To 6. 7 but the Labor Department telling us little has changed. The trend is whats important. Hiring has been slowly picking up this year but it needs to be stronger. You need to be seeing 200,000, 200,000 plus every month. What economists are telling me this morning is if you hadnt had that bad weather you might have been there. This might have been a month that saw hiring doing what we wanted to see, doing 200, 250 or higher. The real key is next month and the month after whether this momentum continue. We knew the weather would be very difficult to see what the underlying trend was in the labor market. Professional services, lawyers and accountants those tend to be higher paying jobs. 79,000 jobs created there. You saw even hiring in manufacturing. You saw hiring in construction. Some of the areas we feared would be held back by the weather. You saw some good hiring there. Pull back in hiring and retail no surprise. You werent going the enamel when you were shoveling out your driveway. Thats where we saw a pull back. Steven moore the Labor Department gives us the 6. 7 unemployment figure. Economists say, of course, thats not the real unemployment number, because it doesnt include the underemployed and those who have given up searching. That could be as high as 15 xx . How do we get that number down . Great question. First of all i agree with christines analysis. I think shes exactly right. We dont exactly know how many jobs, more jobs would have been created if we didnt have these blizzards in the last four weeks. But i look at a couple of the statistics that christine didnt mention. The one that economists, jake, are most concerned about across the board is the decline in what we call the Labor Force Participation rate. Those are the number of americans between the ages ever 18 and 64 that could be working and what were finding that number is still really low, jake, and i find that to be troubling. And, you know, its interesting, christine talked about the momentum and some job growth and shes right. But remember thats a terrible number we got last month where we had less than 100,000 jobs created. Christine is right, we need to get to the 250,000 or so job level to really start making progress and bringing the real Unemployment Rate which in my opinion is closer 120 down. Alison kosik, 175,000 jobs created in february. Will this good news on paper result in good news on wall street today . Do you think . It looks like it will. Its a surprise to the upside. Stock futures jumped the dow can open 87 points higher. We have a half hour to go before the opening bell. It looks like an open with green arrows. One thing to keep in mind, one report does not make a trend but the way wall street is looking at this is this number beat expectations. Also you look at january, and decembers numbers. Those were revised higher. So the Way Investors are looking at it, what everybody thought the weather was sort of keeping from happening, meaning job growth it wasnt as bad as first thought even though youre not seeing these job numbers where they want to be. The weather didnt have as bad an impact as first thought. Theres thinking theres underlying strength not just for this report we got for february but also possibly for next months report and the thinking is that there could be a spring thaw in the works. Jake . Christine, i dont mean to focus on the negative but christine romans, i do want to ask you about this underemployment rate level because its something that bewitches the Obama Administration. 6. 7 , number of people out of work or people working part time. They have been side lined. That number still too high. Actually thats what gives the white house ammunition to say hey renew unemployment insurance, we have to raise the minimum wage. We have to do these other things to help people feel better about the job market in the naerm. The job picture is improving but not enough that the white house will abandon some of their major, you know their marriage priorities for the year in terms of job including the Unemployment Benefits extension and raising the minimum wage. Can i mention a couple of statistics. I dont want to accentuate the negative too much either. A couple of statistics to be worried about, christine. One is if you look at the long term unemployed. Still too high. Those are people unemployed for more than 26 weeks. Second of all, if you look at what happened with hours worked that actually declined. Thats troubling. As the economy picks up and as people as employers start hiring more workers you expect the number of hours worked nobody creation. They decreased. One other final statistic, there are 2 million fewer people in the labor force today, jake, than there were a year ago. Thats very unusual in a period of what is supposed to be a recovery and an expansion. Christine romans, steven moore, alison kosik thank so you much. Now the crisis in the ukraine and events unfolding there. After dawn this morning russia sank a second of its old navy vefls to completely seal off a Ukrainian Naval base. The blockade means several Ukrainian Navy ships are trapped and essentially out of service. For the second straight Day International observers have been blocked as they try to enter crimea but new lawmakers there say monitors from russia and other countries will be welcomed to observe this months referendum on whether the region will split from ukraine and join russia. President obama said that referendum is illegal under International Law and urged the diplomatic resolution during an hour long phone call with russian president Vladimir Putin. He urged talks between russia and ukraine. The call came hours after the u. S. Slapped new sanctions on individuals responsible for russias military actions. Even as the ink dried on the first set of sanctions washington ratcheted up the debate. Heres one proposal. It calls for the u. S. And its allies to boycott the upcoming g8 summit in sochi, russia and consider expelling russia from the g8. It calls for more sanctions on banks, state agencies. Our next guest is a cosponsor of that legislation, congressman good to see you. How much support do you expect for these sanctions specifically and more sanctions in general . It was interesting in the debate before the committee we ended up with the