on a very different meaning over the course of the past several days. They have come to the square to pay their respects to stand in solidarity of all the victims and the casualties. But perhaps most impressive is when they did show up here to pay their respects, they were given a huge round of applause from all of the people that have been camped out here for the past several days. It was an emotional scene, certainly one that will not be forgotten. In addition to that, the crowd began singing we are the world and you can see them there all in a moment of silence paying their respects for the fallen victims of these terrorist attacks. Were back now with a look at the toll these attacks and the raids and terror threats are taking on americans living here in belgium. Olivia sterns with us. I know you spent time with a mother who wanted to raise them here to learn about european culture, european history, but now living in a very big reality, now regretting the move to brussels. She said it feels like a crime scene waiting to happen. She and her children have gotten used to living in a state of sort of lockdown. Her name is katherine welsh. She moved here with her husband, her children five and eight. She said one of the reasons she wanted to move to belgium was to escape exactly the feeling of anxiety she once again has now. Have a listen. We thought it would be great to come and give our children the experience of learning a new language because we decided to put them in a local belgium schoo school. And for me it was a way to get away from some of the anxiety i felt as a parent in america, the anxiety of early educational pressure because my children are very young, the anxiety of guns which are very present in my mind, so we decided to come. She ran to her eightyearold Childs School and he said, mom, is it like were in paris . She said, yes. And he said, are we in lockdown again . She said yes, and his lack of emotion is what really bothered her. Do you know if they moved here for safety of their family or for other reasons . She wants to stay here. But now she wants to stay away from the major capitols and maybe favoring the other cities not likely to be taken over by terrorists. Olivia, thank you very much for that update. You could hear in the background a round after applause for those paying their respects here for the emergency medical responders. Theyve been here for a few minutes. You can see them now in formation about to walk away from the scene as the crowd looks on. That wraps up things for this hour on msnbc live. Im in brussels, belgium. Ill see you back here tomorrow.
