The governor tweeted on Monday that he plans to sign them.

Street racing is dangerous and cities across Texas are running out of ways to discourage it. Some, like Dallas, have partially closed streets, created other barriers to discourage street racing or put together dedicated task forces to respond to street-racing gatherings.
Despite these actions and a city ordinance allowing Dallas to fine spectators for attending a street race or takeover, calls related to racing and car sideshows, or stunts, in Dallas nearly doubled last year, according to police statistics. Racers often exploit social media to simultaneously hold multiple events across the city to make it more difficult for police to crack down.
