These were used by protesters to try to protect themselves against snipers and reniot poli. They have holes in them that they could look through holes to see whats in front of them. Not all shields were made out of metal. Protesters were trying to utilize everything they could get their hands on. This is a wooden shield which obviously would not stop a snipers bullet. You can see the handmade handles on it that people would use to try to protect themselves or at least hide behind as best they could.