unanimous vote one support of this. But also we passed out an additional provision and that provision calls for the United States to start the process of leveraging russia by exporting gas into western europe and into the ukraine. I think whats been missing all of this is the very real leverage on russia. And, in fact, 70 of their revenue from trade is from petroleum. And 52 of the budget for the russian government itself comes about as a result of their revenue given the monopoly pricing they have over western europe. We have a situation here in the United States where we have gas, we have a glut, we can expand that into the market and really give the russians something to think about and making europe much more independent in their decisions here. So i think introducing this leverage is important. Congressman, yesterday started with president obama, the white house announcing some of these sanctions on individuals in russia, people responsible for the incursion into crimea. That did not seem to result in russia seeming in ti my dated at all. They launch ad very large military exercise about 280 miles away from the border with ukraine and, of course, now there are officials in russia, allies of putin voyages support for the first time for this referendum in crimea on whether or not crimea should join the russian federation. Do you think anything the u. S. Has done right now so far has caused putin to do anything other than become more determined to take crimea . I think the russians have perceived that were willing to talk and the europeans are willing to talk, but that there hasnt been really action that would, would give them second thoughts about further escalation. My concern now is escalation of the eastern part of the ukraine. So, in order to get their attention, this is why im saying the white house, frankly, needs to come around to a strategy of supplying europe, selling to europe gas and replacing the monopoly that putin has. And the leverage that putin has with europe. If we do that we can do many more things in tandem with europe because the capitals in europe, the Decision Makers across the european continent are very, very concerned about the pressure, the way in which putin can bring down on them considerable leverage. We need to inverse that, reverse that by doing something thats going to help our balance of payments. Frankly something thats going create jobs in the United States but most importantly finally give putin something serious to worry about, which would to be implode his economy if this really became a Long Term Strategy of, you know, with our ability to produce energy to supply europe with that energy. In addition to the energy issue though, congressman, isnt one of the issues the fact that the u. S. Only does 40 billion of trade where the European Union does 460 billion and if you remove the energy issue from the equation the brits, germans, others in the eu rely too much on russia, their economies are so intertwined they are afraid any sanctions imposed against russia would respond would result in retaliation. Its a two sided sword here. Its two edged in the sense that as much as it would help in the leverage, you know, here for the russians, remember what it would mean if you had leadership on the part of chancellor merkel and from the uk that went with the United States and seriously threatened what ive just suggested. If that were to happen you would look at the collapse of the ruble, you would look at the collapse of the stock market in russia. So it is clear that it would affect russia far more than it would affect germany or britain. I think for that reason whats rewired here is leadership and at the same time consultation in which the germans and french sit down with the russians and explain, look, how can we guide you towards an exit ramp here so that we do not end up with taking the steps that frankly would collapse moscows economy, how do we end the escalation of this because the russians continue escalate it and until we do something subsididecisive energy policy, until we have a policy that the russians would worry about long term we dont have that hammer. But thats why i feel good about the action that the Foreign Affairs committee took here because with the unanimous vote we bring this to the floor, on tuesday it will go off the floor and frankly it gives merkel something to talk to putin about in the next conversation in terms of what will happen next. And its something that our allies in germany and the rest of europe really want to see is access to our gas. So, here is the way we convince europe to stand with us on this. Right now a u. S. War ship, a guided missile destroyer uss truxtun is entering the black sea. Now this is a previously planned military exercise planned with romania and bulgaria but it comes as tension in the neighboring ukraine dont summer and ivan watson is on a boat in the Bosphorus Strait part of the waterway that divides europe and asia. Ivan is this adding to tensions in the area . Reporter well, theres clearly a message thats being sent here. Well pan the cam radio right over right now so you can see this u. S. Argueded missile destroyer from norfolk, virginia. The truxtun with a crew of approximately 300 on board. Steaming right now, jake, up the Bosphorus Strait. It is that geographic natural choke point and the only way any sea vessel can get into the black sea. Now the u. S. Navy said this was a previously scheduled journey to conduct joint naval operations, as you mentioned, with bulgaria and romania. But the situation in the black sea and in the Crimean Peninsula is anything but normal. Crimea is home to the ukrainian and russian navy. Last tuesday we spoke from this very same point in this Bosphorus Strait about russian war ships, two of them that had sailed up to the black sea and also Ukrainian Naval vefssels. A lot of the crisis stems from naval power russias claim to the crimea peninsula for more than a century as a vital and strategic warm water port for a country with much of its coastline is frozen in by ice, especially during the winter months. Part of why it is so valuable to russia to that have Crimean Peninsula a place where its navy can move in and out of. On top of that this, is a u. S. Navy stroir truck opportune that sails normally out