Unprecedented amounts of water are flowing downriver after one dam failed and then a second one about 10 miles downriver from that broke under the day louche. 10,000 people are under evacuation orders. Officers are driving through neighborhoods telling people on e loea get out. Midland is a city of 42,000 and facing an especially serious flooding threat this morning.
