Only central businesses are able to stay open and that includes Grocery Stores, pharmacies, doctor offices and hospitals, and banks, auto stations can also stay open. Restaurants can stay open but with takeout only. These rules were crafted with great thought and care and very quickly. Businesses that do not provide an essential service have to send employees home, and that includes bars, clubs and entertainment venues.