of norfolk, virginia. On top of that the Russian Military at this point is blockading a number of Ukrainian Naval vessels in the crimea at their home port. Theres actually scuttle that at least two ships to keep Ukrainian Navy ships to move out from there. So the naval component is a very important part of the crisis, the geopolitical tugofwar were seeing around crimea, around ukraine and thats why amid the diplomacy were going on, the moments of naval war ships like this are also important. Would step up joint air patrols over the baltic peninsula, thats a clear sign of support to estonia, lithuania and others about the military moves into the ukraine and crimea peninsula. There was an email by a Brigadier General after meeting with a congresswoman in which he apologized for emailing it late because he had masturbated three times over the past two hours after meeting with the congresswoman. Today an upswing after a much better jobs report. Alison kosik is at the new york stock exchange. Take us through the early trade. Reporter looking about a minute to go before the opening bell. Certainly looks like the bulls will charge out of the gate. Stocks have already been on this upward trend. You look at the s p 500, it closed at an all time high yesterday. Its expected to continue adding on to those gains. You look at the dow, only 160 points away from its all time high. Whats expected to give stock momentum today . That jobs report for february showing employers added 175,000 jobs during the move february, also positive revisions to the months of january and december. A lot of worry for this data was we had this brutal winter that kept jobs from being created so you see even more jobs being created than at first expected for the months of december and january. That sort of giving hope that a spring thaw is on the way, especially after having all those reports not just with jobs but with economic data. So, a sigh of relief today giving bulls more room to run and gosh they have been running. Look at this. The fifth birthday for this bull market happening on sunday. Is this the new normal this high market with not really trickling down and reaching the rest of the American Public . Well the market has been dislocated from the economy for a little while now because what seems to drive corporate profits had very little to do with what gets people jobs. Corporations have really been doing, showing better results in the past few years by cutting costs and by accounting maneuvers versus growing top line meaning selling more to consumers and therefore hiring people and thats why were seeing main street or the American Worker being left behind while the stock market keeps climbing up and up. You said this recovery actually looks more like the beginning of a recession. Explain why. Well, so the average expansionary cycle or cycle in which the economy is growing lasts 63 months. Here we are 46 months into this recovery and so if you just look at the numbers were actually closer to another recession than another expansion. So we really should be seeing a lot more momentum this far into the game and i think thats one of the reasons that every american should be concerned, especially when it comes to jobs and being left behind. Whats holding it back . Its wages. Wages are at the center of everything when it comes to the economy because a person needs to have money in order to buy things. Whats been happening is and this is a long ward trend weve been seeing wages stagnate. When they stagnate people have to turn to debt to live their lives and thats a formula that only works so long. You cant tap into debt forever. Until we really see good breadwinner jobs again well be struggling with this economy. Monica, thank you so much. Aaron hernandez could be in even more trouble. The former nfl star is already facing a first degree murder charge. Now he can be charged in connection with a jailhouse fight last week. Susan candiotti is in boston. Reporter good morning. As if he doesnt have enough on his court docket, Aaron Hernandez may soon face another criminal charge for that, over that jailhouse fight. The sheriff telling me things got physical between Aaron Hernandez and another inmate at the jail. The two able to get some hits into each other, one of the two men was not handcuffed. After an internal investigation, the sheriff is now telling me that hes asking the judge to press a criminal charge of whats called simple assault and battery against Aaron Hernandez. That would be a misdeamnor charge. Neither man was seriously hurt and neither hernandez or the other inmate needed any medical attention but the sheriff said two men should never have been able to come in to contact with each other to begin with. It happened in a common area of this high security segregated unit and so now the sheriff is making some changes. No matter what any one person that comes out that cannot be any cells open or anyone else allowed out at the same time. Reporter so today were waiting for a magistrate to tell us if theres enough probable cause to go forward with this charge and if so there will be a probable cause hearing about in this court. Steal his phone. The journalist told cnn he was filming the armed men with his phone after watching him steal equipment from a tv crew. Another sign of a press crackdown and crackdown on dissent. Pro Russian Force pulled the plug on two more ukrainian tv stations. One station manager said unidentified armed men entered the tv station and forced home to switch it off. Russian state tv is broadcasting on that channel. What a coincidence. Another station said its blocked from broadcasting in crimea. As the crisis in ukraine simmers president obama dont talk with russian president Vladimir Putin. They spoke by phone yesterday for an our were told with president obama stressing that russia is violating ukraine sovereignty. Cnn White House Correspondent myself kosinski is live at the white house. Reporter this is the third phone call since the crisis began between president s obama and putin. Doesnt seem progress has come from any of them. Although this time the administration said both sides understand that there should be a diplomatic way forward and that russia even emphasized the importance of the u. S. russian relationship. Repeatedly president obama and other leaders have asked putin to simply let in international monitors and that was brought up on the call last night as well but then today we see those monitors. Enter an hourlong phone call they urged russian president , Vladmir Putin to pursue that and pull back his troops to their bases. He agreed on the need for diplomacy. Crimea is ukraine. 