Officers kettled the protesters, employing a controversial police tactic used to contain people within a perimeter. The practice has been at the center of multiple lawsuits and criticized by civil rights advocates and, to an extent, Mayor Ted Wheeler. The protest was billed as a direct action march with no specified target, though an online poster included a U.S. Department of Homeland Security logo with a red line through it.

Mayor Wheeler Requesting $1.7 Million to Immediately Reinstate PPB Gun Violence Team

City of Portland Mayor Ted Wheeler plans on asking his fellow city council members to okay $1.7 million in emergency city funds to immediately re-establish a police patrol similar to the dissolved Gun Violence Prevention Team (GVRT). In a proposal sent to Wheeler s office by the Portland Police Bureau (PPB), Assistant Chief Jami Resch (who had a brief stint as PPB chief in early 2020) suggested the team be comprised of 12 police officers and two sergeants, and be assisted by 5 detectives focused on gun violence crimes. These positions would be filled by reassigning current PPB officers and rehiring recently retired officers.

Owner Louella Scott looked into replacing the window at the time, but decided to wait after learning the repairs would cost $1,200. It wasn’t worthwhile for her to go through insurance because she has a $1,000 deductible and she worried last summer about shelling out the money to repair the damage when nightly protests were consuming downtown Portland carrying with them the risk of further damage.
