In surveying the 45 years of the cold war and its impact, one could argue that it fundamentally changed the constitutional framework of the American Government, that it was this period that saw the greater concentration of power in the president at the expense of the congress, that more than ever in our history because of the challenges of the cold war our National Course is now set by the personality of the president.