1 million in aid to ukraine. The administration saying it has grave concerns the situation could escalate further. It wants to be prepared with powerful, flexible tools to keep pressure on. If this violation of International Law with the United States and our allies and the international community. Asking for resolution. President putin, mr. Putin tear down this wall of military aggression and lets build up new type of relations between ukraine and russia. We are ready for cooperation but we are not ready to surrender and to be the subordinate of russia. Every day, someone says there has to be a dialogue. Russia hasnt sat down at the table with ukraine. There have been discussions. Both prime ministers have spoken. There have been cabinetlevel talks. Just this week, we saw the Russian Foreign minister not sit down with his ukrainian counterpart even though they were in the same place at the same time. He did meet with secretary of state kerry twice two days in a row and other leaders and other leaders would end up saying he did not find Common Ground with the west. It was impossible to act in the face of ultimatums an sanctions but that discussions would continue. Jake . Thats right, michelle. If you read the readouts from the white house and the kremlin of that phone call, it is almost as if they are talking about two completely different phone calls. Cnns michelle cos sipsky, thank you so much. Rick perry is the longest serving governor of texas in history. He has next to decide if his next political step will be a bid for the white house. He is joirning those appearing before a key group of voters at cpac. Dana bash is on sight at cpac. Perrys speech we are told electrified the crowd. Tell us about it. Reporter you remember, jake, back in 2012, the rollercoaster of the republican primary season. For a long time,rick perry was considered the favorite because of the way he could electrify a crowd. That guy showed up here today. He blew the roof off the place in a way no other speaker has done, talking about some of the themes we remember from 2012 that he didnt get off so well particularly in some of the debates about the fact that he believes the federal government is too big and it is the states that have the most Important Role here. Listen to what he said. Get out of the health care business, the education business, stop hammering american industry. My fellow conservatives, the future of nation is upon you. It belongs to you. You have the power to change america. You have the power to speak to our newest hopes and our ageold dreams. You are the path to the future alike on a distant shore. He gave them such a jolt with the way that he spoke. It really did stand out as we talked about yesterday. Chris christie yesterday kind of energized the room. It doesnt compare to what happened this morning with rick perry. There was a rebellion for ideas. We dont know what his next move is. Certainly, if this is any indication, he seems to be interested in thinking about a run again. The question is whether or not he will be able to capture this rick perry as opposed to the rick perry that was on the campaign trail in 2012 and really fumbled, specially in those debates. I asked rick perry yesterday on my show, dana, i asked him, what he learned from 2012 that he could bring to 2016 if he chooses to run. He said, dont have major back surgery six weeks before entering the race. He really blames that back surgery for his performance. I have heard some conservative pundits say that the rousing reception governor Chris Christie got yesterday. It has more to do with the fact we feel like he has been bas attacked and besieged by the media. Whats your sense of that analysis from being in the room and talking to activists . Certainly, that was part of it and the fact that Chris Christie chose to play that up. That was part of it. The other part of it was, you know, jake, you have covered so many speeches and elections like i have. You have a feeling. A politician has the room. He had the room. There is no question about it. People i talked to afterwards who said they are not going to vote for him for reasons of bridge gate and reasons of what happened in 2012, the fact that he embraced president obama. They still said that they really thought that he connected with people and that that was something that they need to look at, specially when they have a republican candidate who might be running against a hillary clinton. Thats something they think they messed up on in the past of not having a republican candidate that connects. Jake . Some other possible 2016 candidates have spoken there. Senator marco rubio of florida. Congressman, paul ryan, of wisconsin, who was the v. P. Nominee last time around. The louisiana governor, bobby jindal. Anyone else captured anybody, very quickly, dana . Paul ryan had a very substantive, very wellwritten and welldelivered speech that you would imagine it would be, on ideas. Certainly, he had a very nice reception and the same goes for marco rubio. He certainly had the room as well, not in the way that Chris Christie did. Maybe you are right. Maybe it is part because he was fairly fascinated with listening to him. The thing we are going to be listening for, mike huckabee, he is somebody that knows how to hold the room, specially with a crowd like this. The next hour continues after this break. I want to ask you, when we are looking at some of the hiring here, you are looking at really strong hiring in professional services. That would include jobs like accountants, architects, lawyers. What do we read by looking at those strong numbers and also perhaps where we wish we had some stronger numbers. You identified those areas, accountants, professional services, and that shows that businesses are bullish about the future. When i go around the country and i spend a lot of time on the road, what i hear from the Business Community is that we are bullish about the future. We want to add jobs and what we need to work with you, tom perez, on, is making sure we have the Skilled Workforce to expand. So when i see growth in professional business services, im not surprised. Thats part of the ramp up. So im very heartened to see that. Private job growth to the tune of 8. 