With reports of tehran making demands on key points of the iran nuclear deal, theres talks that tuesdays deadline will have to be extended again. Now that iran will only sign a deal if those International Sanctions are lifted first. So how did we get here . Patricia sabga explains. November 1979. Students stormed the u. S. Embassy in tehran taking 52 americans hostage. The Carter Administration hits back with economic sanctions but fails to win broad based global support. A lack of International Backing that stretches into the 80s and 90s hampering efforts by the reagan and Clinton Administration to isolate iran over its nuclear ambitions. A lot of irans neighbors were eager to do business with iran and didnt have the bad history with iran. Reporter but by 2006 a global consensus started to stay shape. After hard line president mahmoud ahmadinejad. In december 2006, the u. N. Security Council Passed its first round of sanctions against iran. Binding all memberstates to enforce them. In june 2010 irans oil profits and banking sectors were added to the u. N. Sanctions list. Paving the way for washington to up the anteand black list foreign banks this did business with iran np. In 2012, europe filed suit, Game Changers that decimated irans economy and pushed you iran to the negotiating table. Hasan rouhani iran disagreed to curb portions of its Nuclear Program in exchange for lifting economic sanctions. The thorny issue now is when and how to do away with the rest. Iran wants all sanctions annulled as soon as a deal is implementwhile the u. S. Wants them suspended incrementally with a mechanism to reinstate if iran violates the deal. Patricia sabga, al jazeera. The u. S. And tehran reached that preliminary agreement in april. It watts a comprehensive plan but left out several key issues to be addressed in this current round of talks where we are now. Some of those issues include the nature of inspections and the speed at which iran could expand its nuclear infrastructure. The latest developments, irans foreign minister leaving those talks, headed back to tehran. It is said he went back to talk to iranian leaders he is expected to return on tuesday. Imad kahale, and ali henanan. Mr. Keyaye, i will begin with you. What should we make that the foreign minister is now left and coming back tuesday, what is that a bad only he be . Bilateral meeting with the u. S. Secretary of state john kerry, im sure there were details discussed in that meeting that might have required further discussions back in iran. In addition, as you know zarifs technical expert is unfortunately not able to accompany him in vienna. So there will be further consultations back in tehran and knowing the negotiations will go past june 30th indicates dr. Zarif needs further clarity on what he can do. What do you think mr. Derive has zarifhas left now and is headed back to iran . Some of these details are technical in nature and some are of policy nature. First of all they have to disagree to the final parameters of the enrichment program. Thats in particular, the people want to hear what is their view on enrichment r d, this is key to the breakup one of the concerns of the p5 plus one. The policy decision are two types i should see. What is the ia amount access, which is for the verification of the agreement and to make sure that iran complies with these undertakings. And this compliance also has annal effect on the sanctions relief. How people are going to package this in such a way that their sanctions relief is based on the performance. These are important questions and these are fundamental in order to reach the agreement. Mr. Keiae, is this too much negotiations being made between the u. S. And iran, is the u. S. Playing too much too large of a deal had this negotiation . Well, within the p5 plus one, the most powerful player is the United States. We know these negotiations started in 2003 and failed in 2005 because the eu powers then could not get a green light from washington. So americas involvement in these p5 plus one talks are very paramount. And of course the bilateral relations between the u. S. And iran has been marked for so many years and play into these negotiations because there is a great deal of mistrust between these countries. And there are other geopolitical issues that each p5 plus one member has interest in. You are talking about the russians and the role they play. Is it surprising that their role has been so quiet since that initial round of talks back in april . Well they have actually been pretty engaged but i think as we go closer to the final zeal and since weve made some progress through the interim deal first and now the political framework in many of these issues have been resolved. What it comes down to as ali has mentioned partially how does this sanctions regime look like when we can be removed and major player here is the United States and of course we have to look at how does iran correspond with the lifting of sanctions with its own variation monitoring and Nuclear Program. Despite the fact it sounds bad politically, the longer the clock ticks the worse it is for iran. Is that true in your opinion . Not really. Lets not look these first next two days and see what comes back from tehran when mr. Zarif goes there. Certainly, when the negotiations have dragged this long as this has been it has caused some additional complications in making the position he, im optimistic but in one week time we might be much wiser. We had a guest on this same program just last night who said no deal would be disastrous and if the hawks in congress wanted to invade tehran we would be looking at a force of a million soldiers and would make iraq look like childs play. Do you agree . If i look from my perspective, from technical person, and all the history of nonproliferation of which i have behind, i dont think that the states only option is military intervention or invasion. There are ways and means to sort this out means that are in between. Would i not see this as now we are in a situation where either we have a war or we have a peace. Mr. Keyaye, what we learned after the invasion of iraq that Saddam Hussein did not have weapons of mass destruction and was posturing because he feared his neighbors in the middle east. Is this new rhetoric we are hearing from the Prime Minister of iran, is that make iran seem tougher than it really is . Its a little bit of both. You are referring to be ayatollah khameneis latest position. The relationship between u. S. And iran as we have mentioned has been troubled. Every time there is a promise from the western powers that there will be sanctions relief or removal we have seen backtrack from that. Ayatollah khamenei, as you have seen throughout the these negotiations, iran has kept its end of its bargain and has made major concessions of its nuclear file. All weve seen from the world powers was yet to be seen. And i think here red lines are in place to yes give iran more power in the negotiations but also, to indicate that iran is serious about its oafn, you own you know end of commitment as long as the world powers negotiate. Gentlemen thank you both for being with us this evening. Thank you for having us. Thank you. Here are other events coming up in the week ahead.
