The Constitutional Court is set to rule on March 11 whether parliament has the power to open the way for a rewrite of the charter in its entirety.
If the court decides parliament possesses no such power, the motion to amend Section 256 in the constitution, which has passed scrutiny during the second reading, is unlikely to make it to the third and final reading when MPs and senators are due to vote whether to pass it or not.
The Office of the Constitutional Court released a news bulletin yesterday announcing the court will pass the ruling on March 11 ahead of the third-reading vote scheduled for March 17.

A team of researchers at Chulalongkorn University have unveiled research on its new anti-corruption concept, dubbed “The right communications strategy for Khon Thai 4.0 (Thai people) to counter corruption”. The strategy, which encourages citizens to participate in anti-corruption efforts, has been released alongside an indicator, which will evaluate the anti-corruption levels of individuals.
Asst. Prof. Dr. Torplus, a lecturer at the Faculty of Economics, Chulalongkorn University and head of the research team, said that up until now, corruption studies had adopted an issue-centric rather than an actor-centric approach, while anti-corruption policies and mechanisms had followed the top-down model. Because these policies were not based on core problems, the anti-corruption agencies found themselves armed with ineffective tools to tackle the problem, resulting in lower social participation.

The Royal Thai Air Force s (RTAF) decision to sign an integrity pact for its light attack aircraft procurement last week is the right move to improve transparency in its weapons procurement process.
The scheme should be adopted for all military hardware procurements by all forces. However, the unprecedented integrity pact is not enough to ensure public confidence in arms procurement.
Air force commander-in-chief ACM Airbull Suttiwan signed the integrity pact on Thursday for the procurement of 12 AT-6 Wolverine light attack aircraft from the US under a special cooperation programme. The air force will spend 4.5 billion baht in the first phase of purchasing eight aircraft.

The National Anti-Corruption Commission (NACC) has decided not to seek the prosecution of Sino-Thai Engineering and Construction Plc (STEC) in a bribery case that allegedly occurred in 2015.
Commissioners voted 6 to 3 on Tuesday not to prosecute the company after finding that the wrong law had been applied to the case from the outset, the Isranews Agency reported.
During the course of the investigation, the firm was accused of paying bribes in contravention of Section 144 of the Criminal Code when it should have faced charges of violating Section 149 for allegedly assisting state officials to demand ill-gotten gains.