7 million jobs. Last month was a tough weather month. There were roughly 7 Million People who were out of work for at least part of the week because of the weather. So we are still seeing that progress notwithstanding that. Undeniably, we have more work to do. Thats why the president s budget outlines additional investments in infrastructure. Additional investments in skills such as growing our apprenticeship programs, because there is a Bright Future in this country for people that want to work with their hands and many businesses need those electricians and pipefitteres and others. There is a formula for picking up the pace. Thats certainly where you are looking for more job growth. 175,000, thats higher than expected. A lot of projections said 150,000 or less than that. Thats good news. I know that you are pointing to weather as an issue in some of our past months. December wasnt great. January wasnt great. Should we be concerned that there is a slowing in the momentum of what really is still just kind of this steady but not really gangbusters recovery. We have gained over the last year. We have been averaging about 180,000 jobs a month. This report is 175,000 in a very bad weather month. So you look at the trend lines. You see 48 consecutive months of private sector job growth to the tune of 8. 7. Sir, im sorry to interrupt you. What im wondering is, when you look at the last few months, and i know there has been some weather effects. The last few months compared to the last 12 months as a snippet of that, not excellent. Should we be concerned that there is a dip here in the momentum . You dont think so. I look at longer trends. When we have a really good month, i dont get too giddy. When we have a really bad month, i dont get too down. I think you have to look at trend data to see where we are going. A yearing ago, the unemployments 7. 7. Now, it is 6. 7. Thats good trend data. Thats still too high. We need to do more. We need to invest and pass Immigration Reform and raise the minimum wage and put money in peoples pockets so they will spend it. We need to do all those things to pick up the pace. I look at the trend data and see an economy that is steadily moving in the right direction but needs to move faster. Thats why we are so focused on these investments that ive been discussing and the president has been going around the country discussing. Labor secretary, tom perez, thanks so much for joining us, to break that down. We appreciate it. Pleasure. Lets dig a little deeper now on todays numbers. We are going to bring in alison kosik. Allison, when you are looking at the big picture here on this jobs report, is it as good as it seems on the surface . It was better than expected . It was better than expected. Listening to what the secretary was just talking about, this was a good month. February was a good month for job creation. You look at the big picture and you think, it was just okay. Here, lets put it in perspective. I want to put up that chart that you put up during his interview showing the growth over the past year or so. We are topping 200,000, almost close to 300,000. Thats where we really want to be every single month to bring down unemployment. We are not seeing that happening. Also, you look at how many people are actually actively looking for work. Thats called the Labor Force Participation rate. It is really low. It is at its lowest level since the late 1970s, early 80s. A lot of people are still not looking for work. They are discouraged. Also, you have new businesses. They are not hiring as many as they did in the past. It is important to note the bulk of job growth tends to come from startups. In years past, they are hiring eight new people. Companies are getting more efficient. There is more automation. If you look at the big picture and look at where we are, almost five years out of a recession. One trader told me, we should be at a much stronger rate of growth in the job market than we are seeing. He says the economy is still in the doghouse. Brianne y it seems, alison, there is a bit of a disconnect. The dow is near an alltime high. You are dealing with longterm unemployment. How do you make sense of the disconnect. By the way, the unemployment, fulltime people out of work, thats more than 12 . From the alltime high yesterday. The fed can continue. As we see economic growth, gdp in the fourth quarter, only at about 2. 4 and the first three months of this year are expected to be just this week. You have that disconnect. You have the fed continuing to pop up the market, which is continuing to help your 401 k brianne f brianna. Alison kosik, thank you so much. Beyond the jobless numbers are people who are suffering, not just from a hit to their pocket book but a knock to their selfesteem. Those feeling the greatest pain may be the nearly 4 million longterm unemployed. I am not used to not working. It is something thats ingrained in me. Harry thompson has been unemployed for over a year. You start to think you are not of any value to anybody. When i start to feel like that, i feel like i have to get out of the house and do something. After 21 years of experience, two college degrees, thompson became one of 68,000 manufacturing workers who have lost their job since 2007. It gets you down for a couple of days, maybe a week. You realize that you are not going to do yourself any favors by getting real upset and depressed. You cant give up. You have got to keep hanging in there. Im a Firm Believer that you have to keep trying. These two men represent nearly 4 million americans that are considered longterm unemployed. Out of work for six months or longer. Nearly half the jobless fall into this category, one of the highest rates in the couldnt interest i. The impact goes deep into their family. Families are suffering when people are out of work. There is a lot of emotional stress and damage. Thompson attends neighbors helping neighbors. A weekly counseling session to share leads on jobs. The job effort that