That doesnt mean he cant negotiate a framework agreement. I think the president does have authority to negotiate an executive a formal executive agreement with cuba which would provide a framework for cuban guarantees to american investors who voluntarily subscribed to the terms of these arrangements. That agreement could spell out the protections cuba is prepared to offer. It would provide impartial dispute settlement. It could even provide funding for the lets say a claims try tribunal, it could provide funding for the awards, if any had to be issued. Where would the money come from . It could come from contributions from cuba and from the investors. Commercial insurance, Political Risk insurance, could play a role in this. Ive done that in private practice for some clients. There is a quasi precedent not directly employed not going quite this far but in the Clinton Administration, they negotiated germany and other countries in europe relating to holocaust claims, these agreements th

I would hope we have another round we can get into sort of what has worked because i am troubled sometimes by some of the conversation were having when they return to a given country what do we do . It almost sounds like deprogramming from a cult and i dont think thats going to work given the numbers. And so i would be interested in hearing from both of our witnesses about are there examples of things that have worked in a preventing people from going and unfortunately if we fail on that, helping to reintegrate them in a genuine successful way when and if they come back. Part of the problem, i think, is that lezuan and the politburo is also balancing their own requirements. And we need to realize that after the bifurcation of vietnam in 1954 where there is two entities, a south and north vietnam, that in north vietnam, hanois leaders ho chi minh and ultimately lezuan are having to make decisions about supporting an insurgency in the south to reunify this country in the aftermath of a long and bloody colonial conflict or anticolonial conflict and also build their own stable nation in the north. And that is a debate again, hang brings this up in hanois war. That others are constantly having to make choices between building a political, a stable Political Community in the north and feeding and reinforcing the southern insurgency in the south. So in the aftermath of the ame