you put in is intensive. The longer you are out of the workforce, the harder it is to get back in. According to a recent study, a person unemployed for eight months or more, will get contacted for an interview about half as much as someone who has been unemployed for just one month. Today, thompson is hopeful after attending this jobs fair in new jersey. One company invited him for a followup interview. Well check back in with him the next few weeks to see how it went. Im feeling good about it. I really am. I really am. One thing that Harry Thompson and a lot of other people in that group expressed to me, if you are in a Job Interview and longterm unemployed, how do you explain that gap in your resume . You have to keep up your skills. You dont want to see people suddenly drop out of the labor force, because they have given up finding work. One of the things that you will notice is that people will put on their resume that they are a consultant and you also get the sense that those who are hiring see that and they think, consultant, i think you were unemployed for a very long period of time . When you have a year gap or two years gap, one person showed me their resume and they had a sixgreer ga sixyear gap. Volunteer work is a way to keep up the skills. And show where you have tried to do that, projects you worked on. They have to see that you are trying to find work or keep up those skills. The bottom line is you are not going to just stay idle and not do anything about it. You have to show some effort at least. Zain asher, thank you very much. Of course. Now, to the crisis in ukraine and the many events rapidly unfolding. This u. S. Naval destroyer passed through the strait to military exercises in the black sea. He was scheduled to be there long before the russian intervention. Just after dawn, russia sank a second of its old navy vessels to completely sale off a Ukrainian Naval base. It means several Ukrainian Naval ships are trapped and essentially out of service. For the second straight day, International Observers are blocked as they try to enter crimea. New lawmakers say monitors from russia and other countries will be welcome to observe this months election where voters will get to decide whether the region will split from ukraine and join russia. More details on the international monitors being turned away. Cnn Matthew Chance has spent the day traveling with those observers. He is joining us live. Matthew, it sounds like you are hearing perhaps that monitors may be welcome here in a week or so, closer to the election but not right now. What can you tell us . There is certainly a bit of double speak going on. Im talking to you here from the absolutely freezing checkpoint that weve found ourself on. Manned by these masked loyalists to the renegade crimean authorities. They are manning this roadblock preventing some traffic from going through and allowing others to go through. Within the last hour, a delegation, a mission of 43 members of the osc, a European Security organization, russia was invited to be on the mission but declined. To report on the security situation. You may feel there are no military abuses taking place. They were prevented by these individuals and the paramilitary troops. Negotiations took place but they will eventually have to turn around and go back to their base. You are saying there is some double speak between we are hearing that monitors would be let in later for the elections but not right now. The people of crimea. The russian authorities are in defacto control. They think that is not necessary. International monitors in some forms are deployed. It wont be heard today from the renegade in parliament, is that there would be a referendum on international monitors coming into crimea to observe whether they should join russia or not. Those monitors would most likely be from russia itself. So thats what i was trying to say. They were trying to play lip service to this idea of international monitors, it seems. The director of black fish told me she wanted to inspire change with this documentary. Now, today, she is going to be standing next to a california state lawmaker as he proposes new legislation for killer whales. Richard bloom says he is going to unveil the landmark orca welfare and safety act, calling for major improvements to killer whale Protection Laws in california. Seaworld does have this major presence in san diego, california. The legislation would prevent seaworld from using killer whales and potentially ban captive breeding and prohibit the import and export of killer whales. Bloom was moved into action after watching this documentary, black fish, a documentary acquired by cnn films. This controversial documentary focused on how seaworld kills its killer whales and they have dubbed it as propaganda, calling the film grossly onesided. Seaworld filed a federal complaint claiming the movies producers were leaking documents in a biassed government inspector. I reached out to seaworld for their reaction. A spokesman tells me they havent seen the legislation yet but plan to have some sort of response later in the day after this announcement comes a little later on in california. All the questions in congress about whether the Intelligence Community missed the signs of what russia was up to. He says about 710 weeks before. He began to see russian trooping moving around. He thought that something might be imminent. He addresses that. The u. S. Will be dealing with for years the Sensitive Information, the potential. He even has information about war plans. Have a listen to what general flynn had to say. As far as capabilities, are we talking about u. S. War plans . Are we talking about intelligence gathering methods. What exactly is it . It is sort of an all of the above. It is intelligence capabilities, operational capabilities, technology, weapons systems. Do you thisnk that russia ha access to the kind of materials we are talking about here . You have to assume that if they dont have access, you have to assume they are going to fight against the system. They have to look at the potential worse case scenario. They have to tell the administration what the real risks are here. Thats what they are doing with the Edward Snowden case. You have to assume he had it all. If the russians dont have it, they are trying to get their hands on it from snowden. A fascinating tidbit that i hadnt heard before. He may be trying to get information from snowden about how the u. S. Deals with ieds, the roadside bombs and how they deal with that is some of the most Sensitive Information. Brianne ya. When you are listening to that, you hear flynn lists off the Different Things he has access to, intelligence. Weapons systems. Is that a particular concern to defense officials . Having covered general flynn as a reporter for a number of years, i think he is very concerned about it. This is a guy if youre the head of u. S. Military intelligence, you worry about everything. He does. He is going to be most worried about this key question of technology. What are the classified u. S. Military technologies the russians may be getting their hands on. Take a look at some images just in to the cnn newsroom. Last hour, a u. S. Warship, the guided missile destroyer, uss cruxton crossed into the black sea. It will take part in previously planned military exercises with romania and bulgaria as tensions continue to simmer. Cnn senior International Correspondent, ivan watson is in the Bosphorus Strait, the part of the waterway that divides europe and asia. Is this adding to tensions in the area even though this was already scheduled . Reporter well, thats right. The u. S. Navy said this was a previously scheduled visit by this american destroyer. Thats the same thing the russian navy said when two russian warships sailed up this channel into the black sea on tuesday when the Ukrainian Navy ship did the same. We know very well that the situation in ukraine and crimea is anything but normal. There is a Russian Military occupation of the Crimean Peninsula, which sticks out into the black sea. Any Movement Made by any military right now is taken as symbolic. It does have added meaning, specially if you add to the fact that the u. S. Secretary of defense, chuck hagel, that he announced the u. S. Would be increasing joint air patrols over the baltic peninsula in a show of support clearly for european countries. They are very nervous about the military advances that russia has made into ukraine. While the u. S. Navy did have this destroyer previously scheduled to come to the black sea. It also was not making a sea credit of the arrival of this vessel at a time when there is a lot of confusion and a lot of delicate negligeotiating going over the future of the ukraine. Ivan watson, near the Bosphorus Strait. Appreciate it. Thank you. For many, understanding the many underlying factors can be daunting. When good reporting breaks down some of the complexities, it is worth sharing, such is the case with the new republic and their explanation that the debate is largely generational. It is divided about i those tbye from the soviet republic. Here is a quote from one article. What we are seeing is the reverberation of what happened more than 20 years ago. This is still the long post soviet transition. This is what it is like to wonder in the desert waiting for the old generation to die off. Julia jaffe is a Senior Editor at the new republic. She wrote that article. A lot of this has been simplified between, you have Eastern Ukraine and western ukraine. Eastern ukraine is pro russia and western wants to remain independent. You interviewed a professor as well as his younger students. It really is generational. Can you explain that . You are right. There is generally this conventional split that the west of the country speaks ukrainian and wants to be part of european and the east speaks russia and wants to be part of the russia. Thats generally not true. The whole country speaks ukrainian. The whole country speaks russian. Traditionally it has been a divide between the city and countryside. The countryside speaks ukrainian. The cities speak russian. What i found in victor yanukovychs hometown. Yanukovich is the ousted leader of ukraine seen as prorussian. So this is his hometown. Thats right. What i found there actually, what this professor found there was that the younger a person was, the more likely she was to see herself as a ukrainian, regardless of ethnicity or language preference. His students were all about 20, born after 1991 when there was an independent ukraine. Despite the fact they were ethnically russian and spoke it at home and at school, saw themselves as ukrainian. The older generation, because they were born into a world in which an independent ukraine did not exist and was ruled from soviet moscow, tend to see themselves as russian. For that generation, it is kind of interchangeable with that word, soviet. It was fundamentally a soviet entity. Let me ask you this. I loved this conversation that you were having with the professor and his young students. At one point, you said the professor kind have o barrelof barreled over the young women as she talked. You say these younger ukrainians in what would be a prorussian area, they have family in russia and prefer to speak russian. I wonder if they do have this real feeling of ukraine being independent. Lets say even if crimea departs ukraine, is there going to be from here on out as thee younger ukrainians have the sense of independence, will there constantly be this tension Going Forward where they say, we dont want to be a part of russia. There probably will be a tension. There probably will also be a rallying around the ukrainian flag. You are he sooing thseeing that few days where it is kind of convenient for the new government in kiev. A lot of uncertainty can follow a levrevolution. Things can break down between bickering and backbiting. Now that there is a large neighboring country thats generally been a threat to ukraine, threatening to draw and quarter the country. People are starting to take pride in their ukrainianness, dpe again, rallying around the flag. The professor is one of those people who doesnt even believe ukraine is a real country. Vladimir putin, in 2008, when he met with then president george w. Bush at a summit in romania said, you know, george, it is not a real country. You realize that, right . There is a whole generation of people that feel that way, that these borders that broke up what was then the soviet union are fictitious. Julia, fascinating sort of slice there that really illustrates how complex this is. Appreciate the explainer. Julia laffe with the new republic. The army has not identified him but an Army Official tells cnn his name is lieutenant joseph morse. It comes as the Senate Blocks the bill of how they prosecute sex crimes. My next guests was one of the person women to cross into iraq with the combat unit following the u. S. Invasion of iraq in 2003. What she thought would be an adventure turned into a nightmare after she says she was sexually assaulted about i a sergeant, her sergeant. Her name is nicole bowen. She is joining me from seattle. Thanks for coming on and talking about a sensitive but important subject. Good morning. Thanks for having me. Nicole, you have described what you say is a military culture where harassment is tolerated. Its even expected. Why do you think then that this bill failed . It needed 60 votes in the senate. It was quite shy of it. There were only 55 votes for it. I am really surprised that it didnt go through considering all of the conflicts going on with the sex scandals and not just recent. These sex scandals have been going on for decades. They are horrific. No significant change has been done yet. It has been 23 years since tail hook and the tail hook scandal. Things just keep coming out again and again. Its really embarrassing for the military. I want to talk about your personal experience. I know youve talked about it a bit. I also know it must be difficult. You said that you were working a night shift. Your sergeant. You said that you sort of constantly felt that rape was a possibility and then one night it did come really your fear came true. Your sergeant forced sex on you. Whats particularly alarming to me about your story is that when you brought it to friends, what did they say . I had friends that were upset about it. I did bring it to the attention of my chain of command, not in a formal way. It was suggested that i not violate the claim and file a report. If i had someone outside of my chain of command to report it to, i would have reported it. If i had known, i would have had an advocate. I would have been safe and there wouldnt have been any kind of retaliation. But that system is still not in place. Thats what the bill originally addressed. Taking the control out of the commander. Is that what you think needs to happen, nicole, exactly what this bill was attempting to do . Yes. Most certainly. I know it would have made a difference for me. It wasnt a safe place for me to report anything. I carry around guilt about that too. I think about whats he doing now . Who else has he impacted . It is a system that hasnt changed for 250 years. It doesnt make sense to not change things that arent working. We change our laws all of the time. It is so i think your story is so it is difficult to listen to. You realize what a terrible position that you have been in. You felt that you couldnt report, specially as you are watching, for instance, this bill fail. As you look back with your experience and certainly, you know, there were so many question marks about how you were to even handle it. I know you ran into a lot of red tape. As you were talking even men in this position. What is your advice to them . What you learned through what you unfortunately have had to deal with . My advice, you can heal. Geez, i wouldnt recommend even the way the system is right now. I wouldnt recommend reporting it, because i think that the retaliation would be so much worse than staying quiet. You actually think in this case that do you regret reporting it . Well, i didnt actually file report it. I regret not reporting it definitely. I also think that i did the best that i could but i think about him. I think about other people that he could be doing the same thing to. More people that arent reporting it. Its obvious something needs to change. You can hear it just in your story. You really dont even feel now that there is an avenue. Yeah. It is really sickening that it hasnt and that all of these scandals that keep showing up over and over again that are really embarrassing for the military and the bill hasnt passed. Yeah. They have been tracking that for a while. The pentagon doesnt want to talk about specific insights they have gleaned and how they use this information. Thats one of the challenges about reporting the story. What, for instance, would they look at besides his walk and what would it show him . Whether he scratched it with his left hand whether he was saying certain things. You match Peoples Movement with what they are saying. You get an idea of what some families say is like a persons dna. It is unique to them. When they say certain things, you can say he is lying or telling the truth. Thats what they are looking for. It is the tells. They are studying a person overall, to see if there is a pattern that gives something away. They are being dishonest, that something might not quite be true. In many ways. The adherence of this is called Movement Pattern analysis, believe that everybody has a specific way of moving, their gestures, how it combines with how they speak. You can tell certain things about how they make decisions, whether they are telling the truth or not. So what do body language experts say when it is pretty fascinating too to watch the kind of interaction between president obama and Vladmir Putin as we so often do. You have heard the president say before about putin that he kind of is this kid slouching in the back of the classroom like he is disinterested. Is that something that experts are reading, just his kind of posture around president obama . Thats part of it. More specifically, it is him by himself, not necessarily interacting with other people, or if he is doing an interview. Thats the more specific things of Movement Pattern analysis as opposed to, say, the body language where if im talking to you and if i have my arms crossed or im scratching my head, it is more of a complex pattern. So lets say the other day, you had Vladimir Putin giving a press conference. We hadnt seen him in a while. He is talking about a number of things relating to ukraine. The Defense Department doesnt want to talk about it. There was a team watching him. I would imagine they would have that video banked and analyzing his movements with what he was saying.
